The Province Public Service Commission, Sudurpashchim Province, Dhangadhi, Kailali, through the Administration, Planning and Information Publication Branch, has published this advertisement for internal competition, open, and inclusive competitive examinations for fourth level technical posts in the Province Civil Service.

In accordance with the Sudurpashchim Province Civil Service Act, 2079, applications are invited from eligible candidates for permanent appointment to the following services, groups, sub-groups, levels, and posts through internal competition, open, and inclusive competitive examinations.

Candidates who meet the prescribed minimum qualifications must submit an online application through the Commission’s online application system at http://ppsconline.sudurpashchim.gov.np. Open and inclusive competitive examinations for the Province Civil Service will be conducted in an integrated manner at one time, and candidates selected through the competitive examination will be recommended to the concerned bodies for appointment according to their order of preference.

Examination and Application Details

Written Examination Schedule: To be published later.

Examination Type: Written examination, computer skill test, and interview, as prescribed in the syllabus.

Examination Center: Dhangadhi, Kailali.

Medium of Examination: Nepali or English, or both Nepali and English.

Application Method: Applications for all advertised posts must be submitted through the online application system. Applications can be submitted through the Commission’s online system at http://ppsconline.sudurpashchim.gov.np, and detailed information on the application procedure can be viewed at https://psc.sudurpashchim.gov.np/.

Last Date to Apply: Until 2083/01/17, and until 2083/01/24 with double fee.

Age Limit of Candidate: By 2083/01/17, male candidates must have completed 18 years of age and not exceeded 35 years. Women and candidates with disabilities must not have exceeded 40 years. For health service posts, candidates must have completed 18 years and not exceeded 45 years. However, the age limit shall not apply to permanent employees currently serving in the Federal Civil Service, Province Civil Service of any province, and Local Service. Such candidates must submit certification from the head of the concerned office confirming that they are currently employed.

Application Fee: Rs. 300. Candidates applying for additional advertisements under internal competition and inclusive groups must pay an additional Rs. 150 for each additional group and an additional Rs. 150 for each additional paper.

Method and Place for Payment of Application Fee:

After submitting the form through the Commission’s online application system, go to My Application, click All Application, then click the Pay button for the advertisement you applied for. Then choose the bank, select Online Payment, choose one of the designated wallets, and complete payment by entering your username and password.

For Offline Payment, go to My Application, click All Application, then click the Pay button for the advertisement you applied for. After that, select the designated bank, choose Offline Payment, click Click Here, generate the voucher, and submit the prescribed amount at the concerned bank with the same voucher.

Once an application has been submitted for any advertisement, no additions, reductions, or corrections can be made to that same advertisement.

Period for Payment of Application Fee:

After submitting the application online, the candidate must pay the prescribed examination fee or double fee no later than office hours on the day following the final date allowed for submission with double fee, using the voucher received with the Master ID and transaction reference number. If that day falls on a public holiday, payment must be made on the first day the office reopens.

Documents to Be Uploaded

Candidates submitting electronic applications must fill in all required details and upload in PDF format all documents specified in the relevant advertisement, including academic qualification certificates, training certificates, experience certificates, professional license or Council certificate, documents proving eligibility for the inclusive group, and other required documents.

All candidates must also upload the front and back of their citizenship certificate, a recently taken passport-size photograph, and signature in JPG format in the designated place. If documents are not submitted in the prescribed format, the admit card will not be printed, so documents must be uploaded only in the prescribed format.

Under Rule 14 of the Province Public Service Commission (Operation) Directive (First Amendment), 2080, and this notice, if the application is not submitted properly, it will be cancelled at the time of application verification, and no hearing will be made later on applications cancelled for any reason. Candidates must therefore exercise special care while filling out the application form.

Minimum Educational Qualifications Required for Internal Competition, Open, and Inclusive Competitive Examinations

  1. Assistant Horticulture Technician, Agriculture, Horticulture: Passed SLC/SEE from a recognized educational institution and obtained at least one-year JTA training in Agricultural Science, or passed TSLC/SEE with Agriculture as a subject.

  2. Assistant Crop Technician, Agriculture, Crop Development: Passed SLC/SEE from a recognized educational institution and obtained at least one-year JTA training in Agricultural Science, or passed TSLC/SEE with Agriculture as a subject.

  3. Assistant Crop Technician, Agriculture, Crop Protection: Passed SLC/SEE from a recognized educational institution and obtained at least one-year JTA training in Agricultural Science, or passed TSLC/SEE with Agriculture as a subject.

  4. Assistant Soil Technician, Agriculture, Soil Science: Passed SLC/SEE from a recognized educational institution and obtained at least one-year JTA training in Agricultural Science, or passed TSLC/SEE with Agriculture as a subject.

  5. Assistant Fisheries Technician, Agriculture, Fisheries: Passed SLC/SEE from a recognized educational institution and obtained at least one-year JTA training in Animal Science, or passed TSLC with Agriculture as a subject.

  6. Assistant Animal Service Technician, Agriculture, La.Po. and De.De.: Passed SLC/SEE from a recognized educational institution and obtained at least one-year JTA training in Animal Science, Animal Husbandry, or Animal Health, or passed TSLC/SEE with Agriculture (Animal Husbandry or Animal Health) as a subject.

  7. Assistant Animal Health Technician, Agriculture, Veterinary: Passed SLC/SEE from a recognized educational institution and obtained at least one-year JTA training in Animal Science, Animal Husbandry, or Animal Health, or passed TSLC/SEE with Agriculture (Animal Husbandry or Animal Health) as a subject.

  8. ANM, Health, Community Nursing/Public Health Nursing: Passed the ANM course from a recognized institution.

  9. Vaidya, Health, Ayurveda, General Ayurveda: Passed SLC/SEE from a recognized educational institution and passed the one-year Assistant Ayurveda Worker course.

  10. AHW, Health, Health Inspection: Passed the AHW or CMA course from a recognized educational institution.

  11. Cold Chain Assistant, Health, Health Inspection: Passed the AHW or CMA course from a recognized educational institution.

Note: For candidates who passed SLC/SEE or equivalent after the grading system was implemented, a GPA of 2 or above will be considered as meeting the minimum qualification.

Information for Internal Competition, Open, and Inclusive Examinations

a. The candidate must not be disqualified under Sections 17 and 30 of the Sudurpashchim Province Civil Service Act, 2079.

b. To apply for internal competitive examination of the Province Civil Service, the candidate must meet the qualifications under Sub-sections (7) and (9) of Section 9 of the Sudurpashchim Province Civil Service Act, 2079.

c. The written examination for internal, open, and inclusive categories will be held on the same date and at the same time. Separate examinations will not be conducted for each service/group and for internal, open, and inclusive groups.

d. Candidates selected from the written examination for internal, open, and inclusive categories will have their results published in alphabetical order.

e. Candidates selected from the written examination must compulsorily fill in the order of preference before attending the interview. Candidates who do not fill in their preference order will not be allowed to participate in the interview.

f. For the inclusive group, the candidate’s inclusive category will be determined according to the prevailing provisions of the Commission based on the inclusive groups mentioned in the application form by the candidate selected from the written examination.

g. For open and inclusive groups, candidates selected in the written examination under open and inclusive categories, and in more than one inclusive group, will attend the interview only once. The marks obtained in the interview will be counted in all groups in which the candidate has passed, including open and inclusive groups.

h. After completion of all stages of examination, recommendation for appointment will be made according to the merit order obtained.

Special Instructions for Candidates Applying Under Inclusive Groups

Candidates wishing to apply for posts under inclusive groups must prepare and submit the following documents at the time of application. If selected for interview from the written examination result, they must bring the original documents along with self-attested copies when attending the interview. If the stated documents are not found to be valid at the time of application, the application may be cancelled at any time.

a. For Dalit candidates: In the case of castes listed by the National Dalit Commission, submission must be based on that list. If there are multiple surnames within a listed caste, a certificate must be submitted along with the application confirming that the surname belongs to the listed caste, issued by the Chief District Officer on the recommendation of the concerned local level.

b. For Tharu/Rana Tharu candidates: In the case of castes listed by the National Tharu Commission, submission must be based on that list. If there are multiple surnames within a listed caste, a document must be submitted certifying that the surname belongs to the listed caste, issued by the Chief District Officer on the recommendation of the concerned local level.

c. For economically deprived Khas Arya candidates: If the candidate has obtained a poverty identity card under prevailing law, that card must be submitted. If such card has not been obtained, a recommendation issued by the concerned local level must be submitted stating that the person belongs to the economically deprived Khas Arya community with annual income below the limit prescribed by law.

d. For backward area candidates: Candidates must submit a citizenship certificate obtained from the concerned district showing permanent residence in the districts mentioned in Explanation Clause (1) of Sub-section (7) of Section 7 of the Civil Service Act, 2049, along with a document certified by the concerned local level stating that the candidate is currently a permanent resident of that same place. This certification must be based on a recommendation issued not earlier than 3 months before the date of filling the application form. If citizenship was obtained from a district other than the district of permanent residence, a letter stating the reason must be obtained from the District Administration Office that issued the citizenship. If residence in the district mentioned in Explanation Clause (1) of Sub-section (7) of Section 7 of the Civil Service Act, 2049 was obtained through marriage or migration, then a marriage registration certificate in the case of marriage, or migration documents from both the previous and new local levels in the case of migration, must be submitted.

e. For Adivasi/Janajati candidates: In the case of castes listed under the Nepal Adivasi/Janajati Upliftment National Foundation Act, submission must be based on that list. If there are multiple surnames within a listed caste, a certificate must be submitted along with the application confirming that the surname belongs to the listed caste, issued by the Chief District Officer on the recommendation of the concerned local level.

f. For persons with disabilities: A disability identity card issued by the Social Welfare Council on the recommendation of an approved doctor must be submitted, or an identity card issued by the concerned local level certifying the disability and stating the classification of disability under Sub-section (3) of Section 4 of the Act Relating to the Rights of Persons with Disabilities, 2074.

Important Notes

a. According to Sub-section (2) of Section 10 of the Sudurpashchim Province Civil Service Act, 2079, one person may receive reservation benefit only once during the entire service period.

b. Since Section 10A of the Sudurpashchim Province Civil Service Act, 2079 does not provide for candidacy in posts of the same level/grade, such candidates will not be allowed to apply.

c. For advertisements requiring a period of experience, the minimum service period must be completed by the final date prescribed for application to that post.

d. The extended period allowed with double fee will not be counted for age, educational qualification, experience period, training, equivalence, professional registration, or other qualifications.

e. Candidates applying for health service posts must be registered with the relevant professional council related to their service and group, and the registration must remain valid.

f. Applications not submitted within the deadline set by the Commission, or from candidates who do not meet the minimum qualification, or in which required details are not disclosed, or prescribed fees are not paid, will not be accepted.

g. Candidates requesting a scribe must submit an application to the Commission’s office at least 7 days before the written examination begins. Otherwise, the Commission will not be obliged to provide a scribe.

h. Candidates who pass the written examination must, before the interview, compulsorily submit the original educational certificates, citizenship certificate, and all documents mentioned as required for candidates applying under internal, inclusive, and open categories, along with one self-attested copy of each.

i. The prescribed educational qualification must have been completed by the final date for application. Candidates who studied in foreign institutions must have their qualification equivalence determined by the concerned authority.

However, candidates who completed the prescribed educational qualification from universities in Nepal and apply for the prescribed post, but are unable to submit the certificate of minimum educational qualification or transcript by the final date for submission with single fee because of timing, will still be considered to have met the minimum qualification if the examination result has already been published by the concerned university by that final date, and if they submit a letter from the concerned university or educational institution confirming that the student has passed all examinations required for that degree within that period, including all years/semesters, thesis, practicals, and other required components, along with mark sheets of all semesters.

j. While filling out the form online, candidates must update their mobile number and email. Since details regarding approval or rejection of the form will be sent directly by mobile and email, if a candidate is unable to participate in the examination because of an incorrect mobile number or email, the candidate shall be solely responsible.

k. Once the advertisement number has been selected, it cannot be revised again. Candidates must therefore select the advertisement number carefully.

l. Candidates must use only black ink in the examination; otherwise, the answer sheet will be cancelled.

m. Matters other than those mentioned in this notice shall be governed by the Province Public Service Commission Act, Rules, and Directives.

n. Details regarding the minimum educational qualification required for the advertised post can be viewed while filling out the online form.

o. Other arrangements related to fulfillment of posts shall be according to the Sudurpashchim Province Civil Service Act, 2079 and the Province Civil Service Rules, 2081.
