Tribhuvan University, Office of the Dean, Faculty of Law Notice for New Admissions in B.A.LL.B. Program for the Academic Session 2081/082

Tribhuvan University, Faculty of Law, invites online applications from eligible candidates for admission into the first semester of the B.A.LL.B. program for the academic session 2081/082 under the semester system. The program will be available at the following campuses:

  • Nepal Law Campus, Exhibition Road
  • Prithvi Narayan Campus, Pokhara
  • Mahendra Multiple Campus, Nepalgunj (approved by TU Academic Council decision dated 2061.04.28)
  • Butwal Multiple Campus, Butwal
  • Mahendra Multiple Campus, Dharan
  • Affiliated Campus: National Law College, Sanepa

Online Application Requirements:

Applicants must submit the online application form along with scanned copies of the following documents:

  • Academic transcript
  • Citizenship certificate
  • Equivalency certificate (if applicable)
  • Documents supporting the claimed quota or recommendation letter
  • Recently taken passport-sized photo (both ears clearly visible)
  • Signature sample on a plain paper

(1) Minimum Educational Qualification:

Candidates must have passed the +2 or equivalent examination by the last date of application submission. Applicants from the National Examination Board, Nepal, who have secured at least a grade D are eligible to apply.

Note: As per the rules of the Nepal Bar Council, only those who have secured a minimum of C+ in each subject at the +2 level are eligible to apply for the Bar Council license after completing the undergraduate level. Candidates will be responsible for any consequences if they fail to meet this requirement.

(2) Application Form and Entrance Examination Fee:

The entrance examination fee is NPR 1600 (One thousand six hundred only). The fee can be paid through e-Sewa, Khalti, or Connect IPS at the time of application. Applicants must ensure that their full name and mobile number are clearly mentioned. Multiple payments using the same mobile number are not allowed.

(3) Availability of Application Form:

The online application form will be available on the Faculty of Law’s official website: www.fol.edu.np. Applicants can check the status of their submitted form on the same website under "Check your status."

(4) Application Submission Period:

Applications can be submitted online from Sunday, 16 Bhadra 2081, to Sunday, 06 Ashwin 2081, until 12:00 midnight. Applications with double the fee can be submitted until Sunday, 13 Ashwin 2081, at 12:00 midnight.

(5) Admission Card Collection:

The admission card can be downloaded from the Faculty of Law's website www.fol.edu.np under "Check your status" starting from 11:00 AM on 06 Kartik 2081.

(6) Date and Time of Entrance Examination:

The date and time for the entrance examination will be announced later.

(7) Examination Center:

The examination center will be published later.

(8) Admission Quota Distribution:

  • Nepal Law Campus, Kathmandu: 105 students (3 groups of 35 students each)
  • Prithvi Narayan Campus, Pokhara: 70 students (2 groups of 35 students each)
  • Mahendra Multiple Campus, Nepalgunj: 70 students (2 groups of 35 students each)
  • Butwal Multiple Campus, Butwal: 70 students (2 groups of 35 students each)
  • Mahendra Multiple Campus, Dharan: 70 students (2 groups of 35 students each)
  • Affiliated Campus: National Law College, Sanepa: 105 students (3 groups of 35 students each)

A total of 490 students will be admitted based on merit. Only those who secure 40% or more out of 100 marks in the entrance examination will be eligible for admission based on the merit list.

(9) Entrance Examination Weightage:

The total marks for the entrance examination will be 100.

Examination Structure

Objective Questions

  • Marks Allocated: 30 questions × 1 mark each = 30 marks
  • Time: 30 minutes
  • Remarks: Multiple Choice Questions (MCQs)

Subjective Questions

  • Long Answer Question
  • Marks Allocated: 1 question × 20 marks = 20 marks

Short Answer Questions

  • Marks Allocated: 3 questions × 10 marks each = 30 marks
  • Time: 2 hours 30 minutes
  • Remarks: Tests knowledge of Law

Creative Writing

  • Marks Allocated: 20 marks
  • Word Count: Approximately 300 words
  • Remarks: Tests content and language skills

Entrance Examination Syllabus

The entrance examination will include questions from the following subjects:

  1. Introduction to Law and Kinds of Law
  2. Importance and Role of Law in a Society
  3. Sources of Law
  4. General Introduction to Rights and Duties
  5. Person: Kinds of Person (Legal and Natural Person)
  6. General Introduction to the Constitution
  7. Fundamental Rights under the Constitution of Nepal

(11) Documents Required for Online Application Submission:

When filling out the online application form, the following documents must be uploaded in the specified order:

a) Application form along with one recent passport-sized photograph.

b) Nepali citizenship certificate.

c) Mark sheet of SEE/SLC or an equivalent examination.

d) Transcript and Character Certificate of the Certificate Level / 10+2 examination.

e) Equivalency Certificate (if applicable).

f) Certificate or recommendation letter for applying under any specific quotas.

g) Student's own signature.

h) For applicants who passed +2 or equivalent examinations from non-TU domestic or foreign universities/institutions, a TU Equivalency Certificate and the original migration certificate from the respective university/institution must be submitted along with a certified copy of each at the time of admission at the respective campus.

(12) Admission Based on Quotas:

Eligible students listed in the merit list must be admitted within the stipulated timeframe set by the respective campus. Among the total seats available, the following groups have reserved spots based on competition among candidates within those groups. The reserved quota has been calculated considering 20% as 100%. Additionally, children of permanent teachers and staff employed at Tribhuvan University will have two reserved spots in each undergraduate and postgraduate program across constituent campuses under the institutes and faculties, counted within the 80% threshold. However, if there are no qualified candidates with a minimum of 40% marks within the classified groups, admission will be opened to other students in the merit list.

Explanation 1: Definitions

  • "Others" refers to minority groups, marginalized communities, economically disadvantaged classes, and gender/sexual minorities.
  • "Backward Areas" refers to regions declared as such by the relevant District Administration Office.
  • "Backward Classes" refers to communities such as Thakuri, Dashnami (including Sanyasi), among others.
  • "Residents of Backward Areas" refers to districts such as Mugu, Humla, Jumla, Kalikot, Dolpa, Bajhang, Bajura, and Jajarkot.

Explanation 2: Admission Process for Reserved Quotas

  • Indigenous/Janajati Applicants: Admission is prioritized according to the national representation quota within the Indigenous/Janajati group.
  • Applicants from the same community group will be admitted based on merit, with priority given from top to bottom.

Additional Guidelines for Reserved Quotas and Required Documentation

Priority for Madhesi Community:

For Madhesi students, those categorized under the classification in the schedule of the "Pichhadeko Samudaya District Coordination Committee (Formation and Operation) Guidelines, 2071" will be given priority over other Madhesi applicants.

Priority for Students with Disabilities:

Among students with disabilities, preference will be given based on the color of the identification card: blue, yellow, and white, in that order.

Priority for "Others" Category:

For the "Others" category, which includes minorities, marginalized groups, economically disadvantaged classes, and gender/sexual minorities, admission will be based on merit, giving preference to those with the highest marks.

Explanation 3:

Children of Permanent Teachers and Employees at Tribhuvan University:

For children of permanent teachers and employees working at Tribhuvan University, two seats must be reserved in each undergraduate and postgraduate program at constituent campuses under the institutes and faculties.

(13) Required Documents for Candidates Claiming Reserved Quotas:

Candidates from the disadvantaged classes who are claiming reserved quotas must submit the following documents in accordance with the TU Organizational and Educational Administration Regulations, 2050, the Semester System Operation Regulations, 2074, and the regulations related to admissions under reserved seats at TU's constituent campuses as per the regulations of 2074. Candidates who do not submit the required documents along with the application form will not be considered for reserved quota claims.

a) For All Disadvantaged Class Candidates Claiming Reserved Quotas:

  • A recommendation letter from the relevant Ward Office certifying that the candidate belongs to a disadvantaged class.
  • A recommendation letter from the relevant District Education Coordination Unit or the concerned Rural Municipality or Municipality verifying that the candidate studied in a government/community school for grades 8, 9, SLC/SEE, grades 11, and 12. If the candidate studied at a TU constituent campus, a recommendation letter from the campus is required.

b) For Candidates Who Received Government Scholarships:

  • A recommendation letter certifying that the candidate studied up to grades 8, 9, SLC/SEE, grades 11, and 12, or equivalent in private schools or colleges within Nepal, along with evidence of receiving a government scholarship.

c) For Candidates Claiming Reserved Quotas from Remote Areas:

  • A recommendation letter from the relevant local authority verifying that the candidate studied at a government/community school in the remote area for grades 8, 9, 10, 11, and 12.

d) For Candidates Applying Under Reserved Quotas Not Covered Above:

  • A recommendation letter from the relevant authority must be uploaded along with the application form.

Reserved Quotas and Issuing Authorities

Additional Admission Guidelines for Reserved Quotas and Entrance Examination

Minimum Marks Requirement for Reserved Quota Candidates:

Candidates claiming reserved quotas must score at least 40% in the entrance examination to be eligible for admission.

Restrictions on Admission under Reserved Quotas:

Students who have already secured admission under the reserved quota at any level or subject in any other constituent campus of Tribhuvan University cannot apply for admission under the reserved quota in this program. Additionally, students who have already benefited from a reserved quota for undergraduate studies in another subject will not be eligible for reserved quota benefits in this program.

Consequences of Submitting False Information:

If it is proven that a student secured admission by providing false information to claim a reserved quota, their admission will be canceled at any time, and legal action will be taken as per the law.

Fees for Reserved Quota Students:

Students admitted under the reserved quota must pay the same fees as those admitted through the open category.

Admission for Foreign Students:

Foreign students who qualify will be admitted to only 5% of the seats under the open category.

Duration of the Entrance Examination:

The entrance examination will last for 3 hours.

Language of the Entrance Examination:

The entrance examination can be conducted in either English or Nepali. However, the Creative Writing section must be written in English only.

Instructions for Answer Sheets:

Candidates must use only black ink on the answer sheets. If any part of the answer sheet is written with ink other than black, or if any symbols other than the prescribed marks (e.g., checkmarks or ticks) are used in the objective questions, the entire answer sheet will be disqualified without being reviewed.

B.A.LL.B. Program Structure:

The B.A.LL.B. classes will be conducted as a full-time, day program under the semester system, spanning 10 semesters in total. The day program is defined as operating during the official working hours set by the Government of Nepal, from 10:00 AM to 5:00 PM (from Kartik 16 to Magh 15, the timing will be from 10:00 AM to 4:00 PM).

Publication of Entrance Examination Results:

The results of the entrance examination will be published, displaying the merit list based on the marks obtained by all candidates. The merit list will also indicate the claimed quota of each candidate. This information will be sent to the respective campuses for the admission process.

Contact for Admission:

Only candidates who have secured a minimum of 40% in the entrance examination are required to contact the campus of their choice within the specified timeframe for admission.

Additional Guidelines and Instructions for Admission and Entrance Examination

(21) Publication of Merit List:

Campuses must publish the merit list of all applicants who scored at least 40% in the entrance examination. This merit list must be promptly shared with the Office of the Dean, Faculty of Law, before the admission process begins. When determining the merit list for students with equal marks in the entrance examination, the following criteria will be applied in order:

a) Higher marks in the subject-specific questions.

b) Higher CGPA/percentage in the Transcript.

c) Higher GPA in Grade 12.

d) Higher GPA in Grade 11.

e) If the average marks of students who studied law in Grades 11 and 12 are equal to those who studied other subjects, preference will be given to those who studied law.

f) Higher average percentage/CGPA in English in Grades 11 and 12.

g) Higher overall CGPA/percentage in SLC/SEE.

h) Higher GPA/percentage in English in SLC/SEE.

(22) Submission of Student Details:

Campuses must submit the details of all admitted students to the Dean's Office within 15 days of completing the admission process.

(23) Handling of Complaints Regarding Merit List or Admission:

If a complaint or information is received that a campus did not publish the merit list or admit students as per the regulations, the Dean's Office has the full authority to investigate and take necessary action. If it is found that the merit list was published or admissions were made against the rules, the merit list or admissions will be automatically canceled. The Dean's Office will direct the campus to correct the merit list or fill the vacant seats as per the rules. Any fees paid by students whose admissions are canceled must be refunded by the respective campus.

(24) Mandatory Scholarships (Freeship):

As per Rule 4 (a) 3 of Chapter 2 of the Tribhuvan University Scholarship and Award Guidelines - 2071, all campuses/colleges offering the B.A.LL.B. program must provide free scholarships (Freeship) to 10% of the total number of students. The entrance examination will also be used as the basis for selecting candidates for scholarships distributed by the Ministry of Education, Government of Nepal.

(25) Final Decision-Making Authority:

The Examination Committee has the final decision-making authority regarding any matters related to the entrance examination.

Important Guidelines for Examinees:

Carry Admit Card:

All examinees must carry their admit card during the entire examination period. Without the admit card, candidates will not be allowed to sit for the examination.

Entry and Exit Rules:

No candidate will be allowed to enter the examination hall after half an hour of the examination start time. Additionally, candidates are not permitted to leave the examination hall within the first hour of the exam.

Seating Arrangements:

Examinees must sit according to the designated seating plan. Changing seats without the permission of the exam superintendent or inspector is strictly prohibited.

Prohibited Items:

Candidates are not allowed to bring prohibited items such as Mobile Phones, Calculators, Bluetooth devices, iPads, Tablet PCs, Earphones, or Smart Watches into the examination hall. If any examinee is found with these items or behaves inappropriately towards anyone involved in conducting the exam, the exam superintendent has the authority to take immediate action, including expelling the candidate from the examination hall.

Special Provisions for Ill or Disabled Candidates:

Candidates suffering from contagious diseases, ill health, or disabilities must inform the exam superintendent of their condition at least one hour before the examination starts. Visually impaired or physically unable candidates can request assistance for writing by informing the Dean’s office or the concerned exam superintendent. After assessing the situation, a person studying at least one level below the examinee may be appointed as a writer to assist the candidate.

Roll Number Requirement:

If the roll number is not written on the answer sheet, the answer sheet will be automatically disqualified.
