DoR Seeks Clarification From Sub-Engineer Manish Kumar Thakur

Final notice issued for explanation within 30 days

The Department of Roads, under the Ministry of Physical Infrastructure and Transport of the Government of Nepal, has issued a final notice directing Sub-Engineer Manish Kumar Thakur to submit an explanation within 30 days as to why he should not be removed from service for being absent without notice.

Background: extraordinary leave and continued absence

Sub-Engineer Thakur (Employee No. 198759) of the Nepal Engineering Service, Civil Group, Highway Sub-Group, had obtained approval for extraordinary leave from 2079-06-01 to 2082-05-31 through a decision at the Secretary level.

The Department stated that after the leave ended, he was required to report to office from 2082-06-01, but has remained absent without notice to date.

Earlier 15-day notice and proposed departmental action

Previously, the Department published a notice in Gorkhapatra on 2082-09-15 and provided 15 days to submit his clarification.

As no clarification or response was received from Thakur within that period, the Department has proposed a departmental penalty to remove him from service in a manner that does not disqualify him from future government service.

Directive and consequence

The Department has instructed Thakur to submit an explanation to the Department within 30 days from the date of publication of this notice if there is any valid and sufficient reason why he should not be removed from service.

The notice states that if an explanation is not received within the specified time, the process of action will proceed as per the Act.
