Notice Re-Inviting Applications for Nepali Auxiliary Workers in Israel’s Long-Term Care Facilities

This notice has been published for the information of all concerned, inviting interested Nepali citizens who meet the qualifications specified below to register an online application within 35 days from the date of publication of this notice through the Department’s web portal, ferms.dofe.gov.np, for employment as auxiliary workers in Israel’s long-term care facilities (“Auxiliary Workers employed in Long Term Care Facilities, including in group homes located in individual Apartment”) to provide care for persons of any age with severe disabilities.
Online applications can be submitted from 12:00 midnight on 2083/05/23 until 11:59 PM on 2083/06/26.
However, for applicants required to take the Cambridge Upskill English Test, as the Cambridge Upskill English Test is currently undergoing an upgrade, the test will be available from September 21, 2026 (2083/06/05).
Candidates whose applications under the advertisement published on 2083/02/13 were approved and whose names were published on the Department’s website on 2083/05/22 do not need to apply again under this advertisement. For such candidates who will not have exceeded 45 years of age by the final application date, their applications approved under the previous advertisement will be sent directly to PIBA for Name Checks.
Position: Auxiliary Worker
Number Required: 1,464 (1,132 women and 332 men)
Monthly Salary: 5,333.85 NIS, Israeli currency
Overtime Facility: As per the rules of the Government of Israel
Working Days per Week: Up to 6 days
Working Hours per Week: 42 hours, excluding overtime
Annual Leave: As per Israeli law
Food: To be borne by the worker
Accommodation: The employer will arrange accommodation in accordance with regulations relating to foreign workers, and the worker will bear the cost
Initial Contract Period: 1 year
Contract Extension: The employer may extend the contract period
Maximum Contract Period if Extended: 5 years
1. Minimum Eligibility Requirements
(a) Citizenship
The applicant must be a Nepali citizen.
(b) Age
The applicant must have completed 25 years of age and must not have exceeded 45 years of age by the final date for submitting the application.
Note: Applicants are also informed that if they reach 45 years of age by the date on which PIBA conducts the NAME CHECK after the application has been approved, PIBA will not include such applicants in the LOTTERY.
(c) Height and Weight
The applicant must be at least 1.5 metres tall and weigh at least 45 kilograms.
(d) Educational Qualification and Caregiving Training
The applicant must have:

Passed at least Grade 10 and completed at least 15 months of study in ANM or CMA-related subjects; or
-
Obtained a 10+2 or equivalent educational qualification and completed at least three months of caregiving-related training from a training provider recognized by the Government of Nepal.
Note 1: Except for ANM and CMA qualifications, at least three months of caregiving-related training is mandatory for all other educational qualifications.
Note 2: Except for candidates who have completed a two-year P.C.L. from Tribhuvan University, a three-year Diploma in Engineering equivalent to P.C.L., or 10+2 from the National Examination Board, all others must compulsorily submit a certificate of equivalence to 10+2.
Note 3: Candidates who have passed from a foreign board or university must compulsorily submit a 10+2 equivalence certificate obtained from the Curriculum Development Centre.
(e) Passport Validity
At least one year must remain before the applicant’s passport expires at the time of application.
(f) Previous Employment in Israel
The applicant must not have previously travelled to Israel for employment.
(g) Family Members in Israel
The applicant’s father, mother, husband, wife, son, or daughter must not be residing or working in Israel.
(h) Physical and Mental Fitness
The applicant must be physically and mentally healthy, must not be suffering from chronic diseases such as tuberculosis, hepatitis, syphilis, gonorrhoea, or AIDS, and must be capable of lifting heavy items and performing duties as an auxiliary worker in a care facility.
2. Application Procedure
(a) Online Application
Applicants must complete the online form available through the Department’s web portal, ferms.dofe.gov.np.
The User Manual for completing the online form is available on the portal.
(b) Application Approval, Rejection, and Missing Documents
After applications registered in the online system (FERMS) are approved or rejected, applicants will be notified through the mobile number or email address registered in the system.
Candidates will also be informed through the system if any additional documents need to be uploaded.
If documents requested by the system are not uploaded within the specified period, the application will automatically be submitted and will be rejected.
(c) English Language Test Certificate
As proof of English language proficiency, candidates must upload, as specified, a certificate for the English Up skill Test taken through CIIN International Qualifications Pvt. Ltd., Tripureshwor, Kathmandu, as designated by Israel’s PIBA, showing at least the following levels:

(d) Passport and Police Clearance
Candidates must upload scanned copies of their passport and police character certificate showing no criminal record.
(e) Authenticity of Documents
Candidates will be responsible for verifying the legality and authenticity of the documents they upload. If any submitted document is found to be false, action will be taken against the concerned candidate in accordance with prevailing law.
(f) Notification of Approved Applications
Candidates whose applications are approved will be informed through their email address or mobile number.
(g) Self-Declarations
Candidates must sign and upload the following documents available on the Department’s website:

Waiver of Confidentiality of Information
-
Self-declaration confirming that their height and weight are not below the prescribed limits
-
Self-declaration confirming that they have obtained a caregiver training certificate
(h) False Information or Certificates
If any information or evidence submitted with the application, including the Cambridge Upskill Test Report, is subsequently proven to be false, the Department reserves the right to cancel the application at any time and recommend the candidate to the concerned authority for further action.
The Department may also decide to prohibit such candidates from applying for similar advertisements published by the Department in the future.

3. Application Approval and Selection Process
(a) PIBA Name Check and Medical Examination
In the first stage, the list of approved candidates will be sent to PIBA for verification through a Name Check.
After the verification process, the list of successful candidates will be published on the Department’s website.
All candidates included in the successful list must undergo the prescribed medical examination at health institutions listed by the Government of Israel.
(b) Lottery Selection
Israel’s Population and Immigration Board Authority (PIBA) will select workers by lottery, covering approximately 75% of the total number of workers in accordance with the Implementation Protocol.
(c) Employment Agreement
The Department will make the employment agreement available to selected workers for signature.
(d) Labour Approval
The Department may provide labour approval to workers who have signed an employment agreement and obtained an entry visa.
(e) Candidates Not Selected in the Lottery
Candidates who are not selected through the lottery cannot be included in the employment process.
(f) Entry Visa
The Department will not be responsible for whether a candidate recommended for an entry visa ultimately receives the visa.
4. Preconditions
(a) COVID-19 Test
If required, selected workers must undergo a COVID-19 test at their own expense within 72 hours before departure for Israel and submit a negative report. They must also provide any other information required in relation to COVID-19.
(b) Required Vaccinations
After entering Israel, workers must receive the vaccinations required by the Israeli Ministry of Health. Workers may not refuse the required vaccinations.
(c) Medical Certificate
Candidates selected through the lottery must submit a medical examination certificate.
(d) Requirement to Leave Israel After the Contract
Workers must not reside illegally in Israel, must have no intention of settling in Israel, and must compulsorily leave Israel after the employment contract period ends.
(e) Restriction on Other Employment
Workers may not work in any field other than the work specified in the employment contract.
(f) Pre-Departure Orientation
Workers eligible to obtain an entry visa for Israel must receive orientation training from the National Vocational Training Academy, Bhaisepati, before departing for Israel.
5. Terms Relating to Services and Facilities
(a) Job Description
Workers must provide assistance to persons with severe disabilities residing in Israeli care facilities in areas including health, hygiene, nutrition, mobility, and other duties in accordance with instructions received from supervisors and the employment agreement.
(b) Work Shift
The employer will determine, from time to time and according to need, the shift in which a worker will work and the number of hours for that shift.
(c) Foreign Worker Fund Deposit
The employer will deposit an amount equal to 12.5% of the worker’s monthly salary into a bank account opened in the worker’s name.
Workers who leave Israel immediately after their contract period ends will receive the amount accumulated in their account.
If a worker remains illegally in Israel after the contract period has ended, the prescribed percentage will be deducted from the fund. If the illegal stay exceeds three months, the entire amount deposited in the fund will be forfeited.
(d) Expenses Deducted from Monthly Salary
Under Israeli labour law, the following expenses will be deducted from the worker’s monthly salary:

Property tax, water charges, and electricity charges

(e) Expenses to Be Borne by Auxiliary Workers
1. Airfare
Expense: One-way airfare from Nepal to Israel
Estimated Cost: According to the prevailing market rate
2. Health Insurance
Expense: Health insurance (the source states that “visa” must be obtained through an insurance company listed with the Department; this wording is unclear)
Estimated Cost: Rs. 3,708 to Rs. 4,931, depending on age
3. Pre-Departure Orientation Training
Estimated Cost: Rs. 700
4. Passport
Estimated Cost: As per applicable rules
5. Medical Examination
Estimated Cost: Up to Rs. 9,500.00, according to prevailing rules; the amount may vary depending on the examinations required
6. English Language Test Fee
Estimated Cost: Rs. 5,000
7. COVID-19 PCR Test
Estimated Cost: As required
8. Deposit to the Foreign Employment Welfare Fund

1. Candidates Approved Under the Previous Advertisement
Candidates whose applications under the advertisement published on 2083/02/13 were approved but who were not selected in the lottery do not need to apply again under this advertisement.
For such candidates who will not have exceeded 45 years of age by the final application date, the application approved under the previous advertisement will be sent directly to PIBA for Name Checks.
2. PIBA Is Not Obliged to Recruit All Qualified Applicants
Article 7(5) of the Implementation Protocol A to the Agreement Between the Government of Nepal and the Government of the State of Israel on the Temporary Employment of Nepal Workers in Specific Labor Market Sector in the State of Israel – Auxiliary Workers in Long Term Care Facilities, under the bilateral labour agreement between the Government of Nepal and the Government of Israel, clearly states:
“PIBA is not obliged to recruit all qualified applicants in the final database.”
Accordingly, the Department will not be obliged to include candidates who are not selected in the lottery in the employment process.
3. False Information or Documents
If any information or documents submitted with the application are found to be false, the candidate’s application will be cancelled at any time, and action will also be taken in accordance with the law.
