Judicial Service Commission Invites Applications for Promotion to Gazetted First Class (Joint Secretary or Equivalent) Posts
The Judicial Service Commission has invited applications to fill vacant Gazetted First Class (Joint Secretary or equivalent) posts under the Judicial, Law, and Government Attorney Groups of the Nepal Justice Service through promotion. According to the notice published on 2083 Bhadra 31, promotions will be made on the basis of seniority and performance evaluation and work efficiency evaluation.
Prospective candidates who, by the end of Ashadh 2083, have completed the minimum service period prescribed under Section 21(1)(b) and Section 21(2) of the Civil Service Act, 2049, and meet the educational qualifications prescribed under Rule 11(1) of the Nepal Justice Service Rules, 2051, may submit the application form in the prescribed format.

Application Submission Method and Deadline

Place of Application Submission: Secretariat of the Judicial Council, Ramshah Path, Kathmandu.

Application Deadline: Within 35 (thirty-five) days from the date of publication of the notice in Gorkhapatra. Applications received after the deadline will not be processed.

Examination Fee: Rs. 2,500/- (two thousand five hundred only). The fee must be paid through the Revenue Banking System.
Essential Conditions and Documents for Application

Minimum Qualifications and Disqualification: For promotion through seniority and performance evaluation, candidates must meet the requirements prescribed under Section 24D1 of the Civil Service Act. For promotion through work efficiency evaluation, candidates must meet the requirements under Section 21(1)(b) and Section 21(2) of the Civil Service Act and Rule 11(1) of the Nepal Justice Service Rules, 2051. Candidates must also not be disqualified from promotion under Section 22 of the Civil Service Act.

Extraordinary Leave and Type of Service: If the applicant has taken extraordinary leave, the date and duration must be clearly stated in the remarks column relating to job seniority in the application form. It must also be clearly stated whether the service was permanent, development service, temporary, or entered through a change of service.

Educational Qualifications and Training: Certified copies of all degrees and mark sheets mentioned in the form, as well as documents specifying the duration of in-service training, must be submitted. Where equivalence determination is required, a certified copy of the equivalence certificate must also be submitted.

Experience in Geographical Areas: If the applicant has worked in a geographical category other than Category ‘D’, the verified attendance period in that category must be stated in years, months, and days. If study leave was taken, a certified copy of the relevant document must also be disclosed in the remarks section.

Evidence Required for Calculation of Marks: Certified copies of attendance records, appointment letters, transfer letters, release letters, and other relevant documents must be submitted for calculating marks for seniority, educational qualifications, in-service training, and geographical area experience other than Category ‘D’. Where the service period falls under Rule 123 of the Civil Service Rules, 2050, it must be duly certified.

Employee Code Number and Citizenship: The employee code number issued by the Civil Personnel Records Office must be stated, and a certified copy of the citizenship certificate must be submitted.
