KMC Directive Against School-Based Sale of Textbooks and Uniforms

Kathmandu Metropolitan City’s Education Department has issued an urgent notice directing schools within the metropolis not to sell or distribute textbooks and uniforms through the schools themselves, and not to cause such sales or distribution to take place.

The notice was issued after complaints were received that some schools were enrolling students even before the new academic session had begun and were forcing students and parents to purchase materials from within the school premises.

According to the notice issued by the Education Department in Kamaladi on March 21, 2026 (2082-12-08 BS), some schools were found to be using textbooks and additional learning materials that had not been approved by the Curriculum Development Centre. The metropolitan office also stated that it had received information and complaints that students and parents were being compelled to purchase textbooks, additional learning materials, and school uniforms from within schools.

In this regard, the metropolitan office has requested all concerned schools to fully comply with, and ensure compliance with, the legal provisions set out in the Education Act 2028, the Education Regulations 2059 (as amended), and the Kathmandu Metropolitan City Education Act 2075.

Directives to Be Followed by Schools

The metropolitan office has clearly stated the following nine provisions and directives:

Student admissions shall be conducted only after the start of the academic session 2083.
Only the curriculum and textbooks approved by the Government of Nepal shall be implemented.
No additional textbooks or supplementary learning materials shall be used without approval from the Curriculum Development Centre. For related context on school curriculum and programs, schools and parents should rely only on approved academic materials.
Textbooks containing learning materials that undermine national identity shall not be taught in schools.
No school shall compel students to purchase textbooks from the school.
Schools shall prescribe and implement a uniform for students that is uniform in type, low-cost, simple, reflective of national identity, or suitable to the local climate.
Schools shall not force students to obtain uniforms from the school itself.
Schools shall ensure that free textbooks are made available to students at the time of admission.
Parents and guardians shall confirm whether the concerned school has received permission and approval from the relevant authority before enrolling their children, and shall ensure compulsory admission of their children at the beginning of the academic session 2083.

The notice states that the above directives must be followed in accordance with the applicable provisions of the Education Act 2028, the Education Regulations 2059 (as amended), and the Kathmandu Metropolitan City Education Act 2075.
