Kumakh Rural Municipality Adjusts Community Schools and Teacher Positions
Kumakh Rural Municipality of Salyan district has adjusted, downgraded, and merged community schools within the rural municipality to improve educational quality, make effective use of resources, and make school management more systematic.
Chief Administrative Officer Bhupal Khadka stated that the decision was implemented on the basis of the Rural Education Committee’s decision dated Falgun 15, 2081 BS.
According to the details issued by the rural municipality, the levels of more than two dozen schools within the municipality have been changed or adjusted. Considering student numbers and needs, the level of some schools has been downgraded, while some schools have been merged with nearby schools.
Details of School Adjustment and Level Change

Six schools running classes from Grade 1 to Grade 3 have been converted into early childhood development centers.

Seven schools running classes from Grade 1 to Grade 5 have been downgraded to Grade 1 to Grade 3.

Four schools running classes from Grade 1 to Grade 8 have been limited to Grade 1 to Grade 5 only.

One school running classes up to Grade 10 has been downgraded to Grade 8.

One school running classes from Grade 1 to Grade 5 and another school running only early childhood development classes have been merged with nearby schools.
Legal Basis for the Adjustment
According to the rural municipality, the level downgrade, merger, and teacher position readjustment of these community schools were carried out based on the provisions of Section 11(J) of the Local Government Operation Act, 2074 BS, and the School Adjustment and Integration Implementation Procedure, 2080 BS.
Teacher Position Adjustment
Under the teacher position adjustment process, teachers working in various schools have been transferred to other schools based on need and available positions.
The rural municipality stated that a total of 24 teachers and office assistants have been managed through this process.
Implementation Instructions
Schools that have been merged or downgraded must now enroll students only up to the level maintained by the rural municipality.
Similarly, teachers transferred under the position adjustment process must collect their letters from the rural municipality and compulsorily report to the assigned schools.
