Names of Scholarship Recipients Must Be Publicly Displayed
The names of students studying on scholarships in private schools must now be made public in a way that parents can see them.
The Ministry of Education, Science and Technology has taken this step to make the scholarship distribution system transparent.
The ministry has directed all private and institutional schools to publish the names of students selected under the scholarships they provide. It has also written to the Ministry of Federal Affairs and General Administration, requesting facilitation for this work. Through that ministry, the Ministry of Education has also asked all local levels to coordinate efforts to make scholarships transparent.
In a letter sent to the Ministry of Federal Affairs and General Administration, the ministry stated that the details of students receiving scholarships must be updated immediately in the Education Management Information System (EMIS) in a way that parents can see, and it must also be ensured that parents are able to view the details of such students.
At the same time, all local levels have been instructed to monitor whether scholarship details have been updated and to take action against schools that fail to provide scholarships.
Section 27 of the Compulsory and Free Education Act, 2075, provides that private investment schools and schools operating under public educational trusts must provide free education as prescribed, based on the number of students.
Rule 151 of the Education Regulations, 2059, states that institutional schools must provide scholarships to poor students, students with disabilities, female students, Dalit students, and Indigenous students at no less than 10 percent of the total number of enrolled students.
In recent times, there have been widespread complaints that scholarship quotas have been misused. The Ministry of Education has taken the lead to address these complaints raised by parents and students.
