CEHRD Issues Various School Education Directives and Notices

The Education and Human Resource Development Centre, under the Government of Nepal, Ministry of Education, Science and Technology, has issued important notices to all local levels and schools regarding decision implementation, monitoring, and textbook distribution through School Education Related Activities-106 (2082/083, Issue 9, Whole No. 313).

Preparation for Academic Session 2083 and Implementation of Decisions

According to the Ministry of Education, Science and Technology’s letter dated 2082.12.25, the academic session 2083 is to begin from Baisakh 15, 2083. Based on the Government of Nepal Council of Ministers’ decision dated 2082.12.22 regarding public holidays, the Centre has requested all schools to implement educational programs accordingly.

For this purpose, schools have been instructed to complete the following tasks by Baisakh 2, 2083:

  1. Prepare the work plan for academic session 2083.

  2. Develop and prepare the annual calendar and academic plan.

  3. Prepare and update the School Improvement Plan.

  4. Conduct activities related to teachers’ professional capacity development.

  5. Prepare plans to improve students’ learning achievement.

The Centre has also clarified that the enrollment campaign for academic session 2083 will begin on Baisakh 15, and teaching and learning activities will start from Baisakh 21.

Renewed Reminder to Update Physical Infrastructure Details

The Centre has again urged all community schools to update the actual details of their physical infrastructure status in the Integrated Educational Management Information System (IEMIS) for the preparation of the school physical infrastructure master plan.

Although the first notice was issued on 2082.04.15, most schools have not yet updated their details. Since this information will be required for preparing the master plan in the coming days, schools have been requested to complete the update by Baisakh 7, 2083.

Schools that have not yet filled in the physical details can obtain Schedule-1, and schools that need to update existing records can obtain Schedule-2, from the Centre’s website at www.cehrd.gov.np.

Governance Reform Directives for Local Levels and Schools

Following the Council of Ministers’ meeting held on Chaitra 13, 2082, which approved the 100-Point Governance Reform Action List, and in line with the Ministry’s decision dated Chaitra 13, 2082, all 753 local levels have been instructed to prepare and implement an action plan.

Under this, progress on the following tasks must be sent to the Centre every month:

  1. Details of schools that have been consolidated (merged) or newly established through scientific mapping using the Geographic Information System (GIS), based on student numbers and distance.

  2. Details of students receiving free education and compulsory scholarships under the Compulsory and Free Education Act, 2075. It is noted that a letter on this matter had also been sent earlier on 2082.09.25.

  3. Arrangements for enrolling children in school after certification by the local level in cases where they were unable to obtain a birth registration certificate for various reasons, along with details of such enrolled students.

Notice on Textbook Sales and Distribution from Janak Education Materials Centre Limited

Janak Education Materials Centre Limited, Sanothimi, Bhaktapur, has issued a notice regarding textbook sales and distribution for academic session 2083.

According to the notice:

  • As per the Government of Nepal’s decision, printing of 17,050,000 textbooks for Grades 3 and 5 to 10, including English-translated versions, has been completed and the books have already been dispatched to provincial offices.

  • From 2082.12.16, textbook sales and distribution have been opened for all 77 districts through the central office and 9 provincial offices.

  • While textbooks for Grades 3, 4, and 5 were printed by the private sector last year, a decision has now been made for Janak Education Materials Centre itself, under government management, to print and distribute all textbooks from Grades 3 to 12 for academic session 2083. Therefore, all schools have been requested to mandatorily collect textbooks for Grades 3 to 10 through the designated vendors.

  • If there are complaints that textbooks have not reached any location or that students have not received them, immediate contact should be made with the Centre or the provincial offices.

  • Textbooks for Grades 11 and 12 are also being printed based on student numbers, and it has been assured that they will be made available on time.

Textbook Monitoring and Contact Details

As per the decision of the Central Textbook Distribution Management Monitoring Committee dated Chaitra 19, 2082, all Education Development and Coordination Units and local levels have been requested to carry out monitoring and send their reports to the Curriculum and Materials Branch of the Education and Human Resource Development Centre at cehrdcms@gmail.com.
