Rules Being Introduced to Regulate Foreign University-Affiliated Colleges
Minister for Education and Sports Sasmit Pokharel has said preparations are underway to introduce new regulations to manage campuses affiliated with foreign universities.
Speaking at a program held on Sunday, 24 May 2026, Minister Pokharel said the regulations have been moved forward after many complaints were received regarding colleges affiliated with foreign universities. According to him, the Ministry of Education has prepared the draft and already sent it to the concerned ministries.
Minister Pokharel said the regulations will be submitted to the Council of Ministers after approval and opinions are received from the Ministry of Finance and the Ministry of Law. He informed that work is underway to get the comments approved by those ministries, possibly within this week, and send the regulations to the next meeting of the Council of Ministers.
He said colleges affiliated with foreign universities have not been effectively regulated. He stated that the regulations will clarify the basis for granting affiliation, which institutions should or should not receive affiliation, and what the regulatory framework will be.
According to him, the Ministry of Education is currently moving forward three regulations at the same time. These include the Education Regulations, the regulations related to regulating educational consultancy institutions, and the regulations related to regulating colleges affiliated with foreign universities.
Minister Pokharel also informed that the Education Regulations have been advanced because the Education Act could not be brought immediately in the current session of Parliament.
He said work has also already been initiated for the adjustment of teacher positions in schools.
