Three Personnel Record Offices Merged to Form ‘National Personnel Records’
The government has expanded the jurisdiction of National Personnel Records (Civil) and merged it with National Personnel Records (Teacher) and National Personnel Records (Police), forming a single entity named “National Personnel Records.”
Previously, although National Personnel Records (Teacher) and National Personnel Records (Police) operated under National Personnel Records (Civil), their policies, programmes, and budgets were administered separately under their respective ministries.
According to Shravan Kumar Pokharel, Director General of the newly formed National Personnel Records, the government has placed all three offices under a single structure and named it National Personnel Records, effective from Shrawan of fiscal year 2083/84.
He said that a chain of command could not previously be maintained among the three offices because personnel deployment was managed by the respective ministries.
Budget authorisation will now be issued so that funds received from the Ministry of Home Affairs and the Ministry of Education and Sports can be spent under the direction of the Director General. Responsibility and accountability for National Personnel Records will rest with its Director General.
Following the merger, National Personnel Records (Teacher) and National Personnel Records (Police) will operate as branches of National Personnel Records. The position of Deputy Director General has been removed from the staffing structures of both offices, with only the position of Director retained.
The then government had previously decided on Jestha 4, 2075 BS to merge National Personnel Records (Teacher), National Personnel Records (Police), and National Personnel Records (Civil) to form National Personnel Records.
Although the merger decision was made, the three offices have continued operating from separate locations due to the lack of their own administrative building.
