Employee Provident Fund, Pulchowk, Lalitpur, Notice on Permanent Recruitment Through Open Competitive Examination.
As per the approval of the Public Service Commission, applications are invited from qualified Nepali citizens for permanent recruitment through open competitive examination for the following vacant positions at the Employee Provident Fund. Applications have been opened from 2082/10/09.

Special Notice Related to the Advertisement
As per the mandamus order issued on 2079/10/24 by the Honorable Supreme Court in a certiorari-related petition including Writ No. 078-WO-0660, recruitment will be carried out accordingly after legal provisions are made, as per the same order.
1. Examination Type
-
For Level 4 and Level 5 posts: Written examination, computer skill test, interview, and other required methods as per the syllabus

For all other posts: Written examination and interview
For Level 4 Assistant (Joint Examination), the first paper content for open competitive exams of the institutions mentioned in the syllabus will be the same (common) and mandatory. However, the second paper on service, group, and institution-specific subject matter will be as per the Employee Provident Fund.
2. Minimum Required Academic Qualification
(a) Manager, Level 8
Must have passed a Master’s degree in Management from a recognized educational institution, or a Master’s degree in Economics under the Faculty of Humanities, or an equivalent qualification, and must have at least five years of work experience at the Officer Level in any government service or an organized institution established under prevailing law.
(b) Deputy Manager, Level 7
Must have passed a Master’s degree in Management from a recognized educational institution, or a Master’s degree in Economics under the Faculty of Humanities, or an equivalent qualification, and must have at least five years of work experience at the Officer Level in any government service or an organized institution established under prevailing law.
(c) Deputy Manager (Law), Level 7
Must have obtained a Master’s degree in Law from a recognized educational institution and must have at least five years of work experience at the Officer Level in any government service or an organized institution established under prevailing law.
(d) Deputy Manager (Information Technology), Level 7
Must have completed a Bachelor’s degree in Computer Science, Information Technology, or Computer Engineering from a recognized educational institution, and obtained a Master’s degree in an Information Technology-related subject or an equivalent qualification, and must have at least five years of work experience at the Officer Level or an equivalent post in any government service or an organized institution established under prevailing law.
(e) Deputy Manager (Chartered Accountant), Level 7
Must have obtained a Chartered Accountancy qualification from a recognized educational institution and passed a Master’s degree in any subject, and must have at least five years of work experience at the Officer Level in any government service or an organized institution established under prevailing law.
(f) Deputy Manager (Financial Analyst), Level 7
Must have passed a Master’s degree in Accounting or Finance under the Faculty of Management, or a Master’s degree in Economics under the Faculty of Humanities, or an equivalent qualification, and must have at least five years of work experience at the Officer Level in any government service or an organized institution established under prevailing law.
(g) Assistant Manager, Level 6
Must have obtained a Master’s degree in Management from a recognized educational institution, or a Master’s degree in Economics under the Faculty of Humanities, or an equivalent qualification.
(h) Assistant Manager (System), Level 6
Must have obtained a Bachelor’s degree in Computer Science, Information Technology, or Computer Engineering from a recognized educational institution, or an equivalent qualification.
(i) Chief Assistant, Level 5
Must have obtained a Bachelor’s degree in Management from a recognized educational institution, or a Bachelor’s degree in Economics under the Faculty of Humanities, or an equivalent qualification.
(j) Assistant, Level 4
Must have passed the Proficiency Certificate Level or Grade 12 (S.L.C.E.) or an equivalent qualification from a recognized educational institution.
In addition, candidates who have passed the pre-qualification examination for non-technical assistant-level second class (Level 4) or equivalent posts conducted by the Public Service Commission on 2082/07/15 for organized institutions, and obtained the certificate, will be eligible to apply within one year from the certificate issue date. Therefore, a valid certificate within the eligible period must be mandatorily submitted.
(k) For employees currently serving in the Fund’s permanent service, the minimum academic qualification will be as per Rule 13 of the Employee Provident Fund Employee Service and Conditions Regulations, 2078.
(l) Academic qualifications, training, work experience, professional council registration, inclusive certificates, and other required certificates received or issued after the final application deadline (2082 Magh 29) will not be valid.
3. Syllabus
The syllabus for all posts is available on the Fund’s website. For Level 4 Assistant (Joint Examination), the first paper will be common and mandatory for open competitive exams of the institutions mentioned in the syllabus, while the second paper will be as per the Employee Provident Fund.

Contribution-based pension will be provided as per the Employee Provident Fund Employee Service and Conditions Regulations, 2078.
6. Age Limit
(a) Level 4 and Level 5 posts
By the final application date (2082 Magh 29), the candidate must have completed 18 years of age and must not have exceeded 35 years. For women and persons with disabilities, the age must not exceed 40 years.
(b) Level 6 posts
By the final application date (2082 Magh 29), the candidate must have completed 21 years of age and must not have exceeded 35 years. For women and persons with disabilities, the age must not exceed 40 years.
(c) Level 7 and above posts where work experience is required
By the final application date (2082 Magh 29), the candidate must have completed 21 years of age and must not have exceeded 45 years.
(d) For permanent employees currently serving in the Fund, the age limit will not apply.
7. Probation Period
The probation period will be as per Rule 32 of the Employee Provident Fund Employee Service and Conditions Regulations, 2078.
8. Salary Scale and Other Benefits
As per the prevailing rules of the Fund.
9. Application Deadline
Within 21 days from the date of publication of this notice (up to 2082 Magh 29), and an additional 7 days with double fee (up to 2082 Falgun 7).
10. Application Form and Fee Payment Process
Applicants can apply by visiting the Employee Provident Fund website www.epf.org.np under Career and using Online Application, or directly through https://vacancy.epf.org.np. Since the Level 4 Assistant post is under a joint examination, the online application for this post must be submitted through https://uvms.epf.org.np.

Applicants only need to upload one copy of the certificates required to meet the minimum academic qualification. Serving employees must mandatorily submit departmental approval from the organization/institution where they are employed. Application fees will not be refunded for rejected forms.
11. Written Examination Schedule
The written examination for the mentioned posts will be conducted by the Public Service Commission. Examinations conducted under open and inclusive competition within each service will be held jointly in a single sitting at the same time.
For Level 4 Assistant, the first paper will be common and mandatory for open competitive exams of the institutions mentioned in the syllabus, while the second paper will be as per the Employee Provident Fund. The contact details and the dates of the written examination will be published later.
12. Waiting List
A waiting list provision will be maintained as per Rule 27 of the Employee Provident Fund Employee Service and Conditions Regulations, 2078.
13. Equivalency Determination Certificate
Candidates applying for the above posts based on academic qualifications obtained outside Nepal must mandatorily upload a scanned copy of the equivalency determination certificate issued by Tribhuvan University. The responsibility for the submitted academic qualification certificates will remain with the candidate.
14. Work Area / Duty Station
The posts of Deputy Manager (Law), Deputy Manager (Financial Analyst), Deputy Manager (Chartered Accountant), Deputy Manager (Information Technology), and Assistant Manager (System) will be assigned to offices located within Kathmandu Valley, while other posts will be assigned to branch offices and service centers outside Kathmandu Valley.
15. Special Instructions for Inclusive Group Applicants
Applicants who wish to apply under inclusive group posts must prepare the documents as listed below and apply accordingly. After selection for interview based on written examination results, applicants must bring the originals of such documents along with self-attested photocopies when appearing for the interview.
If the stated documents are not valid and in effect at the time of application submission, the application may be cancelled at any time.
(a) Indigenous Nationalities (Adivasi/Janajati)
A document proving the candidate belongs to an ethnic group listed in the schedule of the National Foundation for Development of Indigenous Nationalities Act. If there are multiple surnames within the same listed group, a document verified by the Chief District Officer, based on the recommendation of the head of the concerned local level, confirming the surname within the listed ethnic group.
(b) Madhesi
A document certifying the candidate as Madhesi issued by the institution designated by the Government of Nepal through a notice published in the Nepal Gazette. Until such an institution is designated, a document certified by the Chief District Officer based on the recommendation of the head of the concerned local level.
(c) Dalit
A document based on the list of castes listed by the National Dalit Commission. If there are multiple surnames within a listed caste, a document verified by the Chief District Officer, based on the recommendation of the head of the concerned local level, confirming the surname within the listed caste.
(d) Persons with Disabilities
A disability identity card issued by the Social Welfare Council, or a disability identity card issued by the concerned local level mentioning the classification of disability as per Sub-section (3) of Section 4 of the Rights of Persons with Disabilities Act, 2074.
(e) Backward Area
Applicants must provide a citizenship certificate issued from the relevant district clearly mentioning permanent residence in Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, or Humla, and a document certified by the concerned local level confirming current permanent residence at the same place, based on a recommendation issued up to three months prior to the date of filling the application form.
