Province Public Service Commission, Karnali Province, Birendranagar, Surkhet, (Administration, Application Management and Publication Branch) Advertisement for Province Civil Service Ninth Level (Technical/Non-Technical) Posts Internal Inter Service/Internal Inter Group, Inter Level and Open Competitive Examination

As per the Karnali Province Civil Service Act, 2080, the following groups, sub-groups, and levels of posts in the Province Civil Service are to be filled permanently through internal inter-service/internal inter-group, inter-level, and open competitive examinations, so applications are invited from candidates who have qualified as follows. Candidates who meet the prescribed minimum qualifications have to apply online through the Commission's online application system https://ppsconline.karnali.gov.np.

The internal inter-service/internal inter-group, inter-level, and open competition examinations of the Province civil service will be conducted in an integrated manner at the same time and the candidates selected from the competitive examination will be recommended to the relevant agencies for appointment in order of priority.

Type of Examination: Written, practical, and interview (the medium of written examination will be as prescribed in the language syllabus.

Examination Centres: Birendranagar, Surkhet, Karnali Province.

Application Fee: Application fee for each advertisement is Rs. 1,200 (one thousand two hundred rupees) will have to be paid.

Method and place of submitting the application fee:- After submitting the form through the Commission's online application system, choose an option from Online Payment or Offline Payment and pay the application fee. Candidates who make online payment can make payment immediately using the specified wallets. Candidates making offline payment should choose one of the specified banks, print the voucher and submit the application within the period of submission of the application fee to the respective bank.

Period for submission of application fee: After submitting the application through online mode, the candidate should pay the double fee along with the Master ID and transaction code number voucher received by the candidate within the office hours on the next day after the last date for submitting the application (if the said day falls on a public holiday, then the first day after which the office opens). The prescribed examination fee/double fee must be submitted compulsorily.

Mode of Application: In the advertised posts, the application has to be submitted through online system only. Detailed information regarding the method/method of submitting the application through the online system can be viewed from https://ppsconline.karnali.gov.np.

Documents to be uploaded: Candidates have to upload the documents specified in the relevant advertisement including educational qualification, training, experience, inclusive group opening documents in pdf/jpg file at the designated place of online application system. All candidates have to scan the front and back of their citizenship certificate and upload it in jpg file. The candidate should be fully responsible for the details mentioned in the application.

Last date of submission of application: Up to 2081/02/14 and double fee till 2081/02/21.

Candidate's age limit: Age limit will not be applied in case of permanent employees of federal civil service, state civil service of any province and local service who have completed 21 years of age till 2081.02.14 and not exceeding 45 years of age.

Details of work to be held in the post:- Related to service, group and sub-group.

Salary, service conditions and facilities:- As per prevailing law.

Minimum qualification required for open, internal inter service/ internal inter group and inter level:

To be a candidate for the open competitive examination, one should have the following educational qualification and experience as per sub-section (13) of section 9 of the Karnali Province Civil Service Act.

1) Under Secretary, Administration, General Administration:- Graduate degree or equivalent in Arts, Sanskrit, Management, Commerce, Business Administration, Public Administration, Law or Science from a recognized educational institution.

2) Under Secretary, Administration, Revenue:- Management, Commerce, Business Administration, Law, Economics, Public Administration, Mathematics or Graduated in Statistics.

3) Senior Divisional Engineer, Engineering, Civil, General:- At least Master's degree or equivalent in Civil Engineering from a recognized educational institution.

4) Senior Divisional Engineer, Engineering, Civil, Irrigation: At least Master's degree or equivalent in Civil Engineering or Water Resource Development or Hydrology or Water Use Management or Water Resource Engineering from a recognized educational institution.

5) Sr. Divisional Engineer, Engineering, Civil, B & Arch.:- At least Master's degree or equivalent in Architectural or Civil or Building or Structural or Town Planning or Quantity Survey or Urban Planning from a recognized educational institution.

6) Chief Surveyor Officer, Engineering, Survey.:- Have attained the minimum educational qualification prescribed for the post of officer level VII or equivalent and have passed Master's degree or equivalent in a subject related to Survey or Geomatics from a recognized educational institution.

7) Senior Agricultural Extension Officer, Agriculture, Agricultural Extension:- Having acquired the minimum educational qualification required for 7th standard and passed postgraduate level or so in agricultural extension subject from a recognized educational institution.

8) Senior Crop Protection Officer, Agriculture, Crop Protection:- Passed Master's degree or equivalent in Insect Science or Crop Pathology or Crop Protection from a recognized educational institution after obtaining the minimum educational qualification required for the seventh level.

9) Senior Horticulture Development Officer, Agriculture, Horticulture Development:- Passed 7th level Post Graduate in Horticulture subject from Institute of Horticulture. Recognized education after attaining the required minimum educational qualification.

10) Senior Fisheries Development Officer, Agriculture, Fisheries: - Having acquired the minimum educational qualification required for seventh grade, M.Sc. from a recognized educational institution. Passed post graduation in Physics.

11) Senior Animal Development Officer, Agriculture, La.Po.De.De.:- Passed Master's degree or equivalent in animal science related subject from a recognized educational institution with the minimum educational qualification required for seventh level.

12) Senior Veterinarian, Agriculture, Veterinary:- Passed Master's degree or equivalent in veterinary science from a recognized educational institution with the minimum educational qualification required for the seventh level.

13) Divisional Forest Officer, Forest, General Forestry:- For entry into service at the seventh level post, having obtained the minimum educational qualification from a recognized educational institution. Silviculture or Forest Resource Measurement (Forest Mensuration) or Forest Resource Survey or Land and Watershed Management or Wildlife Conservation/Management or Protected Forest Area Management or Agricultural Forestry Management or Forestry and Environment Management or Forestry and Climate Change or Natural Resource Management or Natural Resources and Development Or passed Master's degree or equivalent in Biodiversity.

14) Under Secretary, Education, Education Administration: Master's Degree in Education or equivalent from a recognized educational institution.

15) Consultant Anaesthesiologist, Health, Anaesthesiology:- Post Graduate in Anaesthesiology from a recognized educational institution.

16) Consultant Obstetrics and Gynaecologist, Health, Obstetrics and Gynaecology:- Obstetrics and Gynecology from a recognized educational institution. Graduated in Gynecology or equivalent.

17) Consultant Orthopedic Surgeon, Health, Surgery, Orthopedic Surgery:- Post Graduate in Orthopedic Surgery from a recognized educational institution.

18) Consultant General Physician, Health, Medicine, General Medicine:- Post graduation in General or Internal Medicine from a recognized educational institution.

19) Consultant Paediatrician, Health, Paediatrics, Pediatric Medicine:- Passed Master's Degree in Paediatrics from a recognized educational institution.

20) Consultant Surgeon, Health, Surgery, General Surgery:- Recognized Passed Master's Degree in General Surgery from an educational institution.

21) Public Health Administrator, Health, Health Inspection:- Graduated in Public Health from a recognized educational institution.

Points to note while applying for Internal Inter Services/Internal Inter Group, Inter Level and Open Competitive Exams:

(a) Should not be disqualified as per section 30 of Karnali Pradesh Civil Service Act, 2080.

(b) In order to apply for the internal inter-service/internal inter-group competition of the Province civil service, the qualifications as per sub-section (8) of section 8 of the Karnali Province Civil Service Act, 2080 should have been met.

(c) In order to apply for the Province civil service inter-level competition, the qualification as per sub-section (6) of section 8 of the Karnali Province Civil Service Act, 2080 should be met.

(d) When publishing the results of the candidates selected from the internal inter-service/internal inter-group competition, inter-level and open written examination, all the services and groups will be published in alphabetical order.

(E) Recommendations for appointment will be made according to the order of merit obtained after the examination of all stages.

Experience required for candidates who wish to apply for the open:

(a) Letter of appointment or contract for such post regarding experience of working at an authorized level in the following agencies and a letter from the relevant agency certifying the length of service.

(1) Federal and Province civil and other government bodies,

(2) an organized body wholly or partially owned by the Government of Nepal,

(3) Development Committee constituted under the Development Committee Act, 2013,

(4) Institutions or bodies established by special Act,

(5) The United Nations, its organs and specialized agencies,

(6) Intergovernmental Regional and International Organizations,

(7) Universities, physical campuses of universities and medical colleges,

(8) Community school.

(b) In addition to the letter of appointment or contract and the letter of the relevant body confirming the service for submitting the experience of other bodies including national and international non-governmental organizations other than those mentioned in clause (a), the process, qualification, organization structure and service conditions of the staff including The rules or regulations or guidelines or procedures that include such topics must also be submitted and only the experience of being admitted to the official level in accordance with the provisions in such rules or regulations or guidelines or procedures will be recognized. For this, the first page of the transaction, the page that mentions the designation served and the page that opens the appointment process for that post should be uploaded.

(c) If the government employee submits work experience in other organized organizations, such experience will be recognized only if a letter of prior approval from the government and a leave approval letter for that period are attached.

(d) In case of working in two or more agencies in the same period, only the experience of one of them who worked full time will be counted.

(e) The experience will not be recognized if it is mentioned in the appointment letter or the contract itself to work partially.

(f) Temporary or contract service experience of less than one year shall not be counted.

(g) The experience of serving as a deputy or a permanent position at the officer level while holding a position at the assistant level will not be recognized.

(h) Experience of the officer level after attaining the minimum educational qualification prescribed for the seventh/eighth level of the service, group for which one is applying for the post of officer ninth level, will be given recognition and

(i) In case the official level is not opened from the designation mentioned in the letter of appointment or contract, the concerned body shall attach a letter certifying that the position is of the official level.

(j) If the above-mentioned proof documents are not with the candidate at the time of filing the application, the application will be canceled at any time.

(k) Candidates who have passed MBBS and MD should be compulsorily registered with the Nepal Medical Council by the last date of application.

(l) The period of studying MD (Doctor of Medicine) and DM (Doctorate of Medicine) Residential will also be counted as experience period.

Note:

(a) The period of double duty shall not be counted for the purpose of age, educational qualification, period of experience and other qualifications.

(b) According to the Karnali Province Civil Service Act, 2080, as there is no provision to become a candidate for the same level/category, such candidates will not be allowed to apply.

(c) The application which is not submitted within the deadline specified by the commission or does not meet the minimum qualification or other specified details or the specified fee is not submitted will not be accepted.

(d) In the case of the written examination, the candidate requesting an assistant writer must submit a written application to the office of the commission at least 5 (five) days before the commencement of the written examination.

(e) Candidates who pass the written test must submit the certificate of educational qualification, citizenship certificate, all the documents mentioned to be submitted for open application candidates as well as 1/1 copy of the same and must be certified and submitted by the candidate himself before the interview.

(f) Candidates must use only black ink in the written examination, otherwise the answer sheet will be cancelled.

(g) Other than the matters mentioned in the notice, the matters shall be in accordance with the Provincial Public Service Commission Act, Regulations and Guidelines.
