Public Service Commission (PSC): Gazetted First and Second Class Vacancy 2082

The Public Service Commission (Lok Sewa Aayog) has published an announcement inviting applications from qualified candidates for Gazetted First and Second Class (Technical and Non-Technical) positions under the Civil Service, Federal Parliament Service, Health Service, and National Human Rights Service.

Appointments will be made through internal competition and open competitive examinations as per existing laws. Eligible candidates must apply online through the Commission’s application portal: psconline1.psc.gov.np.

Application and Examination Details

Examination Type: Written, case presentation/in-basket exercise, and interview as per the prescribed curriculum.

Medium of Examination: As specified in the respective syllabus.

Examination Center: Kathmandu.

Application Fee:

• For Gazetted First Class and 11th Level (Health Service): NPR 1,500 for the first group and NPR 600 for each additional group.

• For Gazetted Second Class, Officer Second Class, and 9th Level (Health Service): NPR 1,000 for the first group and NPR 400 for each additional group.

Application Deadline:

• Normal fee submission until 2082/07/19.

• Double fee accepted until 2082/07/26.

Age Limit:

• Applicants must be between 21 and 45 years of age as of 2082/07/19.

• For in-service employees, the upper age limit shall be as defined in respective service acts and regulations.

Payment Method:

Application fees can be paid electronically through the PSC online system or by depositing the voucher printed from the portal into designated banks.

Required Documents:

Applicants must upload scanned copies of educational certificates, training, experience, and professional licenses in PDF format, and the front side of the citizenship certificate in JPG format.

Interview Dates:

Eligibility for Internal Competition

1. Service Status

• Must be a permanent employee of the Government of Nepal, Civil Service, or a relevant constitutional body.

• Employees on study leave or foreign assignment must complete the prescribed period of service as per the Civil Service Act and Regulations.

2. Minimum Service Period

• For promotion to Gazetted First Class: minimum five years of continuous service in Gazetted Second Class or equivalent.

• For promotion to Gazetted Second Class: minimum five years of continuous service in Gazetted Third Class or equivalent.

3. Performance Evaluation

• The average performance grade for the last five years must be at least “Good.”

• No disciplinary penalties should be recorded within the last three years.

4. Educational Qualifications

• As specified in the respective service and group regulations for the position.

• Applicants must possess the required degree recognized by the Government of Nepal or a foreign equivalent approved by TU or the concerned university.

5. Professional Registration

• Candidates for technical positions (e.g., engineering, medical, health, agriculture) must hold a valid license from the concerned professional council.

6. Departmental Recommendation

• A recommendation letter must be submitted from the concerned ministry or department verifying the applicant’s eligibility for internal competition.

Eligibility for Open Competition

1. Citizenship

• The candidate must be a citizen of Nepal.

2. Age Limit

• For Gazetted First Class and 11th Level positions: 21 to 45 years as of 2082/07/19.

• For Gazetted Second Class and 9th Level positions: 21 to 40 years as of 2082/07/19.

• Women and candidates with disabilities may apply up to five years beyond the upper limit.

3. Educational Qualifications

• As prescribed in the concerned service and group regulations or curriculum.

• All foreign degrees must be officially equivalenced through the Tribhuvan University Equivalence Section or the concerned body.

4. Character and Health

• Candidates must not have been convicted of criminal offenses involving moral turpitude.

• Must be physically and mentally fit to perform the duties of the post.

5. Professional Council Registration

• Compulsory for technical posts (e.g., Nursing Council, Medical Council, Engineering Council, Agriculture Council, etc.).

Each file should be less than 500 KB and uploaded according to the portal guidelines.

Verification of Documents

• Short-listed candidates must produce original documents during interview and verification.

• Incomplete or false information will lead to automatic disqualification.

• The Commission reserves the right to cancel any application that violates eligibility rules.

Examination and Evaluation

1. Written Examination

• Conducted as per the syllabus for each service and group.

• Candidates must attain a minimum of 40 % in each paper and an aggregate of 50 % overall to qualify for the next stage.

2. Presentation / Case Study / In-Basket Exercise

• Required for Gazetted First Class posts as per curriculum.

3. Interview

• Conducted for those who qualify from the written exam. Interview marks will be added to the final aggregate score.

4. Merit List and Recommendation

• Candidates will be ranked by total marks obtained in the written and interview stages.

• The Commission will recommend successful candidates to the respective ministries or offices for appointment.

Application Fee Payment

• Fees may be paid through online banking (ConnectIPS, mobile banking, QR code, etc.) or by depositing the voucher printed from the PSC portal into designated banks.

• The voucher must be uploaded within the application period to complete submission.

• Fees once paid will not be refunded or transferred.

Important Notes

1. Candidates should carefully select the correct advertisement number and service category while applying.

2. One application must be submitted per advertisement number.

3. All communications will be done through the PSC online portal and official website psc.gov.np.

4. Candidates are responsible for verifying exam dates and venues.

5. Late applications after the double-fee deadline will not be accepted under any circumstances.

Reservation and Inclusion Quotas

In line with the Civil Service Act, 2049 (with amendments) and the Inclusion Regulation, 2067, a certain percentage of vacancies are reserved for candidates from marginalized and underrepresented communities.

Distribution of Reservation Categories

• Women: 33%

• Adivasi/Janajati (Indigenous Nationalities): 27%

• Madhesi: 22%

• Dalit: 9%

• Persons with Disabilities: 5%

• Backward Areas: 4%

These percentages are calculated based on the total number of advertised open competition positions.

Note:

• Candidates applying under inclusive categories must submit valid proof of belonging to the respective community as recognized by the Government of Nepal.

• Applicants may apply for only one inclusion category per position.

• If no qualified candidate is found in a reserved group, the vacancy will be filled as per the Commission’s rules and existing laws.

Examination Centers

All written examinations for Gazetted First and Second Class positions will be held in Kathmandu Valley.

Key Notes:

1. The exact exam date, time, and venue will be published later on the Commission’s website and notice board.

2. Candidates must bring their admit card and a valid photo ID (citizenship or passport) to the exam center.

3. The use of mobile phones, smart watches, calculators, or any electronic device inside the examination hall is strictly prohibited.

4. Candidates must reach the examination venue at least one hour before the scheduled time.

5. Those who fail to appear in any paper of the written examination will be automatically disqualified.
