Rastriya Samachar Samiti Announces Open and Inclusive Written Examination for Various Posts

Kathmandu — Rastriya Samachar Samiti (RSS), Central Office, Bhadrakali Plaza, Kathmandu, has opened vacancy advertisements for permanent fulfillment of various vacant posts through internal competitive, open, and inclusive competitive examinations.

The Committee published this notice on 2083/03/12 as per the consent received from the Public Service Commission on 2083/03/09.

Eligible Nepali citizens must download the application form from the RSS website, www.rssnepal.org.np/publication, and submit it at the prescribed place.

Application Submission Process and Fee Deposit Details

Candidates must affix a recently taken passport-size photograph and submit the application at the Central Office of RSS, Bhadrakali Plaza, along with self-attested copies of required educational qualifications, training, experience, and Nepali citizenship certificate.

The voucher for the application fee deposited in the current account of Rastriya Samachar Samiti at Rastriya Banijya Bank, Thapathali, Current Account No. 14301000002848001, must be attached with the application.

If the last day for submitting the application falls on a public holiday, the application may be submitted on the next working day after the office opens.

Type of examination: Written, practical, computer skills test, and interview.

Examination center: Kathmandu. The written examination will be conducted by the Public Service Commission.

Contact and application submission deadline: Up to 2083/03/32. Applications may be submitted up to 2083/04/07 by paying double fee.

Written examination date: Information will be provided after it is determined by the Public Service Commission.

Salary, service, and facilities: As per the rules of the Committee.

Examination Fee Details

For Levels 6 and 8: Examination fee Rs. 1,200/- (one thousand two hundred). Additional fee of Rs. 600/- (six hundred) for each additional inclusive group.

For Levels 4 and 5: Examination fee Rs. 600/- (six hundred). Additional fee of Rs. 300/- (three hundred) for each additional inclusive group.

Age Limit for Candidates

For posts of the eighth level, candidates must have completed 21 years of age and must not have exceeded 45 years of age by 2083/03/32.

For posts of the sixth level, candidates must have completed 21 years of age and must not have exceeded 35 years of age by 2083/03/32. In the case of women and candidates with disabilities, they must not have exceeded 40 years of age.

For posts of the fifth and fourth levels, candidates must have completed 18 years of age and must not have exceeded 35 years of age by 2083/03/32. In the case of women and candidates with disabilities, they must not have exceeded 40 years of age.

The age limit will not apply to incumbent permanent employees of RSS service.

The notice states that, in accordance with the mandamus order issued by the Honorable Supreme Court on 2079/10/24 in the writ petition related to certiorari, including Writ No. 078-WO-0660, the posts will be fulfilled accordingly after legal arrangements are made.

Required Minimum Educational Qualification

(A) For Internal Competitive Category

As per Regulation 61 of the RSS Employee Service and Conditions Regulations, 2082, for officer-level posts, candidates must have completed 4 (four) years of permanent service in the post of the concerned service and group one level below the post to which promotion is to be made.

For assistant-level posts, candidates must have completed 3 (three) years of permanent service in the post one level below the post to which promotion is to be made, and must have obtained the minimum educational qualification prescribed for the open category of the post one level below the post to which promotion is to be made.

(B) For Open Competitive Category

  1. Level 8, News Correspondent/Senior Editor: Passed master’s level in mass communication and journalism or in any subject from a recognized educational institution, and five years of experience in news collection and editing in any government service, or in an organization or organized institution registered as per prevailing law, or in an international association or institution. However, in the case of candidates who have obtained a PhD degree, two years less work experience will also be accepted.

  2. Level 6, Deputy News Correspondent/Sub-Editor: Passed bachelor’s level in mass communication and journalism from a recognized educational institution, or passed bachelor’s level in any subject and obtained three years of experience in news collection and editing in institutions of the nature mentioned above.

  3. Level 6, Officer - Finance and Administration: Passed bachelor’s level or equivalent from a recognized educational institution.

  4. Level 6, Officer - Computer: Passed bachelor’s level or equivalent in computer engineering, computer science, or information technology from a recognized educational institution.

  5. Level 5, Senior Assistant - News: Passed certificate level or Class 12 or equivalent with mass communication and journalism as a subject from a recognized educational institution, and obtained at least 2 years of experience in news collection and editing related to journalism from a recognized media institution.

  6. Level 4, Assistant - News/Finance and Administration: Passed proficiency certificate level or Class 12 or equivalent from a recognized educational institution.

Special Instructions for Candidates Applying Under Inclusive Groups

Candidates applying under the inclusive category must submit the following official documents at the time of application:

For Madhesi candidates: A document certifying the candidate as Madhesi from the institution specified by the Government of Nepal through a notice published in the Nepal Gazette. However, until such an institution is specified, a document certifying the candidate as Madhesi by the Chief District Officer on the recommendation of the head of the concerned local level.

For Indigenous Nationalities candidates: In the case of a caste listed in the National Foundation for Development of Indigenous Nationalities Act, on the basis of the same list; and if there is more than one surname within the listed caste, a document certified by the Chief District Officer, on the recommendation of the head of the concerned local level, stating that the surname falls within the listed caste.

For Dalit candidates: In the case of a caste listed by the National Dalit Commission, on the basis of the same list; and if there is more than one surname within the listed caste, a document certified by the Chief District Officer on the recommendation of the head of the concerned local level.

For candidates with disabilities: Disability identity card issued by the Social Welfare Council, or an identity card issued by the concerned local level mentioning the classification of disability as per Section 4, Sub-section (3) of the Act Relating to Rights of Persons with Disabilities, 2074.

Note: Matters to Be Considered

  1. Candidates applying for fourth-level non-technical posts must attach with the application a copy of the certificate showing that they have passed the pre-qualification examination conducted by the Public Service Commission on 2082/07/15 for assistant-level second-class or equivalent posts under the non-technical side of organized institutions.

  2. Candidates applying must not be disqualified as per the Rastriya Samachar Samiti Employee Service and Conditions Regulations, 2082.

  3. Examinations conducted on the basis of open and inclusive competition under each service/group will be held jointly at the same time in a single sitting.

  4. Candidates filling out the form under inclusive groups must fill out the first page of the application form separately for each group as per the advertisement. The candidate must also compulsorily state the details of the category/group for which the candidate is applying in the admission card in the prescribed format. However, only one roll number and one admission card will be provided. Candidates who do not provide the required details will not be included in the examination.

  5. Candidates applying for more than one group need to submit only one copy each of the required certificates they submit.

  6. In the case of candidates for whom an experience period is required, the minimum service period prescribed for the concerned post must have been completed by the last date for application submission.

  7. The period allowed for double fee will not be counted for the purpose of age, educational qualification, experience period, and other qualifications.

  8. Applications not submitted within the prescribed deadline, or applications from candidates who do not meet the minimum qualification, or applications that do not disclose other prescribed details, or applications for which the prescribed fee has not been paid, will not be approved.

  9. Employees working in the Committee will not be allowed to be candidates for posts of the same level.

  10. The prescribed educational qualification must have been obtained by the last date for application submission. Candidates who have studied in foreign institutions must have obtained equivalence determination of their qualification from the concerned body.

  11. The authority to cancel any application, with or without stating reasons, will remain vested in the Vacancy Fulfillment Committee.

  12. Examinees must use only black ink in the examination. Otherwise, the answer sheet will be cancelled.
