Social Security Fund (Samajik Suraksha Kosh), Thapathali, Kathmandu Notice of the Social Security Fund regarding advertisements for internal and open competitive examinations to be conducted by the Public Service Commission (PSC).
With the consent of the Public Service Commission, since permanent positions must be filled through internal and open competitive examinations for the vacant posts under the following service, group, subgroup, and levels in this Fund, applications are invited from eligible candidates as per the details below.
Candidates applying for all services, groups, subgroups, and levels from Level 9 to Level 5, and the post of Assistant Computer Operator under Miscellaneous Service, Computer Engineering Group (Level 4), must fill out the form through the Fund’s online application system: https://vacancy.ssf.gov.np

Special Notice Regarding the Advertisement
In accordance with the mandamus order issued on 2079.10.24 by the Honorable Supreme Court in writ petition(s) including Writ No. 078-WO-0660, the positions will be filled accordingly after the necessary legal provisions are made.
Examination-Related Information

Type of Examination: As specified in the syllabus for the relevant post, written examination, computer skill test/practical/group discussion/case study and presentation, and interview.

Examination Center: Kathmandu.

Application Deadline: Up to 2082.10.29, and with double fee up to 2082.11.06.
Age Limit

For Level 4 and Level 5 posts: Must have completed 18 years of age and not exceeded 35 years.

For Level 6 and Level 7 posts: Must have completed 21 years of age and not exceeded 35 years.

For Level 8 and above posts: Must not have exceeded 40 years.

For female and persons with disabilities: Must not have exceeded 40 years.

For permanent employees currently working in the Fund: Age limit will not apply.
Examination Fee
For each advertisement, the application fee must be paid as follows. For candidates applying under additional advertisements in inclusive groups, an additional fee as prescribed must be paid for each additional group.

Method and Time for Paying Examination Fee
After filling the online application form, payment can be made only through the available Online Payment Platform by going to the Payment tab.
Probation Period
This will be in accordance with the provisions of Rule 32 of the Social Security Fund (Employee Administration) Regulations, 2075.

Written Examination
The written examination will be conducted by the Public Service Commission. The written examination schedule will be published after it is received from the Commission.
Minimum Required Qualification
(A) For Internal Competition
Candidates must meet the qualifications as per Sub-rule (3) of Rule 38 of the Social Security Fund Employee Administration Regulations, 2075.
(B) For Open and Inclusive Categories
Deputy Director, Level 9, Administration, General Administration
Must have passed a Master’s degree or equivalent in any subject from a recognized educational institution, and must have at least five years of work experience at officer level in any government service or an organization registered under prevailing law or a corporate organization or an international organization/institution.
Senior Assistant Director, Level 8, Administration, Finance, Expert (Investment and Risk Analyst)
Must have passed a Master’s degree or equivalent in Management with Account/Finance/Commerce, or a Master’s degree in Economics, from a recognized educational institution, and must have passed the F.R.A. (Financial Risk Analyst) or C.F.A. (Chartered Financial Analyst) course, and must have at least five years of work experience at officer level in any government service or an organization registered under prevailing law or a corporate organization or an international organization/institution.
Assistant Director, Level 7, Administration, Finance, Investment
Must have passed a Master’s degree or equivalent from a recognized educational institution with Account/Finance/Economics as the main subject.
Assistant Director, Level 7, Administration, Finance, Expert (Risk Analyst)
Must have passed a Bachelor’s degree or equivalent in Management with Account/Finance as subject, or a Bachelor’s degree or equivalent in Economics, from a recognized institution, and must have passed the F.R.A. (Financial Risk Analyst) course.
Finance Officer, Level 6, Administration, Finance, Investment
Must have passed a Master’s degree or equivalent from a recognized educational institution with Account/Finance/Economics as the main subject.
Law Officer, Level 6, Administration, Law
Must have passed a Master’s degree in Law from a recognized educational institution.
Information Technology Officer, Level 6, Miscellaneous, Computer Engineering
Must have passed a Master’s degree in Computer Engineering or Computer Science or Information Technology from a recognized educational institution.
Senior Administrative Assistant, Level 5, Administration, General Administration
Must have passed a Bachelor’s degree or equivalent in any subject from a recognized educational institution.
Accountant, Level 5, Administration, Accounts
Must have passed a Bachelor’s degree or equivalent from a recognized educational institution in Management, Commerce, or Business Administration, or a Bachelor’s degree or equivalent with Economics, Mathematics, Statistics, or Public Administration as the main subject.
Administrative Assistant, Level 4, Administration, General Administration
Must have passed Certificate level or Class 12 (S.L.C.E.) or equivalent from a recognized educational institution, and must have passed the pre-qualification examination conducted by the Public Service Commission on 2080.01.15 for non-technical assistant level, second class or equivalent posts in organized institutions.
Accounts Assistant, Level 4, Administration, Accounts
Must have passed Certificate level in Management/Commerce, or Certificate level/Class 12 (S.L.C.E.) or equivalent with Economics/Mathematics/Statistics/Public Administration as the main subject from a recognized educational institution, and must have passed the pre-qualification examination conducted by the Public Service Commission on 2082.01.15 for non-technical assistant level, second class or equivalent posts in organized institutions.
Assistant Computer Operator, Level 4, Miscellaneous, Computer Engineering
Must have passed Certificate level or Class 12 (S.L.C.E.) or Diploma or equivalent with Computer subject from a recognized educational institution.
Special Information for Internal Competition, Open, and Inclusive Examinations
(A) Documents to Upload and Application Timeline
Candidates must complete all details in the online form prescribed by the Fund, and must Scan/Attach the following:

Nepali citizenship certificate

Transcript of the minimum educational qualification required for the applied post

If the educational qualification is obtained from a country other than Nepal, equivalence certificate issued by Tribhuvan University

Passport-size photograph
The online application must be submitted within 21 (twenty-one) days from the first publication date of this notice in Gorkhapatra, and thereafter within 7 (seven) days by paying double fee.
Only after verification by the Fund, the application will be approved, and then the candidate must print the admit card by themselves.
While appearing in the examination, the candidate must compulsorily bring:

Admit card, and
-
Original citizenship certificate, or any original photo identity card issued by the Government of Nepal
Otherwise, the candidate will not be allowed to participate in the examination.
(B) Upload Requirement and Departmental Approval
Candidates need to upload only one copy of the required academic certificates for the minimum qualification.
Serving employees must submit a departmental approval letter from the office/institution where they are currently employed.
If false details are entered while filling the online form, the candidate themselves will be responsible for it.
No action will be taken on applications not submitted within the deadline or not following the required process.
(C) Fee Refund
Examination fees for rejected application forms will not be refunded.

Additional Documents for Inclusive Group Candidates
Candidates applying under inclusive categories must also upload the following documents as applicable:
(A) For Indigenous Nationalities (Adivasi Janajati)
Applications will be accepted based on the list of ethnicities listed under the Nepal Indigenous Nationalities Upliftment National Foundation Act.
However, if there are multiple surnames within the listed ethnicity, the candidate must submit, along with the application, a document certified by the Chief District Officer (CDO) stating that the surname falls under the listed ethnicity, based on the recommendation of the head of the concerned local level.
(B) For Madhesi
Applications will be accepted based on certification as Madhesi issued by an institution designated by the Government of Nepal through a notice published in the Nepal Gazette.
However, until such institution is designated through the Nepal Gazette, the candidate must submit, along with the application, a Madhesi certification document issued by the Chief District Officer based on the recommendation of the head of the concerned local level.
(C) For Dalit
For castes listed by the National Dalit Commission, applications will be accepted based on that list.
However, if there are multiple surnames within the listed caste, the candidate must submit, along with the application, a document certified by the Chief District Officer stating that the surname falls under the listed caste, based on the recommendation of the head of the concerned local level.
Experience Requirements and Supporting Documents
(A) For Candidates Requiring Experience
Regarding experience of working at officer level in the following bodies, the candidate must submit the appointment letter or contract agreement for such post, and a letter from the concerned body certifying the service period:

Civil Service and other government bodies
-
Organized institutions operated under full or partial ownership of the Government of Nepal
-
Development Committees formed under the Development Committee Act, 2013
-
Institutions or bodies established by an Act
-
United Nations, its organs, and specialized agencies
-
Inter-governmental regional and international organizations
-
Constituent campuses of universities
-
Community schools
(B) Experience in Other Bodies Not Listed Above
For experience in bodies other than those mentioned above, in addition to the appointment letter or contract agreement and a service verification letter, the following will also be required:
-
Rules/regulations/guidelines/procedures that include staff recruitment process, qualifications, organizational structure, and staff service conditions
Only the experience that is confirmed to be recruitment at officer level as per such rules/regulations/guidelines/procedures will be recognized.
(C) Experience of Government Employees in Other Organized Institutions
Such experience will be recognized only if the candidate submits:

Pre-approval letter, and
-
Leave approval letter for that period
(D) Experience in Multiple Bodies in the Same Period
If a candidate has worked in two or more bodies during the same period, only the experience of one body where full-time work was performed will be counted.
(E) Part-Time Experience
If the appointment letter or contract agreement clearly states part-time work, such experience will not be recognized.
(F) Experience Less Than One Year
Temporary or contract service experience of less than one year will not be counted.
(G) Acting/Interim Service Experience
Experience of working as acting/interim (kayam mukayam or nimitt) at officer level while holding an assistant-level post will not be recognized.
(H) Officer Level Not Clear from Designation
If the officer level is not clear from the designation mentioned in the appointment letter or contract agreement, a letter from the concerned body certifying that the post is officer level must be submitted.
(I) Cancellation of Application
If the candidate does not possess the documents that establish the above evidence within the application submission time, the application may be cancelled at any time.
Notes
(A) Completion of Minimum Experience Period
For advertisements requiring a minimum experience period, the required minimum service period must have been completed by the final date for submission of applications for the relevant post.
The double-fee deadline will not be counted for the purpose of age, educational qualification, experience period, and other qualification requirements.
(B) Assistant Writer
Candidates requesting an assistant writer must contact the office at least 7 (seven) days before the written examination starts. Otherwise, the office will not be obliged to provide an assistant writer.
(C) Candidate Category/Group in Admit Card
Candidates must compulsorily specify the details of the type/group under which they are applying in the admit card in the prescribed format. Otherwise, they will not be allowed to participate in the examination.
(D) Prior Disciplinary Restriction by PSC
If the Public Service Commission has previously imposed a restriction preventing participation in any PSC examinations for a certain period due to examination irregularities, the said period must have already elapsed.
(E) Black Ink Requirement
In the written examination, candidates must compulsorily use only black ink. Otherwise, the answer sheet will be cancelled.
