The present administrative structure of Jeetpursimara Sub-Metropolitan City was established in 2017 following Nepal's local-level restructuring. Before the restructuring, part of the area belonged to the former Gadhimai Municipality.
Gadhimai Municipality was formed by incorporating the former Village Development Committees (VDCs) of Bhawanipur Jeetpur, Piprasimara, Dumarwana, Fattepur and Chhatapipra. The municipality originally had 16 wards.
During the restructuring of local governments under Nepal's federal system, additional areas were incorporated into Gadhimai Municipality to establish Jeetpursimara Sub-Metropolitan City.
According to the official brief introduction published by the sub-metropolitan city, its administrative territory includes the following former areas:
Areas of Bhawanipur Jeetpur, Piprasimara, Dumarwana, Fattepur and Chhatapipra
Areas of Amlekhgunj and Inarwasira
Wards 1, 2, 3, 7, 8 and 9 of the former Manharwa VDC
Ward 1 of the former Haraiya VDC
Ward 3 of the former Rampur Tokni VDC
Wards 1 and 2 of the former Prastoka VDC
Following this restructuring, Jeetpursimara was established as a sub-metropolitan city with 24 wards.
The economic development of the Jeetpursimara area is also associated with the history of transportation infrastructure.
According to Nepal's Department of Railway, the country's first railway service began in 1927, connecting Raxaul in India with Amlekhgunj in Nepal. The railway played a role in transporting passengers and goods between the Terai region and India at that time.
Although the railway service was later discontinued, Amlekhgunj and its surrounding areas remain associated with Nepal's early railway history.
Jeetpursimara Sub-Metropolitan City extends from the northern part of Bara District toward the southern Terai plains. The northern section includes the Chure mountain range and forest areas, while the southern section consists of relatively flat settlements and agricultural land.

According to the local-level statistics of the 2021 National Population and Housing Census, the sub-metropolitan city covers an area of 312.18 square kilometers.
According to the official municipal profile, Jeetpursimara Sub-Metropolitan City shares its administrative boundaries with the following local governments:
East: Nijgadh Municipality, Kolhabi Municipality and Karaiyamai Rural Municipality
West: Birgunj Metropolitan City
North: Hetauda Sub-Metropolitan City
South: Parwanipur Rural Municipality, Prasauni Rural Municipality and Kalaiya Sub-Metropolitan City
These boundaries are based on the administrative description published by the sub-metropolitan city. Determining precise geographical boundaries, land jurisdiction or administrative ownership of a particular location requires consultation of official maps and government records.
The geography of Jeetpursimara Sub-Metropolitan City can generally be understood in three areas.
The northern Chure region contains hilly terrain and forest areas. Amlekhgunj and its surrounding localities are associated with this geographical region.
Pathlaiya, Simara and nearby areas contain a combination of forests, settlements, transportation infrastructure and industrial activities.
Further south, areas such as Jeetpur, Fattepur, Manharwa and Inarwasira include residential settlements, agricultural land and local commercial activities.
These geographical differences create varying requirements for land use, road access, agriculture, environmental conservation and local infrastructure management.
