Bagmati Province Implements New Weighting System for Driving License Trial Test

In Bagmati province, a new weighting system has been implemented in the trial test for driving licenses. The system, which was previously suspended due to a longstanding dispute between the Ministry of Labour, Employment, and Transport of the province and the Chief Minister's Office, has now been reinstated as of February 13th, 2023. The system requires candidates to obtain 70 percent marks in the Practical test (Trial) of a driver's license to pass the practical test.

The new point weighting system was initially proposed last October, November, and January, but was delayed due to disagreements between the Ministry of Labour, Employment, and Transport and the Chief Minister's Office. After a four-member committee was established to report on the usefulness of the system and suggest implementation methods, both the Minister and Chief Minister agreed to implement the system.

The new system of obtaining a driver's license with 70 percent marks will only apply to motorcycles, scooters, and cars, while the old system will remain in place for other vehicles. The Ministry believes that the new system will not increase the risk of road accidents.

In addition, the Minister of Labour, Employment, and Transport of the province, Ekalal Shrestha, has introduced a new arrangement for license trials. Shrestha launched the new arrangement on Tuesday at the trial center in Gurjudhara, Kathmandu. The compulsory requirement of scoring 100 percent in an exam to pass was deemed impractical and unscientific and has been replaced with a new system of obtaining 70 marks.

Of the 12 traffic management offices in Bagmati Province, the new system has only been implemented in five offices that issue driver's licenses. The new arrangement is applicable only to motorcycles, scooters, and mopeds. The state government has prepared guidelines that assign candidates a figure of eight. If the eight-shaped line is touched twice, the candidate will not fail the trial, but marks will be deducted. However, failure will occur if the line is touched more than twice, the tire of the vehicle goes beyond the marked line, the foot touches the ground more than once, the figure of eight is not made from the right direction or in the right way, or if the start of the vehicle is closed.

The guidelines also set the weight of the narrow plate at 10. If the foot hits the floor on the plank, the candidate will fail even if it goes off the plank before crossing the length of the plank. The number of U-turns is set at 10, and if the turning light is not on, 10 marks will be deducted. Even if the turning light is on, touching the marked line will result in a failed trial.
