CTEVT, National Skill Testing Board (NSTB), hereby publishes this notice to inform all concerned that, in accordance with the national occupational skill certification approved by the NSTB (National Skill Testing Board-NSTB), experienced Nepali citizens who are employed within the country or have returned from foreign employment and wish to participate in skill tests based on recognition of prior learning, to be conducted under NSTB/NVQS regular at concessional fees, must appear at the skill testing centres as per the schedule below and submit the application form at the centre convenient to them.

Skill Levels and Minimum Experience

Level 1:
Persons who have knowledge and skills in the related occupation and have at least 1 year of work experience in the related profession, or who have taken training in the related occupation and have 6 months of work experience in the related profession.

Level 2:
Persons who have knowledge and skills in the related occupation and have at least 3 years of work experience in the related profession, or who have passed the Level-1 skill test in the related occupation and have 1 year of work experience in the related profession.

Level 3:
Persons who have knowledge and skills in the related occupation and have at least 5 years of work experience in the related profession, or who have taken 1 year of training in the related occupation and have 2 years of work experience in the related profession, or who have passed the Level-2 skill test in the related occupation and have 1 year of work experience in the related profession.

(c) Skill Test Fees

• Level 1

  • Regular fee (Rs.): 500

  • Concessional fee (Rs.) (women, Dalit, Janajati and persons with disabilities): 400

• Level 2

  • Regular fee (Rs.): 1,200

  • Concessional fee (Rs.) (women, Dalit, Janajati and persons with disabilities): 700

• Level 3

  • Regular fee (Rs.): 2,500

  • Concessional fee (Rs.) (women, Dalit, Janajati and persons with disabilities): 1,300

(d) Conditions to Be Followed by Applicants When Filling the Skill Test Application Form

1. This notice and the application form can be downloaded from the website of the National Skill Testing Board (NSTB) (www.nstb.org.np) and obtained from the designated centres.

2. Application forms must be submitted to the designated centre within office hours on 2082-09-11. If the last day for submission is a public holiday, forms may be submitted up to the following day.

3. The application form must be submitted together with two copies of a recent, identical passport-size photograph, a copy of the citizenship certificate and copies of training or experience certificates.

   For training certificates, only copies of certificates issued by CTEVT constituent, partnership or affiliated institutions delivering the related occupation, and certificates issued at least 1 year earlier by various ministries and departments of the Government of Nepal, will be accepted.

   For experience, certified copies of certificates or letters clearly mentioning the period of work in the related occupation/business must be submitted. These must be issued by the Government of Nepal, government or semi-government organisations, or private employers/industrialists registered with the Government of Nepal and holding a PAN or VAT number. Only experience gained after the age of 16 will be recognised.

4. The concessional category includes women, Dalit, Janajati, persons with disabilities and groups specified by the Government of Nepal. Except for women, applicants in other concessional categories must submit certified documents from the concerned authority.

5. Applicants who have returned from foreign employment must, when filling the application form, submit a work experience letter for the occupation in which the skill test is to be taken, covering work done abroad. If the experience letter is in a language other than English, an English translation must be submitted. Copies of the passport and visa must also be submitted.

6. Application forms with incomplete required documents, those not registered within the prescribed time, and those that do not meet the required format will be automatically cancelled.

7. If the number of approved application forms in any occupation is fewer than three, the skill test for that occupation will not be conducted.

8. The date of the skill test will be notified to applicants by SMS. Candidates can collect their admit card in person from the centre where the skill test application form was submitted, up to the day before the skill test. The skill test may be conducted from the day immediately following the contact date.

9. Candidates must bring the hand tools/equipment required for the related occupation themselves. For the Beautician and Barber occupations, the candidates themselves must bring the testing materials and model person. For the Enterprise Development Facilitator occupation, candidates must bring a laptop. Personal health and safety standards must be fully followed.

10. Candidates who have previously participated in a skill test must compulsorily mention the registration number from their earlier participation. Candidates taking the skill test again must tick the “re-test” box at the top of the application form.

11. Applicants who have passed the lower level in the related occupation must, when applying for a higher level, compulsorily submit the skill certificate they have obtained together with a work experience letter. An applicant may submit an application for only one level or one occupation.

12. When collecting skill test application forms, application collection centres and JV institutions must verify that the required documents are complete. As the online system will close within five days from the last date for filling the application form, data entry of the online forms must be completed within that period.

    After the final verification by the National Skill Testing Board, from the amount collected, Rs. 70 per form shall be deducted as the entry fee. The remaining amount must be deposited in the name of the National Skill Testing Board, Sanothimi, Bhaktapur, in Rastriya Banijya Bank account number 173010000013001, clearly mentioning the name of the centre and the number of applications. A scanned copy of the original deposit voucher must be uploaded.

13. Skill tests for the occupations mentioned in this notice will be conducted at certified or designated skill testing centres under the respective provinces.

14. Successful candidates can obtain the skill certificate and skill identity card upon payment of Rs. 150.
