National Skills Testing Board (NSTB)

The National Skill Testing Board (NSTB), also known as Rastriya Sip Parikshan Samiti, is a national-level body in Nepal that conducts occupational skill testing and issues certification for skilled and semi-skilled individuals across multiple trades and occupations.

Background and Institutional Placement

NSTB traces its origin to the Skill Testing Authority (STA), established in 1983 as an autonomous body to recognize competencies through skill testing and certification. In 1989, NSTB was integrated into the Council for Technical Education and Vocational Training (CTEVT) and operated as the Skill Testing Division. Since then, NSTB has functioned as the secretariat of the board, managing skill testing and certification activities under CTEVT’s oversight.

Addressing Skills and Employment Challenges

Nepal continues to face challenges related to limited formal technical skills and employability. In this context, NSTB’s certification supports individuals by formally recognizing workplace competencies. Certification can help candidates improve access to employment, progression to further training, and opportunities in self-employment and overseas labour markets (where applicable).

Target Groups for Skill Testing

NSTB skill tests generally serve:

• Vocational training graduates: Individuals who completed pre-employment vocational training and want to enter the workforce.

• Experienced workers: People with practical skills (employed or unemployed) who lack formal certification.

• In-service workers: Individuals seeking upgraded or additional certification after in-service training.

Basic Requirements for Skill Testing

To participate in NSTB skill tests, candidates typically need:

• Nepalese Citizenship Card

• Photographs: four passport-size photos and one auto-size photo (as required by the application form)

• Age requirement: 16 years or older

• Additional eligibility: requirements vary by skill-test level and occupation/trade

Skill Test Levels and Requirements

Elementary Level

• Completion of 140 hours of vocational training in the relevant occupation/trade

Level 1

• Literate individuals with at least one year of work experience in the relevant trade, or

• Completion of a one-month vocational training program (160 hours), or

• A combination of vocational training and six months of relevant work experience

Level 2

• Literate individuals with at least three years of relevant work experience, or

• Completion of one year of training with a minimum of 600 hours of theory and 800 hours of practical instruction, or

• One year of work experience after passing the Level 1 skill test in the relevant trade

Level 3

• Literate individuals with at least five years of relevant work experience, or

• Two years of work experience following one year of relevant training, or

• One year of work experience after passing the Level 2 skill test in the relevant trade

Level 4 (Ophthalmic Assistant)

• Completion of Level 3 with three years of experience and one year of additional training, or

• Certificate level in Health Science (Ophthalmology) or equivalent, with three years of experience and one year of training

Occupational Skill Standards

NSTB applies Occupational Skill Standards, which define the practical skills, underlying knowledge, and experience required for specific occupations. These standards help align certification with workplace competency requirements and provide a consistent reference point for both individuals and employers.
