Department of Customs Notice for Application to Obtain Recognition as Authorized Economic Operator / Trusted Trader

Government of Nepal, Ministry of Finance, Department of Customs, Tripureshwor, Kathmandu, Application Call. In accordance with Clause 3 of the Authorized Economic Operator/Trusted Trader Procedure, 2082, individuals or institutions fulfilling the following criteria are invited to apply for recognition as an Authorized Economic Operator/Trusted Trader.

Applications must be submitted to the Department of Customs within 15 days from the date of this notice, using the format specified in Schedule-2 of the same Procedure.

Eligibility Criteria

(a) Must have been regularly engaged in export or import trade for the last five years.

(b) Must have conducted business transactions averaging at least fifty crores in exports or five billion in imports during the last three fiscal years (this clause does not apply to public enterprises).

(c) Must have complied with customs laws during the last three years.

(d) Must have an internal control system in place for business operations.

(e) Must have properly maintained accounting and record-keeping systems.

(f) Must submit a self-declaration and tax clearance certificate stating no outstanding customs duties, income tax, VAT, excise duties, fees, dues, or liabilities payable to the Government of Nepal.

(g) Must submit a self-declaration confirming that, in the case of any criminal conviction, five years have passed since the completion of the sentence.

(h) If previous authorization as an Authorized Economic Operator/Trusted Trader was revoked, at least two years must have passed since that date.

Additional Information

1. Supporting documents verifying the criteria mentioned above must be submitted along with the application.

2. If the last day of submission falls on a public holiday, applications may be submitted on the next working day.

3. The Department may notify applicants via email if the application is rejected or if additional documents are required.

4. Applicants will be informed of the decision regarding recognition as Authorized Economic Operator/Trusted Trader by phone or email.

Note: In the case of public enterprises, recommendations from the concerned ministry must be attached.
