House of Representatives Election: Proposal Call for Voter Education Content

The Election Commission has invited proposals to produce various voter education-related audio and video messages required for the House of Representatives Member Election scheduled to be held on 2082 Falgun 21.

Stating that election publicity and voter education materials must be prepared within a short time, the Commission has requested applications from qualified firms and institutions within 5 (five) days from the date of publication of the notice.

The Commission has informed that services must be procured directly and immediately in line with the restrictive clause under Section 38 of the Election Commission Act, 2063, and has requested submission of an application in the prescribed format along with a rate form and script.

Required Materials

The Commission has requested proposals for producing three types of video content:

  1. Musical message (jingle): 5 videos of 1 minute each

  2. Dialogue-based message: 5 videos of 1 minute each

  3. Dialogue-based short drama: 3 videos of 5 minutes each

Selection and Evaluation Process

The applying firm or institution must submit the script and the rate form in separate envelopes, sealed.

According to the Commission:

  • First, the submitted scripts will be evaluated separately.

  • Only the rate envelopes of those firms or institutions whose scripts receive the best evaluation will be opened.

  • Among the opened rate proposals, the proposal with the lowest rate will be approved as per the Commission’s decision.

The proposal should include topics such as:

  • General information about the House of Representatives Member Election

  • Voting methods and procedures

  • Compliance with the election code of conduct

  • Voters’ rights and duties

  • Information on valid/invalid votes

A provision has been included that a single creator may submit up to a maximum of two creations through any firm or institution.

Key Points

  • Eligibility: Must be registered as per law and must have a tax clearance certificate for FY 2081/82.

  • Experience: Must have experience in producing audio/video materials (proof required).

  • Time Limit: Must produce and submit the materials within 10 days from the date of contract signing.

  • Script: Only those submitting scripts deemed excellent will be assigned for production.

  • Rights: The Commission will have full rights over the approved creations and may translate and broadcast them in various languages.

  • Self-Declaration: Must submit a written self-declaration stating the firm/institution has not been blacklisted due to government action.

Interested firms and institutions must download the sample application for submitting audio/video production rate details from the Commission’s website, fill in the proposed rate, seal the envelope, and register it at the Commission by 2082.10.13.

The Commission has clearly stated that no action will be taken on applications submitted after the deadline or those that do not meet the required process.
