Education and Information Technology Policy and Program
The Government of Nepal’s Policy and Program for fiscal year 2083/84 links education and information technology with equity, employment, good governance, and economic transformation. In education, the policy emphasizes free education up to the secondary level, curriculum review, increased investment in public education, improved teacher management, inclusive education, digital scholarship payments, and the alignment of higher education with the labor market.
The policy aims to expand e-learning, virtual classes, open digital content, and AI-based learning systems to community schools. In information technology, the program includes developing IT as a national strategic industry and promoting software, cloud services, cybersecurity, AI computation, digital parks, data centers, and public digital infrastructure. Digital governance, the Nagarik App, e-KYC, digital signatures, cybersecurity, and expanded digital access have also been prioritized.
Education-Related Policy and Program
Skills, Education, and Employment System
A new National Employment Policy will be formulated to integrate skills, education, labor market information, social security, and employment service systems. A national apprenticeship program based on the “earning while learning” concept will be implemented.
Legal arrangements will be made for a “remote work policy” that allows people to work for foreign employers while staying in Nepal. The skills of youth who have returned from foreign employment will be recorded through a digital “skills passport,” and international occupational certification will be provided.
Free Education, Curriculum Review, and Investment in Public Education
Education will be established as a foundation for equity and prosperity. Free education up to the secondary level will be ensured.
With easy distribution of textbooks, midday meals, and uniforms, education will be made quality-oriented, life-oriented, and employment-oriented, and the curriculum at all levels will be reviewed in line with changing times.
Long-term investment in public education will be increased, while private-sector educational institutions will be regulated in a healthy manner to make them service-oriented and quality-focused.
E-Learning, Virtual Classes, and AI-Based Learning
E-learning, virtual classes, open digital content, and AI-based learning systems will be expanded.
Higher education will be linked with the labor market, and the academic and governance structures of universities will be restructured. High-speed internet, digital content, and AI-based learning systems will be expanded in 10,000 community schools.
School mapping, adjustment, teacher position matching, and improvements in libraries and laboratories will be implemented through an integrated plan.
Inclusive Education, Scholarships, and Assistive Technology
Equal access to quality education will be ensured for all children from poor, marginalized, Dalit, indigenous nationalities, persons with disabilities, and backward-area communities.
Health, nutrition, scholarships, residential facilities, and safe learning environments will be strengthened. Therapy services, assistive technology, specially trained teachers, and inclusive school systems will be developed for children with autism and neurodiversity.
All scholarship programs will be made merit-based and arranged so that payments are made directly to bank accounts through a digital system.
Teacher Appointment, Evaluation, and School Education Reform
Teacher appointment, promotion, and evaluation systems will be made merit-based and transparent. Teachers’ professional development, record management, and appropriate remuneration will be ensured.
An outstanding teacher incentive program will be implemented. To make school education learning-oriented, the curriculum, evaluation, and certification systems will be reviewed and improved.
Digital Literacy and Youth Mobilization
Sports will be linked with national unity, health, tourism, and the economy, and talent identification programs will be conducted from the school level.
The professionalization of the sports sector, private-sector participation, and social security for athletes will be ensured. A national volunteer program will be implemented to mobilize youth in digital literacy, community service, innovation, and local development.
Drinking Water and Sanitation Infrastructure in Schools
Safe drinking water and disability-friendly sanitation infrastructure will be expanded in public infrastructure, schools, health institutions, and highway areas.
Making Education and Health Services an International Destination
By transforming traditional diplomacy into economic diplomacy, foreign investment will be promoted in sectors such as tourism infrastructure, energy, and information technology to make Nepal an international destination for information technology and innovation, as well as education and health services.
Foreign aid, investment, and development cooperation will be mobilized in line with Nepal’s sovereignty and long-term national interest.
Information Technology, Digital Transformation, and AI-Related Policy and Program
Digital Economy and Cashless Transactions
All economic transactions will be linked to digital platforms, and the economy will be formalized as cashless, transparent, and free from revenue leakage.
The tax structure will be reviewed to reduce the burden on entrepreneurs and middle-class families. The revenue system will be made entrepreneur-friendly through voluntary tax compliance, technology-friendly revenue administration, and a rapid tax dispute resolution system.
Digital Progress Tracking
Transformational projects will be advanced with clear targets, fixed budgets, and strict deadlines.
Arrangements will be made for performance agreements with project chiefs, digital progress tracking, resolution of land acquisition and forest-related obstacles, and no change in the responsibilities of key human resources until projects are completed.
Information Technology-Based Service Exports
The concepts of “borderless economy” and “weightless trade” will be adopted as national economic strategies.
Information technology-based service exports, hydropower, tourism, high-value agriculture, and green industrialization will be developed as major foundation sectors for economic transformation.
Digital Trade, Remote Work, and International Payment Gateway
The economy dependent on labor exports will be transformed into a knowledge, service, digital trade, remote work, and value-added service-oriented economy.
International payment gateways will be given legal recognition to facilitate foreign currency earnings and tax management. Export competitiveness enhancement, market diversification, integrated trade strategy, and an industrial logistics master plan will be implemented.
Information Technology Sector as a National Strategic Industry
The information technology sector will be declared a national strategic industry, and exports of software, digital services, cloud services, cybersecurity, green computing, and AI computation will be promoted.
Digital parks, high-capacity data centers, and public digital infrastructure will be developed to advance Nepal as a tech hub. Financial concessions, investment facilitation, government co-investment, and tax incentives for research and innovation expenses will be provided to the information technology export industry.
Information Technology Parks and Startup Nepal Portal
Special economic zones will be expanded, and “industrial villages” with shared infrastructure will be established.
Productive and innovation-based industrial areas, including green garment villages, information technology parks, and agricultural production centers, will be developed and linked with industrial tourism.
Services such as company registration in a single day, tax exemptions, and seed capital will be provided through the “Startup Nepal Portal.”
Digital Technology and Agritech in Agriculture
Agricultural modernization will be accelerated through policy reforms, a “package-based production system,” mechanization, digital technology, and agritech to increase production, reduce costs, substitute imports, and achieve food self-reliance.
Agricultural Support Price and Digital Payment
The minimum support price of major agricultural crops will be fixed before cultivation and implemented effectively.
The support price implementation and payment system will be digitized, and payments will be deposited directly into farmers’ bank accounts.
Digital System for Crop and Livestock Insurance Process
The scope of crop and livestock insurance will be expanded for small farmers.
Insurance policy issuance, premium subsidy payment, and claim processes will be linked to a digital system.
Real-Time Monitoring of Forest Fires and Encroachment
A “Forest Fire High-Alert Center” will be established, continuous monitoring will be carried out, and fire control capacity will be enhanced.
Forest fires, forest encroachment, and illegal activities will be monitored in real time through modern technologies, including drones and satellites.
Simplifying the Permit Process Through an E-Portal
The processes for environmental impact assessment, land acquisition, and forest-related permits will be simplified through an e-portal, while maintaining balance between infrastructure development and environmental protection.
Online Tourist Visa and E-Gate System
Tourist visa services will be fully linked to an online system.
E-gate systems will be installed at international airports to reduce passenger waiting time.
Digital Tourism System
A one-door digital tourism system will be implemented to integrate tourism permits and services from immigration points.
The safety, search, and rescue systems for mountain tourism will be linked with modern technology.
Homestay Booking Platform
Implementing the concept of a living museum, at least 5,000 new homestays will be linked to a booking platform under the “Nepal Homestay” branding.
Remote Work Policy and Digital Skills Passport
Legal arrangements will be made for a “remote work policy” that allows people to work for foreign employers while staying in Nepal.
The skills of youth who have returned from foreign employment will be recorded through a digital “skills passport,” and international occupational certification will be provided.
Digital Labor Inspection System
A digital labor inspection system will be implemented to ensure minimum wages and guarantee occupational safety and health at workplaces.
Telehealth Platform
The health insurance program will be restructured.
Specialist consultation services will be provided to citizens in remote areas through a telehealth platform.
AI-Based Traffic Cameras and Digital Fines
To reduce road accidents, GPS tracking, AI-based traffic cameras, digital fine systems, and speed control will be strictly implemented.
Drones and Modern Technology in Disaster Management
A preparedness-oriented disaster management policy will be adopted instead of a response-oriented approach.
Risk mapping, early warning systems, and disaster safety drills will be institutionalized. An integrated command system involving the Nepali Army, Nepal Police, and Armed Police Force, Nepal will be developed for search and rescue, and partnerships will be made with the private sector in the use of modern technologies, including drones and helicopters.
National Digital Infrastructure, G-Cloud, and Data Policy
National digital infrastructure will be established in accordance with the digital governance blueprint, and central coordination will be carried out for the implementation of G-Cloud and data policy.
The national digital strategy, digital procurement, data policy, interoperability standards, and government cloud infrastructure will be developed.
AI, Cybersecurity, Startups, and Digital Access
A knowledge-based economy will be developed by promoting innovation and startups through the use of data, artificial intelligence, digital technology, and cybersecurity.
The latest technologies will be expanded in the telecommunications sector, and standards for radio frequency management and a strong monitoring system will be implemented.
Digital access will be expanded to remote areas to reduce the digital divide.
Regulation of the Communication Sector and Digital Transformation of Postal Services
The regulatory system of the advertising and communication sector will be strengthened in coordination with all three levels of government for transparent and accountable management of the sector.
Postal services will be diversified, modernized, and digitally transformed.
Developing Digital Content Production as an Industry
Film, documentary, photography, and digital content production will be developed as an industry.
Nepal will be established as an international destination for film shooting and creative activities by promoting the country’s natural and cultural heritage in the international market.
Digital Platform for Hydro-Meteorological Data and Nagarik App
Hydro-meteorological data will be integrated into a digital platform to develop a disaster early information system.
Early warning services will be expanded in agriculture, transport, tourism, and aviation through the Nagarik App.
e-KYC, Online Vetting, and Citizen Grievance System
The e-KYC system will be implemented for digital verification in banking, telecommunications, and public services.
Through a central online vetting system, corruption risks will be reduced, services will be automated, and citizens’ trust will be increased.
Issues will be addressed in real time through a citizen grievance management system.
Cybersecurity, Digital Fraud, and Special Investigation Unit
The physical infrastructure, equipment, and investigation capacity of Nepal Police will be improved, and forensic and information analysis systems will be strengthened.
The national investigation system will be made technology-friendly. The use of modern technology will be expanded to control drug abuse, cross-border crime, and complex crimes.
A special investigation unit will be established to control cybersecurity threats, financial crimes, and digital fraud.
Facial Recognition and Automated Monitoring in Border Management
Facial recognition systems, integrated border management information systems, and automated monitoring infrastructure will be established at border points.
Illegal activities will be controlled through the use of drones and night-vision cameras.
Technology and Scientific Investigation in the Prosecution System
Coordination and interrelations between the executive and the legislature will be strengthened, and the process of law formulation, amendment, and implementation will be made faster, higher quality, and result-oriented.
The prosecution system will be made based on facts, technology, and scientific investigation.
Information Technology, Innovation, and Foreign Investment
By transforming traditional diplomacy into economic diplomacy, foreign investment will be promoted in sectors such as tourism infrastructure, energy, and information technology to make Nepal an international destination for information technology and innovation, as well as education and health services.
Digitalization of Passport and Consular Services
Passport and consular services provided by Nepali missions abroad will be digitalized.
To protect the safety and rights of Nepalis abroad, a 24/7 “Central Response Unit” will be established and operated at the Ministry of Foreign Affairs, and rapid rescue teams will be established in missions.
Diaspora Expert Network and Knowledge Bank
A “Diaspora Expert Network” and “Knowledge Bank” will be established to connect the capital, skills, experience, and technology of Nepalis living abroad with national development.
Integrated Digital Platform and Nagarik App
An interoperable government database will be developed based on the principle of “one-time details for all services.”
To promote good governance and make public service delivery fast, transparent, and citizen-friendly, the e-governance system will be strengthened through an integrated digital platform based on interconnected systems.
At least 100 government services will be made available through the integrated “Nagarik App.”
One Identity Card Policy, Digital Signature, and Online Services
The National Identity Card will be interconnected with the maximum number of public services, and a “One Identity Card Policy” will be implemented to integrate services including citizenship, banking, health, education, and social security.
“Single service centers” will be expanded to all offices, and arrangements will be made to operate essential services seven days a week.
Through digital signatures, online services, and time-bound decision systems, citizens will be freed from queues, hassles, and inappropriate intermediation.
Digital Audit System
Public procurement, revenue, and administrative processes will be made transparent, technology-friendly, and competitive.
Preventive anti-corruption actions will be strengthened by identifying high-risk areas through citizen trust and good governance perception indices and the digital audit system.
Evidence-Based Policy Making
The National Planning Commission and the Policy Research Institute will be restructured to make policy and plan formulation evidence-based.
They will be developed as capable and credible public think tanks and a “National Policy Research Laboratory” focused on research and monitoring.
The national statistical system will be restructured and strengthened in a timely manner.
