Public Service Commission’s 76th Foundation Day Concludes, President Releases Souvenir

The Public Service Commission (Lok Sewa Aayog) marked its anniversary with a special ceremony at its central office in Kamalpokhari, Kathmandu, on the historic occasion of entering its 76th year of establishment. The ceremony, held at the Bhuvanman Singh Pradhan Assembly Hall, was organized under the chief hospitality of Right Honorable President Ramchandra Paudel and with Hari Dhakal, Chairperson of the House of Representatives State Affairs and Good Governance Committee, as the special guest.
At the beginning of the ceremony, President Paudel planted a “Sita Ashok” tree on the Commission premises in memory of the Diamond Jubilee and inaugurated the program by lighting the ceremonial lamp. On the same occasion, the President released the “Diamond Jubilee Souvenir (BS 2008–2083),” which includes the Commission’s multidimensional history, memoirs, and administrative experiences. An introductory documentary on the Commission was also screened.
Addressing the program, President Paudel praised the Commission for selecting the most capable employees to serve as the permanent government for more than seven and a half decades, with merit, impartiality, and integrity as its core values. He emphasized the need to maintain the high public trust earned by the Commission while adopting modern technology and a scientific testing system. He also stated that democracy cannot become strong unless the bureaucracy ensures citizens’ rights and easy access to services.
Special guest Hari Dhakal, Chairperson of the State Affairs and Good Governance Committee, urged the Commission to make the examination system scientific and of international standard in line with the needs of the time. Expressing concern that the expected results have not been delivered by employees selected as the best, he suggested broad reforms in the curriculum and testing style so that the Commission does not remain limited only to conducting examinations, but also tests the “behavior and ethics” of candidates from the Kharidar, Nayab Subba, and officer levels. He also stressed that state agencies should work on capacity development of the targeted groups to make the reservation system more effective.
Speaking at the ceremony, Commission Chairperson Madhav Prasad Regmi urged the government to issue the Federal Civil Service Act immediately, stating that even after a long period of federalism implementation, the Act, which serves as an umbrella law, has not yet been issued, causing a lack of uniformity and growing confusion in provincial recruitment and lawmaking. He clarified that the Commission is firmly committed to transforming itself into a “technology-driven and competency-based” specialized institution in the age of changing information technology and modern evaluation methods.
At the beginning of the program, Commission Secretary Rameshwar Dangal delivered the welcome remarks, stating that despite the expansion of its work area and limited resources, the Commission has been performing its duties in an error-free and excellent manner in accordance with established values and standards. Similarly, member Manju Kumari expressed thanks to the distinguished guests, security agencies, media, and employees working tirelessly.
Honors and Awards
On the special occasion of the anniversary, former Chairperson Umesh Prasad Mainali was honored by the President with a shawl in recognition of his invaluable contribution to strengthening the Commission.

The ceremony, conducted by Commission Joint Secretary and Spokesperson Purushottam Sharma, was attended with dignity by office-bearers of constitutional bodies, former office-bearers of the Public Service Commission, the Chief Secretary of the Government of Nepal, the Chief Registrar of the Supreme Court, secretaries of the Government of Nepal, chiefs of security agencies, retired employees of the Commission, and media persons.
