The Province Public Service Commission, Madhesh Province, Janakpurdham, has announced that vacancy advertisements for Officer Level 7 and Level 8 positions in the Provincial Civil Service, covering both non-technical and technical categories, have been postponed until further notice.
According to the commission's approved annual recruitment calendar for fiscal year 2083/84, the advertisements were scheduled to be published on the last Thursday of Ashoj, corresponding to 2083/06/29.
However, the commission was unable to publish the advertisements because the Office of the Chief Minister and Council of Ministers did not submit the required requisitions for vacant positions.
The commission clarified the situation through Notice No. 171/2083-84, published on Thursday.
Why Were the Vacancy Advertisements Postponed?
Under Section 10(3) of the Provincial Civil Service Act, 2077, the Office of the Chief Minister and Council of Ministers is required to submit requisitions to the commission for filling vacant positions.
However, in a letter dated 2083/06/23, the Chief Minister's Office informed the commission that it could not forward the requisitions because the Organization and Management (O&M) survey of offices and agencies under the Madhesh Province Government had not yet been completed.
The letter referred to Decision No. 4 of a secretaries' meeting chaired by the Chief Secretary on 2083/04/11 (Shrawan 11, 2083), which had decided to suspend new recruitment and promotions.
Decision to Suspend Recruitment and Promotions
According to the decision, Point No. 109 of the provincial budget statement requires a reduction of at least 15 percent in approved staffing positions.
To implement this provision, all government offices and agencies were instructed to begin their Organization and Management (O&M) surveys as soon as possible.
The same budget provision stipulated that new recruitment and promotions would remain suspended until the O&M process was completed. Accordingly, all concerned offices and agencies were directed not to proceed with recruitment or promotion procedures during this period.
O&M Survey and Reporting Requirements
The secretaries' meeting also decided that ministries that had received prior approval to conduct O&M surveys must prepare and submit their reports to the Office of the Chief Minister within 15 days.
The reports must be prepared in full compliance with:
-
The budget statement for fiscal year 2083/84.
-
The National Standards, 2082, issued by the Government of Nepal.
-
An assessment of institutional requirements, workload, financial liabilities, and other relevant factors.
These requirements were introduced to guide the review of organizational structures and staffing positions across provincial government offices and agencies.
Officer Level 7 and 8 Advertisements to Remain on Hold
In view of these circumstances, the Province Public Service Commission, Madhesh Province, clarified that it could not publish the planned advertisements for Officer Level 7 and Level 8 positions.
The commission stated that, in accordance with its decision dated 2083/06/28, the advertisements could not proceed until the Organization and Management (O&M) process was completed.
