Directive Details
As per the Directive, 2059 on operating higher education under the affiliation of foreign educational institutions, institutions that have received permission to run various academic programs are requested to ensure the following while operating the institution and programs. This directive has been issued for information in accordance with the Ministry’s decision (ministerial level) dated 2082 Poush 14.
Instructions to Be Followed

Ensure mandatory compliance with the conditions that must be followed by institutions operating higher education under the affiliation of foreign educational institutions, as stated in Schedule 3 of the Directive, 2059 on operating higher education under the affiliation of foreign educational institutions.

Complaints have been received that institutions have kept a Discipline In-Charge (DI) to keep students disciplined, and that this has had a negative impact on student learning. If such an arrangement has been made in the institution, remove it immediately, and establish a student counseling room to provide support and advice to students, and provide appropriate counseling.

Make arrangements so that students, parents/guardians, and stakeholders can submit complaints and suggestions/feedback, and regularly address the complaints received through that mechanism.

Transparently display the details of all types of program-related fees collected from students in a place visible to everyone, and mandatorily submit a certified copy of the same to the Ministry within 15 days.

Inform all students and parents/guardians about the number of students per class and the class-wise daily learning activity schedule, and make it public through the institution’s notice board and website.

Conduct only the programs (subjects, level, and duration) for which the institution has been permitted, and only at the specified location.

On the institution’s website, publish information only about the subjects and duration of programs for which the institution has received operating permission from the Ministry. Under no circumstances should the institution publish information on its website about programs of another institution as an “operating group.”

While providing scholarships in the number specified by the Directive, select students transparently and impartially and provide scholarships accordingly. Publish the details on the institution’s website and mandatorily submit the details to the Ministry.

Make arrangements so that teaching is conducted only by teachers who have subject-related qualifications and competence.

Ensure mandatory compliance with the provisions mentioned in the Directive and the conditions of the undertaking submitted by the institution at the time permission was granted. Otherwise, be informed that the permission granted to operate programs may be cancelled at any time.
