Government of Nepal, Ministry of Education, Science and Technology (MoEST), Educational Counseling and Certification Section, Singha Durbar, Kathmandu, Nepal. Extremely Urgent Notice for Educational Consultancy Institutions.
This notice is issued for educational consultancy institutions that are providing counseling services related to foreign education.
It has been reported that students who go for counseling for foreign study to various countries through different institutions are being deceived and facing various problems due to reasons such as: institutions that are not educational institutions, training centers being identified as educational institutions, and offer letters being obtained in the name of institutions that have not received formal recognition as educational institutions from the concerned country and then sending students for study.
Complaints, grievances, and feedback have been received from students, media outlets, and from Nepal Medical Council through a press release with copies of advertisements that violate the Code of Ethics and Professional Conducts, 2017, indicating that registered doctors have been engaged in the educational counseling business. Complaints, grievances, and feedback have also been received from diplomatic missions of the Government of Nepal.
Legal Provision and Public Information
As per the Education Act, 2028 (with amendments), it is well known that approval to operate educational counseling services must be obtained from the Ministry of Education, Science and Technology.
Since some institutions mentioned in complaints submitted by students and citizens are not found in the Ministry’s records, it has been adversely affecting problem resolution, investigation, and monitoring.
Therefore, all concerned are informed as follows:

Only institutions approved by the Ministry of Education, Science and Technology should provide foreign educational counseling services.

Students and parents/guardians should receive services only from institutions that have approval to operate counseling services.

While providing such counseling services, the official governmental status of the institution from which the offer letter has been obtained should be verified.

Incorrect or misleading information or advertisements should not be made.
