NARC Gives 15-Day Ultimatum to Absent Scientist
The Nepal Agricultural Research Council (NARC) has issued a final clarification notice, along with a warning of removal from service, to a scientist who has remained absent from office for a long time even after the end of her approved leave.
The Council has given Namita Bhattarai, a Scientist (S-1) working at the National Biotechnology Research Center, Khumaltar, Lalitpur, under NARC, 15 days to appear with documentary evidence and clarification.
According to the Council, Scientist Bhattarai had taken one year of extraordinary leave from January 11, 2023 (2079 Poush 27 BS) to January 10, 2024 (2080 Poush 26 BS). After the leave period ended, she was required to report regularly to office from January 11, 2024 (2080 Poush 27 BS). However, she has remained continuously absent from office since then.
After she did not come into contact with the office, the Council had earlier sent correspondence to her home address and had also published a notice in Gorkhapatra National Daily on 2082/08/14 BS, asking her to report within seven days. As she still did not come into contact even after that notice, the Council has moved ahead with further action.
As the earlier correspondence and notice were ignored, this final opportunity was provided in accordance with the Executive Director-level decision dated March 14, 2026 (2082/12/01 BS). Citing Regulation 95 (1) (cha) of the Employee Administration Regulation, 2082 BS, and Regulation 40 (2) (a) of the previous Employee Administration Regulation, 2049 BS, the Council has asked why she should not be deemed to have broken service and be removed from service for remaining absent without information.
The Council has made it clear that if she does not appear at the office within the prescribed 15-day period with satisfactory reasons and supporting evidence, she will be dismissed from service in accordance with the legal provisions.
