Nepal School Academic Session Begins From Baishakh 15

The new academic session at the school level in Nepal has formally begun from Baishakh 15. As per the government’s decision, the school-level academic session has been started from Baishakh 15 every year.

Previously, the academic session used to begin from Baishakh 2. However, to stop private schools from admitting students before the annual examinations were completed, and amid a situation of difficult fuel supply, the decision was made to begin school admissions from Baishakh 15, 2083. However, in some local levels, student admissions had already taken place before Baishakh 15, 2083, with facilitation from the concerned local governments.

The government had issued instructions on Chaitra 22, 2082, to ensure the refund of admission and other fees collected unlawfully by private institutional schools.

The Ministry of Education, Science and Technology had requested all concerned local levels to initiate legal procedures to refund admission fees collected against the law, as well as any other fees charged beyond those determined under the Institutional School Fee Determination Standards Directive, 2072.

The Supreme Court had issued an interim order directing schools not to publish admission notices in a situation where the annual examination results of students had not been published, the academic session had not begun, and the required original certificates, including mark sheets, had not been received as required under Rule 78(1)(c) of the Education Regulations, 2059.

A single bench of Justice Balkrishna Dhakal ordered that the student admission process must be conducted only after the academic session begins, as provided by the Education Regulations, 2059. Earlier, the academic session had been conducted from Baishakh 2 every year.

The order states that coordination must be maintained among examination results, the academic session, and required certificates. The court also directed the concerned authorities to act in accordance with the prevailing law and ordered the defendants to submit a written response within 15 days.

A notice published on Chait 5 by the Ministry of Education, Science and Technology and the Education and Human Resource Development Centre, Sanothimi, Bhaktapur, had instructed schools to conduct admission programs only after completing the annual examinations, publishing the results, and beginning the new academic session 2083.
