Lobbying and Influence End in Employee Transfers after Online System Implementation

With the implementation of the digital transfer system by the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration, the tradition of lobbying and influence in employee transfers has ended. The ministry has stated that after the online transfer system came into operation last week, the practice of transferring employees before completion of the required tenure on the basis of pressure and influence has been completely stopped.

The transfer system has been made technology-friendly as mentioned in the 100-point agenda under the governance reform implemented by the government. Minister for Land Management, Cooperatives, Federal Affairs and General Administration Pratibha Rawal said that the system has been advanced with priority in line with the government’s policy of making employee administration transparent, accountable, and technology-friendly.

According to Joint Secretary Dholakraj Dhakal of the ministry, after selecting possible offices for transfer, if a sanctioned position is vacant in that office, the software system will automatically process the transfer. This has ended the previous compulsion of employees from remote districts having to come to Kathmandu, stay in hotels for months, and visit power centers. He informed that since the system was launched, 27 employees have already been transferred online and 900 employees have applied for transfer. The ministry has stated that the online system has reduced procedural delays, increased transparency, and strengthened employees’ trust in the system.

Digital Profile of Employees and System Features

With the implementation of the online transfer system, employees’ digital profiles have been prepared. The main features and arrangements of this system are as follows:

Automatic Update: Employees’ personal and service-related details will be linked through an Application Programming Interface (API) and updated automatically.

Process Tracking System: Employees will be able to check online which stage their transfer application has reached.

Automatic Letters: Transfer-related letters will be generated automatically through the system.

Priority Determination: Priority will be determined by processing data on employees’ qualifications, special abilities, experience, seniority, and other matters.

Linkage with the National Personnel Records Office and Data Analysis

This software has been linked with the software of the National Personnel Records Office (Civil). The ministry is preparing to develop the software in such a way that it can extract, analyze, and generate reports on employees’ personal details, the organization’s sanctioned post structure, the period during which employees have been working, and vacant sanctioned posts.

Director General of the National Personnel Records Office (Civil), Shravan Kumar Pokharel, informed that employees’ digital profiles were prepared through continuous work over the past 15 months with the use of technical human resources. He clarified that because the digital profiles had been prepared, it became easier for the ministry to implement the online transfer system. Director General Pokharel said that all work of the Records Office is currently being carried out fully through the online system.
