This notice is published to inform all concerned about implementing the Prosthetic Limb Assistance Program under the approved Internal Affairs and Law. The proLaw's approved annual program for FY 2081/2082 is intended for individuals who lost body parts during armed conflicts and democratic struggles at various times.
Eligible individuals who lost limbs during the conflict period are invited to apply under the format mentioned in Schedule 1 of the Standards for Prosthetic Assistance and Beneficiary Selection for Conflict-Affected Persons, 2082. Applications and supporting documents must be submitted within 10 days of this notice's publication date, either directly to the Ministry or by email to [email protected].

Standards for Prosthetic Assistance and Beneficiary Selection for Conflict-Affected Individuals, 2082
Preamble
To support individuals who were injured, disabled, or lost body parts due to This standard is formulated to make the assistance process impartial, lawful, transparent, and effective in supporting movements for democracy, this standard is formulated to make the assistance process impartial, lawful, transpcated budget.
1. Title and Implementation
(1) The title of this standard shall be “Standards for Prosthetic Assistance and Beneficiary Selection for Conflict-Affected Individuals, 2082.”
(2) It shall be applicable in Bagmati Province from the date of its approval by the Ministry.
2. Definitions
Unless the context implies otherwise:

(a) "Assistance" means the provision of prosthetic limbs to eligible applicants under the conflict victim assistance program within the allocated budget.

(b) "Applicant" means the conflict-affected individual or a family member recommended by the local level.

(c) "Ministry" means the Ministry of Internal Affairs and Law.

(d) "Prosthetic Limb" means a man-made part, device, or tool that can be attached, inserted, or removed from the human body to support body function.

(e) "Institution" means a legally registered entity operated by conflict-affected individuals or groups.
3. Criteria for Beneficiary Identification and Prioritization
Beneficiaries shall be identified and prioritized as follows:

(a) Individuals listed as conflict victims at the relevant District Administration Office

(b) Priority order:
-
First priority: Those who lost both legs
-
Second priority: Those who lost both arms or require a wheelchair
-
Third priority: Those who lost one leg and one arm, or one leg
-
Last priority: Those who lost one arm only
-

(c) Applicants must declare in writing that they have not received similar assistance in the current or previous fiscal year
4. Beneficiary Selection Process

(a) A public notice will be issued through national newspapers giving at least 10 days to submit applications, based on Schedule-1. The notice will also be published to submit their applications

(b) The selection committee will verify documents and recommend eligible beneficiaries based on Section 3.
5. Beneficiary Selection Committee
The committee responsible for identifying beneficiaries and determining suitable prosthetic limbs will consist of:

(a) Chief of Peace and Security Division, Ministry of Internal Affairs and Law – Coordinator

(b) Legal Officer, Ministry of Internal Affairs and Law – Member
-
(c) Official representative, Ministry of Social Development – Member
-
(d) Technical representative, Disability Concern Center – Member
-
(e) Chief of Peace and Security Section, Ministry of Internal Affairs and Law – Member Secretary
6. Procurement of Prosthetic Limbs
Prosthetics will be procured as per the Public Procurement Act, 2063, and Public Procurement Regulations, 2064, witwithin the approved budget according toe approved budget. All devices must comply with WHO standards.
7. Distribution of Prosthetic Limbs
Distribution will be managed by the Ministry or a designated location under its authority.
8. Usage and Penalty
Beneficiaries must use and maintain the prosthetic limbs responsibly. If misused, sold, or damaged intentionally, the Ministry may impose a fine equivalent to the procurement cost.
9. Obstruction Resolution
The Ministry shall resolve any issues not covered in this standard.
