Lok Sewa Aayog Promotion Notice: Senior Divisional Hydrology

Public Service Commission (PSC - Lok Sewa Aayog), Information and Publication Branch, Kamalpokhari, Kathmandu, Gazetted Second Class (Technical), Nepal Engineering Service, Civil Group, Hydrology Sub-group, Promotion Notice (via Performance Evaluation) for the post of Senior Divisional Hydrology

In the process of implementing the mandamus order issued by the Honorable Supreme Court in Writ No. 082-WO-0600, and as per the demand form received from the Ministry of Federal Affairs and General Administration on 2082/09/06, the Public Service Commission, by its decision dated 2082/09/07, has published this promotion notice as follows for the post of Gazetted Second Class (Technical), Nepal Engineering Service, Civil Group, Hydrology Sub-group, Senior Divisional Hydrology.

For the civil service post to be filled through promotion via performance evaluation, potential candidates are informed to submit an application by 2082/10/11, stating the required details in the application form prescribed by the Public Service Commission, in accordance with Section 21 of the Civil Service Act, 2049 and Rule 74(2) of the Civil Service Regulations, 2050, based on eligibility up to the end of Ashadh 2082.

Employees adjusted to federal, provincial, and local levels under the Employee Adjustment Act, 2075 may be potential candidates for promotion to a post one class or level higher within the service, group, and sub-group in which they were serving prior to adjustment, in accordance with Sub-section (4) of Section 14 of the same Act.

The application form can be downloaded from the Public Service Commission’s website: www.psc.gov.np. The concerned candidate must clearly fill one copy of the application form and submit it within the final deadline.

For candidates within Kathmandu Valley, the application must be submitted to the Application Management Center, Anamnagar, Kathmandu. For candidates outside Kathmandu Valley, the application must be submitted to the Commission’s offices. No action will be taken on applications received after the deadline.

The Commission offices must forward the received applications to the Application Management Center, Anamnagar, Kathmandu. The Application Management Center will arrange to send the received application forms to the secretariat of the concerned promotion committee as per the promotion notice number.

Matters candidates must consider while submitting the application

(1) The candidate must not be disqualified for promotion as per Section 22 of the Civil Service Act, 2049.

(2) Performance evaluation, seniority, experience of working in a geographical area, educational qualification, and training, as per Sections 24A, 24B, 24C, and 24D, will be calculated in accordance with Section 24 of the Civil Service Act, 2049. In the case of women, indigenous nationalities (Adivasi/Janajati), Madhesi Dalit, persons with disabilities, and candidates from backward areas, it will be as per Sub-section (2) of Section 21 of the Civil Service Act, 2049. If the service period under Rule 123 of the Civil Service Regulations, 2050 applies, it must be duly certified.

(3) While filling the application form, the code number received from the National Book of Records (Civil) must be mentioned mandatorily.

(4) For educational qualifications that require equivalence determination, a certified copy of the equivalence determination must be submitted mandatorily.

(5) All sections of the application form must clearly state the required details as mentioned. While filling the form, the name of the office where the most recent five years of performance evaluation records were submitted, and if study leave and training were taken in the current class, that duration, and if there was any pay deduction due to absence, those details must be disclosed on a separate page and submitted.

(6) Regarding the candidacy of the candidates, the conditions as per the promotion notice published on 2082/06/29 for Gazetted Second Class (Technical) posts will apply.

(7) The application fee of Rs. 2,000 (Two Thousand) must be paid.
