Ram Prasad Rai Rural Municipality Issues 21-Point Education White Paper 2083
Ram Prasad Rai Rural Municipality has issued a 21-point “Education White Paper 2083” with the objective of improving the educational quality of community schools. The white paper has been made public with the long-term goal of strengthening the educational condition of schools within the rural municipality and producing skilled, capable, and competitive human resources.
According to the rural municipality, the white paper has been introduced to address challenges seen in the education sector, including declining student attendance, a fall in results, a shortage of skilled human resources, and lack of infrastructure.
The white paper prioritizes improvement in school management, enhancement of teacher capacity, increase in students’ learning achievement, development of a technology-friendly teaching system, and greater participation of parents.
The rural municipality has announced that one male student and one female student who achieve excellent results in the Secondary Education Examination (SEE) will each receive one laptop. Similarly, one best teacher at the secondary level will also be provided one laptop.
From among the 34 community schools operating within the rural municipality, 10 outstanding teachers will be selected and honored with Rs. 10,000 each in cash. One male student and one female student securing excellent marks in Grade 8 will also be honored with Rs. 10,000 each.
The white paper includes regular monitoring and evaluation of schools, strict implementation of teacher attendance, availability of educational materials, improvement in library and laboratory management, expansion of the use of information technology, and encouragement of extracurricular activities.
The rural municipality has also prioritized strengthening cooperation among schools, parents, and the community. Rural Municipality Chairperson Tham Bahadur Rai said the white paper had been issued to improve the educational quality of community schools.
“Education is the first foundation of development,” Chairperson Rai said. “Only improvement in the quality of the education sector can accelerate overall development. Therefore, through the 21-point white paper, we have put forward a concrete plan. Everyone’s support is necessary for its effective implementation.”
The rural municipality has stated that the white paper places improvement in the learning environment of community schools, teachers’ responsibility, and students’ achievement at the center. It is expected to support community education reform at the local level if implemented effectively.
