Students Can Now Get a No-Objection Certificate from Home in Nepal
Students going abroad for study will now be able to obtain the foreign study permit, the No Objection Certificate (NOC), from home.
The NOC Branch at Sanothimi, under the Ministry of Education, Science and Technology, is set to provide this facility after completing API integration between the NOC online portal and Tribhuvan University (TU) and Kathmandu University (KU), in order to make the NOC process faceless.
For this purpose, the ministry said that an agreement was signed with TU on 4 Baisakh, while an agreement with KU had already been completed earlier.
With this, students will be able to apply online for an NOC from their homes. The ministry also said that after completing the entire process, applicants will be able to print and use their certificate themselves.
Before integration with both universities, once an applicant had submitted an application, there was no need to be physically present at the office for verification if the citizenship details provided by the applicant were found in the Citizen Information Management System (CIMS), which is integrated with the Ministry of Home Affairs, and if the certificate could be seen in the system linked with the National Examination Board (NEB) on the basis of the applicant’s NEB registration number and date of birth.
However, in the faceless system, applicants going abroad for postgraduate or higher studies had to upload their university certificate with the application, and because there was no integration with university systems, they still had to be physically present at the office to verify their certificate details.
According to the ministry, applicants will be able to download an approved NOC certificate paperlessly from their own profile. Since the certificate contains a QR code, it can be viewed through a QR scanner.
The NOC Branch said that after integration with TU and KU, applicants going abroad for postgraduate or higher studies will also no longer need to be physically present at the office to verify certificate details. Based on the university registration number and date of birth provided in the application, the certificate details will be visible through the faceless integrated system linked with TU and KU.
