Teacher Service Commission Result Publication and Recommendation Process

Rules 18 to 24 of the Teacher Service Commission Regulations, 2057, contain clear legal provisions on result publication and recommendation for appointment.

By adopting the principle of “Zero Human Intervention,” the Commission uses modern technology in preparing results.

Steps in Result Preparation Behind the Scenes

Before results are made public, the following work is carried out in the Commission’s “confidential section.”

Coding and Decoding

To prevent any bias based on the candidate’s name and roll number, answer scripts are coded.

  • First coding: the original roll number on the answer scripts received from the exam centers is covered and a special code is assigned.

  • Second coding (double coding): in some cases, a further code is assigned before the scripts reach the examiner, so the examiner has no indication of whose script is being checked.

Evaluation of Answer Scripts

  • Objective: OMR sheets of the general examination are checked through computer software. There is no possibility of human error in this process.

  • Subjective: subject-specific answer scripts are checked by subject experts such as university professors or senior educationists.

Tabulation and Verification

Marks received after evaluation are entered again into the computer system, and a team of experts cross-checks them.

Types of Results and Their Sequence

The Commission publishes results for the same advertisement in different stages.

General Examination Result (Preliminary/General Result)

  • This is only a pass/fail list.

  • Only those who score 50 percent are considered eligible for the second-stage subject-based examination.

  • Only 50 percent of the marks from this exam are added to the final result.

Subjective Result and Interview Shortlist

  • After the subject-based result is published, a fixed number of candidates are selected for interview in proportion to the vacant posts, based on open and inclusive quotas.

  • This is called the “list of candidates selected for interview.”

Final Result and Merit Order (Final Merit List)

After the interview is completed, the final result is prepared by adding the following marks.

  • 50 percent of the marks obtained in the general examination

  • 100 percent of the marks obtained in the subject-based examination

  • Academic qualification marks (5 for first division and 3 for second division)

  • Experience (0.5 marks per year for temporary/contract service in a community school, up to a maximum of 12 marks)

  • Interview marks (up to a maximum of 15)

Understanding the Lists: Main, Alternative, and Inclusive

When results are published, a candidate’s name may appear in one of three lists.

  • Main Merit List: candidates equal to the number of advertised posts; they are recommended for appointment.

  • Alternative List: candidates in merit order for posts that become vacant if those in the main list do not take appointment or resign, generally 10 to 25 percent of the total posts.

  • Contract List: until permanent posts are filled, when schools need to hire teachers on contract, selection must be made from this list.

Post-Result Recommendation for Appointment

After results are published, the Commission proceeds with the following process.

  • Recommendation letter: The Commission sends the names and details of successful candidates to the Center for Education and Human Resource Development and to the concerned Education Development and Coordination Unit at the district level.

  • District selection: if the advertisement is provincial, candidates higher in merit order may get an opportunity to choose a preferred district or school as per Commission policy in the case of open advertisements.

  • 30-day notice: the recommended name list is posted on the notice board of the concerned district coordination unit. The candidate must collect the appointment letter and report to the school within 30 days from the date the notice is published.

When an Alternative Candidate Gets an Appointment

An alternative candidate may be considered for appointment if a main list candidate:

  • does not come to collect the appointment letter within 30 days

  • collects the appointment letter but does not report to the school

  • resigns or dies within six months of appointment

  • leaves the selected post after being selected for another level or category

In such cases, an alternative candidate becomes eligible for appointment based on merit order.

For this, the concerned school and unit must inform the Commission.

Result Grievances and Re-totaling

If a candidate has doubts about their result, they may follow the legal route below.

Re-totaling process

  • Time: an application must be submitted within 15 days of result publication.

  • Fee: the candidate may apply to the Commission by paying the prescribed revenue.

  • Process: this is not re-checking of the answer script; it only verifies whether there was any mistake in totaling marks or whether any answer was left unchecked.

  • Result: the Commission publishes the re-totaling outcome on its website.

  • Official website: the “Results” tab on www.tsc.gov.np

  • National newspaper: brief results are published in Gorkhapatra Daily

The Teacher Service Commission’s result publication process is extremely strict and rule-based.

Once results are published, no pressure or influence can change them except through legal processes such as re-totaling or a court order.

Suggestion to candidates: Keep your roll number and admit card safe until final recommendation. If you are in the alternative list, remain in contact with the concerned education unit regarding the appointment status of the main candidate.
