Gandaki Province Public Service Commission (Gandaki Pradesh Lok Sewa Aayog), Pokhara, announces promotions for ninth-level local service posts by seniority and performance evaluation, and by performance evaluation, as well as competitive examinations for ninth- and eighth-level posts.

As per Sections 33 and 34 of the Local Service (Formation and Operation) Act, 2079, eligible candidates are informed to submit applications for the posts to be filled by promotion through seniority and performance evaluation, and by performance evaluation, by 2082/07/11. Seniority will be calculated per Section 36 of the Act and Rule 60 of the Local Service (Formation and Operation) Regulations, 2080. Under Section 10(14) of the Act, employees of local levels within Gandaki Province can be potential candidates.
Application forms can be downloaded from ppsc.gandaki.gov.np. Candidates must clearly fill one copy of the form and submit it to the Commission’s office within the deadline. Applications received will be forwarded in bulk to the concerned Promotion Committee Secretariat by promotion notice number. Late applications will not be processed.
Points to Note When Applying

Eligibility (Non-disqualification): Must not be disqualified for promotion under Sections 19 and 31 of the Local Service (Formation and Operation) Act, 2079 (submit a certified document from the concerned office chief).

Service Code: Mention the service code received from the Civil Personnel Records Office or the Province Records Office when filling the application form.

Equivalency: For academic qualifications requiring equivalency, submit a certified copy of the equivalency determination.

Details to Disclose: Fill all sections as specified; include the office name that issued the last five years’ performance evaluations used for assessment, any study leave/training duration in the current grade/level, any leave without pay, and the adjustment letter to a local level within Gandaki Province.

Training Certificate: For promotions by seniority and performance evaluation, submit the training certificate as per Section 33(1)(ga) of the Act.

Performance-based Promotion Criteria: Will be as per Section 34 of the Act.

Minimum Service Period and Qualification: Must meet Section 30 and Section 36(4) of the Act, and Rules 53, 54, 55, and 60 of the Regulations, 2080.

Minimum Qualifications (Open and Inter-Level)

Legal Basis: Must meet qualifications under Section 10(11) and (13) of the Act and Rule 68 of the Regulations.

Senior Divisional Engineer, Engineering, Civil: At least a master’s degree or equivalent in Civil Engineering from a recognized institution.

Medical Officer, Health, General Health Services: MBBS or equivalent from a recognized institution.
Minimum Qualifications (Internal Competition)

For ninth-level posts (Engineering, Civil, Senior Divisional Engineer; Administration, Education Administration, Under-Secretary), applicants must meet Section 10(10) of the Act and Rule 68 of the Regulations.
Notes for Applicants to Internal, Inter-Level, Open, and Inclusive Exams
-
Single Schedule: Written exams for internal, inter-level, open, and inclusive categories will be held on the same date and time (no separate exams per service/group and category).

Result Publication: Results of candidates selected from the written exams will be published in one combined list for all services/groups in alphabetical order.

Inclusive Priority: Candidates selected under the inclusive category will not be able to choose priority among inclusive groups. The inclusive group(s) will be maintained per the groups indicated in the application and prevailing legal provisions.

Indigenous/Janajati: Must be listed under the Nepal Foundation for Development of Indigenous Nationalities Act; if multiple surnames exist within a listed ethnicity, submit certification from the Chief District Officer based on the concerned local level’s recommendation.

Recommendation for Appointment: Will be made as per merit order after all stages of examinations.

Unfilled Seats: If seats reserved for inter-level, internal, and inclusive categories remain unfilled, they will be added to open competition for that year per the service and conditions law, and results will be published treating them as open vacancies.

Reservation Use Limit: As per Gandaki Province Civil Service Act, 2079, Section 10(2), and Local Service Act, 2079, Section 11(2), reservation may be used only once during an individual’s service period.

Double Fee Window: The double fee period is not counted for age, academic qualification, experience period, or other eligibility purposes.

Same Level Restriction: Candidates are not eligible to apply for posts of the same level/grade where not permitted under the Act.

Professional Council Registration: For health service posts requiring council registration, candidates must be registered with the relevant professional council for their service/group with valid registration.

Application Rejection: Applications submitted late, not meeting minimum qualifications, lacking required details, or without fee payment will not be accepted.

Scribe Request: Candidates requiring a helper writer must submit a written request at least 10 days before the written exam starts.

Document Verification Before Interview: Candidates who pass the written exam must submit originals and one self-attested copy each of academic certificates, citizenship, and documents required for open and inclusive categories before the interview.
