Notice on Call for Applications for the Committee Formed to Recommend Appointment to the Post of Chairperson of the National Examination Board
Section 4A, Sub-section (1) of the Education Act, 2028 provides for the establishment of the National Examination Board (NEB) to conduct, coordinate, and manage secondary education examinations. Further, as per Sub-section (2)(a) of the same Act, among persons who hold at least a Master’s degree from a recognized university and have at least twelve years of experience in the field of education and examinations, the Government of Nepal appoints the Chairperson of the National Examination Board on the recommendation of the Recommendation Committee formed in accordance with Section 4A, Sub-section (3).
As per the Meeting and Selection Procedure, 2082, of the Recommendation Committee formed to recommend appointment to the post of Chairperson of the National Examination Board, the merit order will be determined among the candidates submitting applications, and the candidate obtaining the highest score will be recommended to the Government of Nepal for appointment as Chairperson.
For this purpose, this notice is published for the information of all concerned to invite applications from interested persons who meet the qualifications and experience mentioned below. Applications must be submitted within 15 days from the date of first publication of this notice (by 2082 Poush 24), during office hours, to the Secretariat of the Recommendation Committee, Government of Nepal, Ministry of Education, Science and Technology, Singha Durbar.
1. Qualifications and experience
For appointment to the post of Chairperson of the Board, the candidate must have the following qualifications and experience:
( a ) Must have the qualifications and experience mentioned in Section 4A, Sub-section (2), Clause (a) of the Education Act, 2028.
( b ) Must not be disqualified as per Rule 7 of the National Examination Board Regulation, 2076.
( c ) At the time of submitting the application, must not be a member of any political party.
( d ) Must not have any kind of conflict of interest with the Examination Board.
2. Documents to be submitted with the application
1. Along with a properly completed application, certified documents clearly showing the following details must be submitted:
( a ) Application form as per Schedule 1 of the Meeting and Selection Procedure, 2082, of the Recommendation Committee formed to recommend appointment to the post of Chairperson of the National Examination Board.
( b ) Self-declaration as per Schedule 2 of the Meeting and Selection Procedure, 2082, of the Recommendation Committee formed to recommend appointment to the post of Chairperson of the National Examination Board.
( c ) Self-attested copy of the Nepali citizenship certificate.
( d ) Self-attested copies of academic qualification documents.
( e ) Self-attested copies of documents showing work experience in the field of education and examinations.
( f ) A concept paper on leading the Board after appointment as Chairperson and a four-year professional work plan, sealed in separate envelopes, three copies each. (The first page of the concept paper must be as per Schedule 3, and the first page of the work plan must be as per Schedule 4, of the Meeting and Selection Procedure, 2082.)
( g ) The presentation (Hard Copy / Soft Copy) of the concept paper and the professional work plan must also be submitted sealed inside a separate envelope.
( h ) Self-declaration stating that the applicant is not a member of any political party and that there is no conflict of interest with the Examination Board.
( i ) Voucher of deposit of application fee of NPR 5,000/- in the name of Government of Nepal, Ministry of Education, Science and Technology, under code number 350003501, revenue account number 14224.
2. For the purpose of coding and decoding the concept paper and professional work plan, the candidate must include personal details as specified in Schedule 3 on the first page of the concept paper and as specified in Schedule 4 on the first page of the professional work plan. On other pages of the concept paper and professional work plan, the candidate must not mention any name or indication that reveals identity. If any name or indication that reveals identity is found on other pages, the concept paper and professional work plan may be cancelled.
3. The application form, the first page of the concept paper, and the first page of the work plan can be downloaded from the website of the Ministry of Education, Science and Technology: www.moest.gov.np.
3. Basis for evaluation
The basis for evaluation of candidates will be as per the Meeting and Selection Procedure, 2082, of the Recommendation Committee formed to recommend appointment to the post of Chairperson of the National Examination Board.
4. Application may be cancelled
If incorrect or false documents are submitted, or if the documents as per Section 2 above are not attached, the Committee may cancel the candidate’s application at any stage.
