Medical Education Commission Invites Online Applications for MECEE-BL 2027 Undergraduate Programs

The Medical Education Commission, Directorate of Examinations, Sanothimi, Bhaktapur, has invited online applications for the Medical Education Common Entrance Examination for Bachelor Level (MECEE-BL 2027), which will be conducted for admission to various undergraduate medical education programs for the academic session 2027. The Commission has issued a detailed notice inviting online applications from interested candidates who meet the required qualifications.
Eligible candidates wishing to participate in MECEE-BL 2027 for selection to various undergraduate medical education programs may submit online applications from 9:00 AM on Shrawan 25, 2083 to 5:00 PM on Bhadra 15, 2083 (from 10 August 2026, 09:00 AM (NPT) to 31 August 2026, 5:00 PMM (NPT).
Applications may also be submitted by paying a double fee from 5:00 PM on Bhadra 15, 2083 to 5:00 PM on Bhadra 22, 2083 (until 7 September 2026, 5:00 PM (NPT).
Eligible candidates can apply through the Commission's online application system at https://entrance.mec.gov.np.
1. Programs Covered by the Entrance Examination and Minimum Qualifications
Program 1: MBBS, BDS, BSc Nursing/BSc Midwifery, BASLP, and B Perfusion Technology
Candidates must meet any one of the following qualifications:

Must have passed the Proficiency Certificate Level or Grade 12 from a recognized educational institution after studying Physics, Chemistry, and Biology, with at least 50% aggregate marks or a 2.4 CGPA/GPA.
OR
-
In the case of A-Level or other programs with an equivalent but different grading system, candidates must have studied Physics, Chemistry, and Biology, passed with at least 50% aggregate marks or a 2.4 CGPA/GPA, and obtained equivalence.
OR
-
Must have passed a Proficiency Certificate Level or diploma in health sciences in General Medicine, Medical Laboratory Technology, Ophthalmic Science, Dental Science, Pharmacy, Radiography, Ayurveda, or Physiotherapy with at least 50% aggregate marks. Candidates must also have studied Physics, Chemistry, and Biology, obtained Grade 12 Science stream equivalence from the National Examination Board with at least 50% aggregate marks or a 2.4 CGPA/GPA, and be registered with the concerned council.
Program 2: BAMS, BSc MLT, BSc MIT/BSc Radiotherapy Technology, BPT, B Pharm, and B Optometry
Candidates must meet any one of the following qualifications:

Must have passed the Proficiency Certificate Level or Grade 12 from a recognized educational institution after studying Physics, Chemistry, and Biology, with at least 50% aggregate marks or a 2.4 CGPA/GPA.

Candidates must also be registered with the concerned council.

Program 3: BPH
Candidates must meet any one of the following qualifications:

In the case of A-Level or other equivalent programs with a different grading system, candidates must have studied Physics, Chemistry, and Biology, passed with at least 50% aggregate marks or a 2.4 CGPA/GPA, and obtained equivalence.
OR

Must have obtained at least 50% aggregate marks in a Proficiency Certificate Level or diploma in health sciences in General Medicine, Medical Laboratory Technology, Ophthalmic Science, Dental Science, Pharmacy, Nursing, Radiography, Radiotherapy, Ayurveda, or Physiotherapy and be registered with the concerned council.
Program 4: BNS/BMS
Candidates must have passed the Proficiency Certificate Level or diploma in Nursing with at least 50% marks or a 2.4 CGPA/GPA and must be registered with the Nepal Nursing Council.
2. Application Fee

When paying online, payment must be made only through the Commission's application web portal. Applicants must not transfer money directly to the Commission's bank account.
Additional payment provisions are as follows:

Applicants paying through Counter Payment at a bank must deposit the fee using a separate Himalayan Bank voucher for each academic program.
-
Applicants depositing the application fee in cash at the bank must enter the last six digits of the Transaction Number (TRN) shown on the voucher in the specified field of the application form.
-
The same bank voucher must not be used to pay the application fee for more than one academic program.
-
Once paid, the application fee will not be refunded.
-
If a problem occurs while completing the application after payment through any method, the applicant must contact the Medical Education Commission, Directorate of Examinations, without making another payment.
3. Provisions for Applications by Foreign Students
-
Eligible foreign candidates wishing to study under seats allocated for foreign students must submit the online application within the deadline stated in this notice and specify their chosen academic program.
-
Foreign candidates must select only one of the following two options when completing the application:
i. Foreign Sub-category I: Participate in the entrance examination conducted by the Commission.
ii. Foreign Sub-category II: Apply without participating in the Commission's entrance examination, based on participation in the latest national-level common entrance examination of the candidate's respective country.
-
During matching for seats allocated to foreign students, candidates who participate in the Commission's entrance examination and are included in the merit list under Foreign Sub-category I will receive first priority.
-
Matching for Foreign Sub-category II will be conducted only for seats remaining vacant after matching under Foreign Sub-category I. Candidates must agree to this condition and submit a complete application within the specified period.
-
Matching under Foreign Sub-category II will be based on the merit order determined from marks obtained in the latest national-level common entrance examination of the candidate's respective country.
-
For determining merit under this provision, foreign candidates must mandatorily upload a certificate showing at least the 50th percentile, or 50% marks where results are expressed as a percentage, in the latest common entrance examination of their respective country.

Notwithstanding the minimum requirement stated above, if the number of candidates appearing in an academic program is less than twice the number of available seats, candidates obtaining 50% marks or above may be included in the merit list for that academic program.
5. Programs, Examination Dates, and Times
The programs, examination dates, and examination times will be published later.
6. Examination Center
The examination centers will be located within the Kathmandu Valley.
Details of the examination center will be stated on the admit card.
7. Admit Card
Candidates whose application forms have been approved may obtain their admit cards from five days before the entrance examination by completing the following steps through their profiles:

Browse to the Commission's online application system at https://entrance.mec.gov.np and log in to the profile.

Click the Application menu.
-
Click the View Details button for MECEE-BL 2027.
-
Click the Download Admit Card button for the program for which the application was submitted.
-
Download the admit card and print it in color.
8. Certificates and Documents to Be Submitted by Candidates
Candidates must submit scanned copies made from the original certificates/documents listed below. Scanned copies of photocopies will not be accepted.
Personal Identification and Academic Documents
-
A recent digital passport-size photograph of the candidate.
-
For Nepali candidates, scanned copies of the citizenship certificate and National Identity Card.
-
A National Identity Card number and scanned copy of the original National Identity Card are mandatory for Nepali candidates. If the original card has not yet been received, a scanned copy of a document issued by the concerned authority showing or certifying the National Identity Card number must be submitted.
-
For foreign candidates, a scanned copy of the passport or e-Aadhaar Card.
-
A scanned copy of the transcript for Diploma, Proficiency Certificate Level, Grade 12, or equivalent qualification.
-
Nepali applicants who studied under a foreign board must submit a scanned copy of the equivalence certificate.
-
For programs requiring a professional license, candidates must submit a scanned copy of a valid license issued by the concerned council.
Documents Required for Reserved Scholarship Categories
Candidates wishing to apply under a designated reserved category for scholarship purposes must submit scanned copies of official documents issued by the following authorities to verify their category:

Families of martyrs, families of disappeared persons, families of injured combatants, and conflict victims: Certificate issued by the concerned District Administration Office.
-
Dalit, Indigenous Nationalities, Khas Arya, Madhesi, Tharu, and Muslim: Certificate verified by the concerned commission, District Administration Office, or local level.
-
Persons with disabilities: Disability Identity Card.
-
Community school students: A form in the format prescribed by the Medical Education Commission confirming study at a community school from Grade 6 through Grade 10, certified by the headteacher of the concerned school and verified by the head of the education section of the local level. The sample form can be obtained by visiting https://mec.gov.np and clicking the publication section.

Persons from backward areas: Candidates from Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, and Humla must submit a Nepali citizenship certificate issued from the concerned district and a certificate issued by the concerned local level after 2083/03/21 confirming that the candidate currently has permanent residence in the same area.

9. How to Create a Profile and Submit the Online Application Form
Candidates who applied for common entrance examinations conducted in previous years must use the same User ID and Password created during profile registration and update their details through the same profile.
New candidates must create an account and profile and apply according to the following process.
The candidate must first create a profile using an email ID and password. This profile will be used permanently for Medical Education Commission common entrance examinations.
A. Process for Creating an Account and Profile

Visit the Medical Education Commission website at https://mec.gov.np and click Online Application at the top of the page. On the page that opens, click the Login button on the right, followed by the Don't have an account? Register here link.
Alternatively, enter https://entrance.mec.gov.np/account in a web browser to access the login or registration page and click Don't have an account? Register here.

On the page that opens:

Nepali applicants must select Nepalese under Nationality.
-
Foreign applicants must select Foreign.
-
Enter Full Name, Email, Contact Number, Password, and Confirm Password.
-
Click Register to create the user account.
-
-
An email will be sent to the registered email address for email ID verification. Log in to the email account and click Click here to verify. Then enter the registered email address in the User Name field and the password in the Password field and click Login.
-
When logging in to the profile for the first time, if the email has not been verified, the system will display Please verify your email to continue. The candidate must click the verification link received at the registered email address.
If the verification message has not been received, log in to the application profile, click the Resend button shown with the message Please verify your email to continue, then check the email and complete the verification process.

After verifying the email ID, log in again to the Medical Education Commission's common entrance examination online system and click the main Dashboard.
-
When creating the profile for the first time, other details can be entered only after payment of the prescribed fee. Click Make Payment to pay the fee.
-
A list of all academic programs mentioned in the notice will appear. Select the checkbox beside each academic program for which the candidate meets the minimum qualifications and wishes to apply.
The total program-wise amount payable will appear below the selected programs. Select the preferred payment method and pay the fee.
For cash deposits at a bank branch, click Update Counter Payment Voucher beside each academic program, enter the last six digits of the voucher number and the mobile number stated on the bank voucher, and click Submit.

After payment, click Start Registration on the Dashboard, enter personal details, attach the relevant documents, and click Save and Continue.
-
In the Qualifications section, enter educational details and attach the relevant documents, then click Save and Continue. Uploading the Grade 12 or equivalent transcript is mandatory.

Where a Professional Council is required, click Add New under the Professional Council section, enter the council registration details, attach the council registration document, and save the information.
-
The Experience section does not need to be completed.
-
In the Reservation section, select the checkbox beside the applicable reservation category, such as Female, Dalit, Adibasi, etc., upload the relevant documents, and click Save and Continue.
-
Details and documents may be added or corrected after the profile has been created, as long as the application has not yet been submitted.
-
After all details have been entered and documents uploaded, the application for each selected program must be submitted separately.
B. Process for Submitting the Application Form

Click Submit Program Application on the Dashboard, click Apply for the academic program for which the application is being submitted, review all details, tick the applicable reservation category, and finally click Save and Submit Application.
-
After submission, the application information will appear in the profile. If any information does not match, an error message will be displayed. Review the details again and resubmit the form using the same process.
-
After the form is submitted, the status will be updated to In Progress. No information can be corrected after this stage.
-
Click Submit Program Application on the Dashboard and use Download Confirmation Page to download the Confirmation Page.
The application will not be considered submitted until the Confirmation Page appears.
10. Provisions for Scholarship Selection
Under Rule 20 of the National Medical Education Regulations, 2077 (as amended), of the total undergraduate scholarship seats received by the Government of Nepal:

55% will be filled according to the merit order established through open competition.
-
45% will be distributed as reserved scholarship seats.
The reserved 45% scholarship seats will be distributed as follows:

The following additional provisions apply:

If there are no candidates for reserved seats who studied at a community school from Grade 6 and passed the Secondary Education Examination (SEE) at the end of Grade 10, candidates from the same community who passed Grade 10 from other schools within Nepal will be selected.
-
Of the 33% of seats reserved for women, 3% will be allocated to women from the Dalit community and 2% to women from the Muslim community.
-
Of the 12% of seats reserved for the Madhesi community, 3% will be allocated to persons from the Madhesi Dalit community.
-
If eligible women from the Dalit or Muslim communities are unavailable for their respective sub-reserved seats, other women will be selected according to merit.
-
If candidates from the Madhesi Dalit community are unavailable for the seats allocated to that community, other Madhesi candidates in the merit order will be selected.
-
If no candidate from a particular reserved group passes the entrance examination, the seats allocated to that group will be converted to the open category.

11. Provisions for Conducting the Entrance Examination

Candidates must bring the admit card and the same identification documents submitted with the application:

Nepali candidates: original citizenship certificate and National Identity Card.
-
Foreign candidates: passport or e-Aadhaar Card.
Photocopies of these documents will not be accepted. Candidates who fail to bring the required original documents will not be allowed to take the examination.
-
-
As each candidate will undergo necessary security checks, candidates must arrive at the examination center two hours before the examination begins.
-
Security checks may be conducted both before and after entry into the examination center.
-
Candidates' biometric details will be collected at the examination center.
-
Candidates' ears and glasses may also be inspected.
-
No glasses other than prescription glasses may be worn, and hearing aids are also not permitted.
-
Candidates are not allowed to bring calculators, pagers, mobile phones, Bluetooth devices, iPads, tablets, any other electronic devices, bags, wallets, purses, watches, correction fluid (Tippex), or other such materials into the examination center.
-
Candidates are also not permitted to wear any jewelry.
-
Candidates arriving 15 minutes after the entrance examination has started will not be allowed to enter the examination hall.
-
A black-ink pen required for the examination will be provided in the examination hall, and candidates must use only that pen.
-
On the OMR Sheet, candidates must completely fill the bubble corresponding to the answer they consider correct using the provided pen.
-
No marks will be awarded for answers that are scratched, altered, erased, or torn.
-
Candidates will be permitted to leave the examination hall only after the prescribed three-hour examination period has ended.
-
If a person is found to have used or attempted to use an impersonator to take the examination, the examination will be cancelled and legal action will be taken.
-
Any person involved in conduct contrary to the dignity and integrity of the examination will be dealt with according to prevailing law.
12. Result Publication, Matching, and Admission Process

After publication of the entrance examination results, a notice will be issued for candidates to set their preferred educational institutions and academic programs through the online system (online priority setting).
-
Candidates who do not set their priorities will not be included in any matching process other than wrap-up matching.
-
A separate notice concerning matching will be published after the entrance examination results.
-
For seats allocated to foreign students, candidates included in the merit order of the foreign category will select their educational institution and academic program through Open House Matching, with physical presence and Biometric Verification.
-
Based on the priorities set by candidates themselves through the online system within the prescribed time, their reservation category, available seats at educational institutions, and their merit order, the Commission will publish the admission list on its website after completing the basis and procedures prescribed under the Medical Education Common Entrance Examination and Student Admission Procedure, 2083.
-
Matching for scholarship and foreign categories will be conducted first.
-
If scholarship or foreign-category seats remain vacant after admissions under those categories, such seats will be converted into paying seats.
-
Candidates may participate in matching only for seats allocated to the category in which they are placed in the entrance examination merit list.
-
Candidates selected through matching must submit original certificates/documents and their photocopies for admission as prescribed by the respective university or academy.
-
If a candidate is found at any time to have obtained admission by submitting false information during the entrance examination or admission process, the admission may be cancelled.
13. Undertaking
Students selected for scholarships must execute an undertaking at the time of admission in accordance with Schedule 6 of the National Medical Education Regulations, 2077 (as amended).
14. Miscellaneous Provisions

As candidates will need to log in repeatedly to the personal profile created for the entrance examination application, the login password must be kept confidential and secure.

Applicants must save the examination application Confirmation Page, entrance examination admit card, scorecard, admission card, and other details available through the relevant download buttons in their profiles.
-
When submitting an application, correspondence, or email to the Directorate of Examinations before an examination roll number has been assigned, candidates must mention identifying details including the program, name, mobile number, and voucher number.
-
After an examination roll number has been assigned, the roll number and other identifying details must also be mentioned.
-
If the same person needs to send repeated emails, they must reply to or forward the previous email thread.
-
For urgent correspondence by email concerning this examination, candidates must use: entrance@mec.gov.np.

Important Notes

Applications that are not submitted within the deadline prescribed by the Commission, do not meet the required qualifications, do not disclose the required information, or are not submitted in the prescribed format will not be accepted.

Certificates and documents attached to the application must have been submitted by the final application date.

OMR answer sheets in which the examination roll number or question-paper set is not correctly bubbled will be cancelled.

Candidates must read and comply with all instructions stated on the admit card.

The same personal mobile number of the candidate must be stated on both the online application form and the voucher used to pay the entrance examination fee.

For certificates or documents containing more than one page, all pages must be photographed or scanned directly from the original documents and uploaded together as a single PDF.

Candidates applying for more than one program must complete their applications in a way that ensures their examinations do not overlap according to the examination schedule.

Candidates applying for more than one academic program must use the same personal details, signature, mobile number, and photograph for all programs.
-
A separate merit list and matching process will be conducted for each academic program. However, once a candidate has been matched and admitted to one academic program, the candidate will be removed from the matching processes for all other programs.

Applicants must clearly provide all information required in the respective fields of the application form.

Candidates themselves will be fully responsible for the information stated in their applications.
