Tribhuvan University’s Examination System
Tribhuvan University (TU) appears to carry about 76.67% of Nepal’s higher-education student load. As a result, tasks such as conducting examinations, evaluating answer scripts, processing results, and publishing results on time are becoming increasingly complex.
Examinations are a foundational tool for quality and credibility in higher education. They validate students’ knowledge, critical thinking, learning outcomes, and academic standards. However, TU’s current examination practices show reduced effectiveness due to result delays, outdated assessment methods, limited technological integration, weak institutional coordination, grading inconsistency, exam security concerns, unequal resources and facilities, and procedural formalism in management.
This article proposes short-term and long-term measures to improve the efficiency, fairness, and effectiveness of the examination process. It focuses on effective use of an Examination Management Information System (EMIS), process standardization, strengthening continuous assessment, capacity development of human resources, security improvements, and strict adherence to the academic calendar.

Background
TU’s examination system has evolved over time. A structure based on traditional written examinations and manual evaluation of answer scripts remains dominant, although the semester system includes some formative assessment.
The University uses examinations as a primary medium to assess students’ knowledge, analytical capacity, command of subject matter, and overall academic competence. However, the current assessment system has been criticized for failing to adequately cover key dimensions of learning, especially critical thinking, problem-solving, and practical or skill-based competence.
Questions are also raised about examination fairness, validity, and reliability. Excessive dependence on written examinations in many courses can encourage a culture of rote learning and reduce depth in the teaching-learning process. In addition, the expansion of digital technology and crisis situations such as COVID-19 have created further pressure regarding assessment administration, exam security, and alternative examination models.
In this context, another serious issue is the relationship between education and the labor market. Census data for 2021 (2078 BS) shows that about 15% of people with higher education are unemployed, suggesting a mismatch between educational outcomes and labor-market demand. Such a mismatch indicates the need to rethink the examination and assessment system alongside broader quality improvement in higher education.
Study Objective and Method
Higher education is expected to provide individuals with the knowledge, skills, and qualifications needed for the future. In Nepal, TU serves a large number of students and has made an important contribution to human resource development.
The main objective of this article is to provide an overall analysis of TU’s examination system, identify current challenges, and hold a practical discussion on possible improvement measures.
Key sources include annual reports of the Nepal University Grants Commission (UGC), published research and journal articles, policy documents, and relevant news and analytical materials. Where necessary, stakeholder experiences and perceptions are included as examples (personal communication citations), but conclusions are primarily based on published sources.
Student Numbers Across Nepal’s Universities and What They Mean
Nepal’s higher-education sector has expanded in recent decades. With an increase in the number of public and private universities, student demand, program diversity, and the establishment of subject-specific universities have also increased. However, the distribution of student load appears highly imbalanced.
According to the Nepal UGC Annual Report 2023–2024 (2080/2081 BS), out of a total of 640,737 students, TU has 491,299 (76.67%) students. After TU, Purbanchal University has 39,780 (6.21%) and Pokhara University has 35,200 (5.49%), which are also notable.

This imbalance directly affects TU’s examination system. Creating examination schedules for millions of students, managing centers and invigilators, ensuring question paper security, collecting, storing, evaluating, and processing answer scripts, and publishing results are all a “mega operation.” At this scale, delays and errors become more likely when manual processes remain dominant and digital integration is weak.
Importance of Examinations in Higher Education
Examinations are a central assessment mechanism in the university education system. Their importance can be understood through several main points.

Validation of learning: A basis to confirm the knowledge and competence students have achieved as per the curriculum.

Maintaining academic standards: A mechanism to ensure the university’s academic level and quality.

Progress tracking and feedback: Identifying learning gaps and guiding improvement based on student progress.

Accountability: Keeping both teachers and students accountable to curriculum-centered discipline and responsibility.

Selection and competition tool: Providing a comparable basis for scholarships, higher studies, or employment and certification purposes.
However, examinations are not the ultimate goal of education. They are a tool to support learning. Therefore, the examination system must enable demonstration of skills, application, analysis, and context-appropriate competence along with knowledge.
Current Examination System at Tribhuvan University
TU mainly operates two models: the annual system and the semester system. Their nature, administrative responsibilities, and assessment structures differ.
Annual Examination System
In the annual system, the main final examination is held at the end of the academic year, and assessment tends to be more summative. The Examination Controller’s Office conducts external evaluation under the authority of the central examination board.

Semester Examination System
In the semester system, there is a mix of formative and summative assessment. It includes internal assessments such as class tests, presentations, project work, and practical examinations, and students can participate in external examinations only after passing internal requirements. The final external examination is managed under the Dean’s Office.

The semester system can motivate regular learning, but its effectiveness may be reduced by a large student load, inconsistency in internal assessment, and limited administrative capacity.
Institutional Structure of the Examination System
In TU’s examination operation structure, the Dean’s Offices and the Examination Controller’s Office are the main bodies.

Dean’s Offices: Management of final external examinations under the semester system, center allocation, mobilization of human resources, inspection committees, and coordination.

Examination Controller’s Office: Conducting examinations under the annual system, answer-script management, processing, result publication, and related administrative procedures.
Structurally, the roles of both bodies make examinations possible. In practice, however, weak coordination, limited data integration, lack of process standardization, and inconsistent quality control can increase the likelihood of delays and disputes.
From Examination Completion to Result Publication: Process and Bottlenecks
After examinations are completed, answer scripts are collected from various centers and stored securely. With coding, answer scripts are evaluated (graded) by subject examiners. After initial grading, a moderation committee selects 20% to 25% sample answer scripts to review consistency and standards. Then, marks entry, verification, processing, and result publication proceed.
The core problem is here: high student numbers, limited human resources, many process stages, and incomplete use of digital tools and software lead to a long time-to-result. One study notes that the annual system takes an average of more than 6 months, and even the semester system takes 3 to 4 months.

It is noted that stress, uncertainty, and frustration increase when students must wait a long time for results. Not being able to plan the “next step” after examinations (admission, scholarship, job, study abroad) becomes a major source of psychological pressure.
Barriers to Academic Progress and Career Opportunities
When results are delayed, admission to the next semester or level, issuance of certificates and transcripts, scholarship applications, and employment processes are delayed. The risk of students missing opportunities increases.
Financial Burden
Delays can create direct and indirect economic impacts such as additional fees, extended living costs, and repeated time expenses. The experiential statements cited in the article also indicate waste of both time and money.
Institutional Reputation and Public Trust
Repeated delays can reduce trust in the university and increase the risk of student dissatisfaction and protests. Ultimately, this also affects the perception of academic quality.
TU’s Reform Efforts: How Far Have They Reached?
TU appears to have advanced some policy and management efforts to improve the examination system. The Tribhuvan University Information Technology Policy 2023/2024 (2080 BS) sets a goal of improving efficiency through the use of technology.
Initiatives mentioned include modernization of the examination system, development of integrated software, strict adherence to the academic calendar, gradually linking regional examination offices, annual work plans, and performance-based reward and penalty provisions. A target has been set to publish results of all examinations within 100 days.
These initiatives are important, but their effectiveness depends more on implementation than on design. Building a digital system alone is not sufficient. Without process transformation, staff training, data standardization, and a clear accountability structure, reform will not be sustainable.

EMIS should be understood not merely as software, but as the core backbone of examination management improvement. An effective EMIS can enable the following functions:

Conclusion
Although TU’s examination system is a pillar of the higher-education system, it is facing multiple challenges related to timely result publication, relevance of assessment methods, technology integration, institutional coordination, and resource management. Because student load is extremely high, examination management is inherently complex, but procedural delays and limited digital transformation have intensified the problem.
Evidence and analysis indicate that result delays negatively affect students’ mental health, career opportunities, financial condition, and institutional reputation.
TU appears to have advanced initiatives such as the Information Technology Policy 2023/2024 (2080 BS) and a target to publish results within 100 days. However, for sustainable improvement, both short-term process improvements and long-term systemic transformation must advance together. In particular, effective EMIS implementation, modernization of assessment frameworks, standardization, security improvements, training and human resource development, and an accountability-based administrative culture can make the examination system fair, reliable, and time-appropriate.
