Basic ATS-009 Training Application Notice – CAAN

Nepal Civil Aviation Authority, Civil Aviation Academy, Sanothimi, Bhaktapur - As per the approval of the Public Service Commission, the Civil Aviation Academy is conducting an open and inclusive competitive examination to select 16 trainees for the Basic Air Traffic Service Course (CAAN ATS-009). Qualified Nepali citizens are invited to apply online within 21 days from the date of publication of this notice.

Recruitment will be conducted as per legal provisions following the Supreme Court's directive dated 2079/10/24 in connection with writ no. 078-WO-0660.

Application and Exam Fees

  • Application fee: Rs. 200

  • Exam fee: Rs. 1,200

  • Total: Rs. 1,400

For more than one inclusive group, an additional 50% of the exam fee applies per group. Applicants applying only under inclusive groups must pay the same fee as open category applicants.

Syllabus

Available on the Academy’s website. If needed, it can also be purchased for Rs. 100.

Minimum Eligibility Criteria

  1. Education: Must have completed a Bachelor’s degree in Science, Information Technology, Management, or Engineering with at least second division or CGPA 2.5 from a recognized institution.

  2. Age Limit: Must be at least 21 years old and not older than 27 years.

Types of Examination

  • Written Examination

  • English Language Proficiency Test

  • Medical Examination

  • Interview

a) Candidates passing the written exam must submit the original certificate of a minimum Grade-B in English Language Proficiency Test from Tribhuvan University’s World Language Campus.
b) Written exam passers must undergo a medical exam from a CAAN-approved aviation medical examiner/supervisor at their own cost and be certified as eligible for ATC training under ATC Licensing Class III.

The written exam will be conducted by the Public Service Commission. The exam schedule will be published later.

Training Duration

The training will last for one (1) year.

Documents to be Submitted with Application

  • Passport-size photo

  • Copy of Nepali citizenship certificate

  • Academic transcripts of the minimum qualification

  • Character certificate (all documents must be attested)

Applicants with foreign degrees must submit an equivalency certificate from Tribhuvan University.

Documents must be submitted within the standard deadline of 2082/04/16.

Additional Documents for Inclusive Candidates

  • Indigenous/Nationalities: Must belong to the groups listed under the National Foundation for Development of Indigenous Nationalities Act. If the group has sub-castes, verification must be submitted from the relevant commission or district administration office.

  • Madhesi: Must provide certification from institutions specified in the Nepal Gazette or, until such designation, from the relevant commission or district administration office.

  • Persons with Disabilities: Disability ID issued by the Social Welfare Council or local authority as per Section 4(3) of the Rights of Persons with Disabilities Act, 2074.

  • Backward Areas: Proof of permanent residence from the designated districts as listed in the Civil Aviation Authority’s Service Terms and Facilities Regulation 2056, and verification from the local level issued at least three months before the application date.

Special Conditions and Information

  • Incomplete, late, or inconsistent applications/documents (including differences in name/surname among applicant and parents/grandparents) without official proof will be invalid. No conditional applications will be accepted.

  • Open and inclusive exams will be conducted jointly in a single sitting.

  • If the final submission date falls on a public holiday, the form can be submitted on the next working day under normal fee terms. However, this does not apply to double-fee deadlines.

  • Applicants with color vision deficiency, hearing loss, seizures, or tremors will be disqualified. Candidates must meet ICAO Medical Class-III requirements.

  • Exam fees will be refunded only if the exam is canceled; no refund will be issued for rejected applications.

  • Selected candidates completing the training may be appointed in vacant positions following legal procedures. The initial posting will be outside Kathmandu Valley for a minimum of two years.
