The Commission for the Investigation of Abuse of Authority (CIAA) filed a charge sheet today at the Special Court, Kathmandu, against the chairperson of the Mahendra Secondary School School Management Committee in Sarawal Rural Municipality-3, Nawalparasi (Bardaghat Susta West), and one intermediary.
According to CIAA spokesperson Suresh Naupane, the charge sheet was filed on allegations of corruption committed through illegal excavation of soil from school land.

The CIAA states that the following individuals colluded to extract more soil than permitted from the school’s land and to misappropriate public property:

The CIAA’s position is that, through mutual collusion, they excavated soil beyond the permitted quantity from Plot No. 295 (land registered in the school’s name) and caused loss to public property.
Decision cited by the CIAA
According to the CIAA, a meeting decision dated January 1, 2024 [2080-09-16 (BS)] assigned Chairperson Chaudhary the responsibility to level the land and make it suitable for cultivation.
During that process, an agreement was made with Dinesh Yadav for soil removal. However, the CIAA states that soil was excavated in quantities exceeding the permit issued by the rural municipality, confirming financial irregularities.
The CIAA further states that, during on-site measurement, it was found that an unusually higher quantity of soil than the specified amount had been extracted and sold.
Claimed loss amount
The CIAA states that the defendants caused loss to public property amounting to NPR 1,008,703.74, and it has claimed the same amount as the recoverable loss (bigo) and sought punishment accordingly.

Dinesh Yadav (Accomplice): As an accomplice who obtained benefit by colluding with the principal offender, the CIAA has made a claim under Section 22 of the Prevention of Corruption Act, 2059 (BS), seeking punishment equivalent to the principal offender and recovery of the claimed loss amount.
