Employment Promotion Decade to Be Implemented from 2083/84 to 2092/93
The government will declare the period from the fiscal year 2083/84 to 2092/93 as the “Employment Promotion Decade” and implement special programs. The announcement was made in the policies and programs for the fiscal year 2083/84, presented by President Ramchandra Paudel on Monday, 2083 Baishakh 28, at a joint meeting of both houses of the Federal Parliament.
The government aims to transform foreign employment from a compulsion into an option and create employment opportunities in the domestic market. A plan has been put forward to formulate a new national employment policy and integrate skills, education, labor market information, social security, and employment service systems.
The policies and programs state that a national apprenticeship program based on the “earning while learning” concept will be implemented. Legal provisions will be made for a “Remote Work Policy,” enabling people to work from Nepal for foreign employers.
The plan also includes recording the skills of youths who have returned from foreign employment through a digital “Skill Passport” and providing international occupational certification. It states that legal aid and easy access to justice will be ensured for workers, a digital labor inspection system will be implemented to ensure minimum wages, and occupational safety and health at the workplace will be guaranteed.
Good labor relations will be developed among the government, employers, and workers, and the national-level welfare fund will be operated effectively. The policy also states that commitments made for the elimination of child labor will be strictly implemented.
High priority will be given to making foreign employment safe, organized, and result-oriented. The government plans to take strict action against those charging excessive service fees and exploiting labor, provide a separate “call center” service for workers employed abroad, and diversify destination countries offering higher wages through labor diplomacy.
A “Remittance–Investment Matching Fund” will be brought into operation to transform remittances from consumption into productive investment. The policy also includes strengthening rescue and welfare programs for the families of workers who have died or become disabled abroad and introducing an integrated incentive package for returnees.
The policies and programs state that efforts will be accelerated to transform the informal sector, which makes up a large share of the economy, into the formal economy while protecting workers’ rights. Arrangements will also be made to provide workers with international occupational certification.
