Kathmandu Metropolitan City Notice on Admissions, Books, and Uniforms
Kathmandu Metropolitan City, through its Education Department, Office of the Municipal Executive, Kamaladi Plaza, has issued an urgent notice to schools not to admit students before the prescribed time and not to sell uniforms, textbooks, or stationery from the school itself.
The notice was published on April 7, 2026 (2082/12/24 BS; Nepal Sambat 1146 Chaulaga, Panchami).
According to the metropolitan city, complaints had been received that some schools under its jurisdiction were admitting students before the start of the new academic session and using textbooks not approved by the Curriculum Development Centre, along with additional teaching materials.
The metropolitan city also received information that some schools were compelling students and parents to purchase textbooks, additional learning materials, school uniforms, and stationery directly from the school premises. After receiving such reports, the metropolitan city stated that it had taken the matter seriously.
The metropolitan city had previously published a public notice on March 22, 2026 (2082 Chaitra 8 BS), requesting schools not to carry out such activities.
However, the Education Department clarified that this notice has been republished because information was received that some schools were still ignoring the earlier notice and continuing to act against the prescribed provisions.
Kathmandu Metropolitan City has once again requested all concerned schools to fully comply with the legal provisions made by the Education Act, 2028, the Education Regulations, 2059, as amended, and the Kathmandu Metropolitan City Education Act, 2075.
It has also warned that if anyone is found violating these provisions, action will be taken in accordance with the prevailing Education Act and Regulations.
Relatedly, Kathmandu Metropolitan City is the local authority issuing this direction. The notice also aligns with broader issues discussed in Nepal’s education governance and school roles, education administration from federal to school level, and understanding school curriculum and programs.
Required Provisions to Be Followed

Admit students to schools only after the start of the academic session 2083.

Implement only the curriculum and textbooks approved by the Government of Nepal.

Do not use additional textbooks or learning materials without approval from the Curriculum Development Centre.

Do not teach textbooks containing material that undermines nationality.

No school shall compel students to buy textbooks from the school.

Schools shall prescribe and implement one type of low-cost, simple, climate-suitable uniform that reflects national identity.

Schools shall not compel students to buy uniforms and stationery from the school itself.

Schools shall ensure that free textbooks are made available at the time of student admission.

Parents are requested to verify whether the school has obtained permission and approval from the concerned authority and to ensure that their children are compulsorily enrolled at the beginning of the academic session 2083.
