The Ministry of Education, Science, and Technology has been established as per Schedule 1 of the Government of Nepal (Performance) (First Amendment) Rules, 2074 BS. First established in 1951 in the name of the Ministry of Education, the Ministry was renamed in 2002 to be the Ministry of Education and Sports and re-established in 2065-05-15 as per the decision of the Council of Ministers. As the central body of all educational institutions, this ministry is responsible for the educational development of the nation.

The Ministry of Education has the responsibility of formulating, implementing, and monitoring the educational programs through the central bodies. Educational programs are being implemented and conducted in 75 districts through the Education Development and Coordination Unit. Along with the implementation of the federal system, educational programs are being conducted in 77 districts through the Education Development and Coordination Unit. Currently, according to the Local Government Operation Act, 2074 BS, the responsibility of school-level education operation and management lies with the local government.

Functions, Duties, and Powers of the Ministry:

The tasks to be performed by the Ministry of Education, Science, and Technology as per the Government of Nepal (Division of Labor) Regulations are as follows:

  1. Education policies, laws, standards, and regulations.
  2. Central University Policies, Laws and Standards
  3. Affiliation with foreign universities, determination of equivalence, accreditation, coordination, and regulation.
  4. Central Library Policy, Law, and Management.
  5. Human Resource Needs Projection, National Educational Plan, and Human Resource Development Plan.
  6. School-level national curriculum format, core subject curriculum, sample textbooks, and regulation.
  7. National Policy on Technical Education and Vocational Training Course Format, Qualification Determination, Skill Test Criteria.
  8. Policy and criteria for school-level teacher service conditions, qualifications, and qualifications.
  9. Teacher Training Policy, Criteria and Stratification, Curriculum Design, Qualification Determination, Skill Test Criteria, And coordination with the training center.
  1. Determining the national standard of school level examination, secondary level examination management, and equivalence.
  2. Approval of an educational institution to be operated with affiliation from a diplomatic mission.
  3. Approval, accreditation, and regulation of educational institutions operating in association with foreign educational institutions.
  4. Coordination on educational issues at the province and local levels.
  5. University Grants Commission, Central University, Open University, and Central Level Educational Institutions.
  6. Scholarship and Scholarship Policies and Criteria
  7. Policies, laws, and criteria for approving academic studies and research.
  8. National Academic Research and Educational Statistics Management.
  9. Educational quality standards determination, measurement, and regulation.
  10. National Examination Board, Technical Education, and Vocational Training Council.
  11. Policies, laws, standards related to science, and technology.
  12. Studies and research related to science, space science, and astronomy.
  13. Discovery, research, invention, promotion, and development of science and technology.
  14. Criteria for collection, processing, and survey of data related to science and technology.
  15. Establishment, management, and regulation of statistics system related to nuclear technology, quality, and use of radioactive substances.
  16. Use and promotion, control and regulation of biological and nuclear technology.
  17. Ozone study, solar radiation measurement, and information flow.
  18. Scientific instrument calibration and certification.
  19. Use and promotion, control and regulation of chemicals.
  20. Exploration and recovery and management of nuclear material, unused resources.
  21. Nuclear energy policies, laws, standards, implementation, and regulation.
  22. Nepal Academy of Science and Technology, National Academy of Sciences, Planetarium, Observatory and Science Museum.
  23. Treaties, agreements, liaison, and coordination with national and international organizations related to the ministry.
  24. Operation and regulation of public institutions, authorities, committee establishments, companies, etc. related to the Ministry.
  25. Operation of services, groups, and sub-groups related to the subject area of ​​the Ministry.
