MoALD Seeks Clarification from Senior Veterinarian Absent for Over 90 Days

The Government of Nepal, Ministry of Agriculture and Livestock Development (MoALD), has issued a public notice requesting an explanation from a senior veterinary doctor who has been absent from office for an extended period without approved leave. The Ministry has directed Dr. Nabin Upadhyay Ghimire, posted at the Department of Livestock Services, Hariharbhawan, to submit a written clarification within 15 days.
According to the notice, Dr. Ghimire has been continuously absent from his assigned office for more than 90 days since 2082/05/02. As he remained absent without obtaining leave approval, the Ministry has concluded that he committed an offense under Section 61(1), Clause (Chha) of the Civil Service Act, 2049.
Based on the secretary-level decision dated 2082/10/02, the notice asks why disciplinary action should not be taken against him under Section 59, Clause (Kha), Sub-clause (1) of the Civil Service Act, 2049. The Ministry has further informed him to submit a clarification with proper reasons and grounds within 15 days from the date of publication of this notice, in accordance with Rule 110, Clause (Ka) of the Civil Service Regulations, 2050.
