Kathmandu, 2083 Kartik 20: The Government of Nepal, Ministry of Land Management, Cooperatives, Federal Affairs and General Administration (Federal and Provincial Personnel Administration Section), Singha Durbar, Kathmandu, has issued a letter to all government agencies regarding the management and recruitment of employees for the Nayab Subba position.

The ministry issued the letter on 2083/07/20 under Reference No. 2083/84 and Dispatch No. 165, addressing all ministries, commissions, secretariats, committees, offices, and government agencies.

According to the letter, the instructions were issued in accordance with the ministry's secretary-level decision dated 2083/07/19.

The ministry stated that organizational and management (O&M) surveys conducted across various government agencies have resulted in reductions in permanent sanctioned positions under different services, groups, and posts.

As a result, a large number of employees holding the Nayab Subba position under the Nepal Administration Service, General Administration Group, Non-Gazetted First Class, have become surplus staff.

Under Rule 13(3) of the Civil Service Regulations, 2050, the management and placement of surplus employees are mandatory.

In accordance with this provision, the ministry has instructed all concerned government agencies to request the placement of surplus employees before submitting vacancy requisition forms to the Public Service Commission (PSC).

For vacancies under the specified service, group, and class within the concerned agencies and their subordinate offices, requests for staff placement must first be forwarded to the ministry through the respective central agencies.

The ministry has requested the concerned authorities to arrange for vacancy requisition forms to be submitted to the Public Service Commission only after confirming that the vacant positions cannot be filled through the placement of surplus employees.

Copy to the Public Service Commission and Request

The letter, signed by Section Officer Khadga B.K. on 2083/07/20, has also been forwarded to the Public Service Commission, Central Office, Kamalpokhari, Kathmandu, for information and necessary action.

The ministry has requested the Commission to verify whether an official letter from the ministry confirming that staff placement could not be arranged is attached whenever it receives vacancy requisition forms for positions under the specified service, group, and class.

The Commission has been requested to proceed with the recruitment process only after confirming the inclusion of the ministry's official letter.
