Diamond Jubilee Event Conducted with Dignity

The 75th Anniversary and Diamond Jubilee celebration of the Public Service Commission (PSC), Central Office, was held with a series of programs. The main event took place at the Commission’s central office in Kamalpokhari on Asar 1, 2082 BS, commemorating the establishment date of the Commission—Asar 1, 2008 BS.

The chief guest of the event was the Right Honourable President Ram Chandra Paudel. The special guest was the Honourable Prime Minister KP Sharma Oli, and the distinguished guest was Mr. Ramhari Khatiwada, Chairperson of the State Affairs and Good Governance Committee of the House of Representatives.

Also in attendance were the heads of constitutional bodies, former PSC chairpersons and officials, the chief and secretaries of the Government of Nepal, the Chief of Army Staff, heads of security agencies, former PSC secretaries and staff, and media personnel.

During the inauguration, the President lit a traditional oil lamp and unveiled the Diamond Jubilee copper plaque for 2082 BS.

In his address, the President offered heartfelt congratulations on the Commission’s 75th anniversary, recognizing it as Nepal’s oldest constitutional body. He praised the Commission for selecting competent civil servants as the foundation of permanent governance, maintaining its core values of merit, impartiality, and integrity for over 74 years. He emphasized that PSC must continue to be a beacon of justice for the present generation and a hope for the future. He emphasized the need for modern, predictable recruitment methods that align with current demands.

Remarks by Prime Minister and Committee Chairperson

The Honourable Prime Minister praised the Commission's commitment to core values, including merit, neutrality, fairness, equal opportunity, inclusiveness, confidentiality, and anonymity. He extended best wishes for continued success and emphasized the need for the Government of Nepal and relevant bodies to strengthen the Commission through improved resources and the implementation of its annual report recommendations.

Mr. Ramhari Khatiwada, Chairperson of the State Affairs and Good Governance Committee, noted the importance of continuing PSC’s good practices in civil servant selection. He expressed confidence in the timely enactment of the long-awaited Federal Civil Service Act.

Address by the Chairperson of the Commission

Honourable Chairperson Mr. Madhav Prasad Regmi shared that the Commission operates by Nepal’s Constitution, laws related to services and groups, security institutions, and organized bodies.

Key points included:

  • PSC is represented in selection committees as mandated by law.

  • Efforts are being made to update and make the examination syllabus more practical.

  • An annual national conference involving provincial public service commissions is being conducted.

  • These conferences support the adoption of PSC's values, principles, and systems by the provincial commissions.

Mr. Kiran Raj Sharma, Secretary of the Commission, delivered the welcome speech.

Felicitations and Awards

Former Chief Psychologist Mr. Jaya Pandey was honored with a shawl and certificate for his significant contribution to advancing the merit system in PSC.

Staff recognized for outstanding performance in fiscal year 2081/82 included:

  • Section Officer Rishikesh Chamlagain (Central Office)

  • Section Officer Laxmi Prasad Parajuli (Kathmandu Office)

  • Kharidar Chitrakumar Suwal (Butwal Office)

They received shawls, cash prizes, and certificates.

Mr. Prahlad Satyal (Computer Operator, Central Office) was honored with a shawl and certificate for significant contributions to the Commission’s IT services.

The program concluded with remarks from the Honourable Member, Mr. Dinesh Silwal, who expressed gratitude to the President, Prime Minister, special guests, and all who supported the anniversary events.

Pre-Anniversary Activities

A series of week-long programs was conducted in the lead-up to the Diamond Jubilee.

Internal Badminton Competition

Held on Jestha 26 and 27 at the PSC Central Office, Kathmandu Office, and Application Management Centre, with 13 participating teams.

Winners:

  • First: Group of Gopal Khadka, Shyam Kumar Rai, Yograj Paudel, and Santosh Kumar Chaudhary

  • Second: Group of Dhruba Kumar Rai and Madan Kumar Banjagai

The Chairperson, Members, awarded medals and certificates, and the Secretary of the Commission.

Inter-Constitutional Quiz Competition

Held on Jestha 29 and 30 at the PSC Central Office. Participants included:

  • Commission for Investigation of Abuse of Authority

  • Office of the Auditor General

  • Public Service Commission

  • National Human Rights Commission

  • Election Commission

  • Madhesi Commission

  • National Natural Resources and Fiscal Commission

  • National Dalit Commission

Results:

  • First: National Natural Resources and Fiscal Commission

  • Second: Election Commission

  • Third: Commission for Investigation of Abuse of Authority

Trophies, medals, and certificates were presented to the winners.

Eye Checkup and Blood Donation

  • Eye Camp: On Jestha 27, in cooperation with Tilganga Eye Hospital, 160 individuals from PSC and associated offices underwent eye examinations.

  • Blood Donation: On Jestha 28, in collaboration with Nepal Red Cross Society, 28 individuals donated blood.

Honoring a Legacy

On Jestha 30, in memory of the late Mr. Bhuvan Man Singh Pradhan—former Secretary and contributor to the establishment of fair examination systems from 2003 to 2045 BS—the meeting hall on the fifth floor of the Kamalpokhari office was named “Bhuvan Man Singh Pradhan Hall.”

Media Engagement

On Jestha 29, the Honourable Chairperson, Mr. Regmi, former Chief Secretary Dr. Bimal Koirala, and former Governor of Nepal Rastra Bank, Mr. Maha Prasad Adhikari, shared PSC’s work and future direction on Nepal Television’s roundtable program.

The same day, Radio Nepal aired a focused discussion featuring the Honourable Member, Mr. Madhav Belbase, Prof. Dr. Ghanshyam Bhattarai, and former Secretary, Mr. Sushil Jabra.

On Asar 1, the Honourable Member, Mr. Bir Bahadur Rai, appeared on Radio Nepal to discuss PSC matters. Gorkhapatra National Daily also published an article covering PSC-related topics.

School-Level Quiz Competition

To mark the 75th anniversary, quiz competitions were conducted in 13 Commission offices involving five secondary schools from each respective municipality.

The Public Service Commission has declared Asar 1, 2082, to the end of Jestha 2083 BS as the "Diamond Jubilee Year," with year-round activities planned.
