President Paudel Highlights Inclusive Representation in Civil Service

President Ram Chandra Paudel stated that inclusive representation at the policymaking level contributes to national unity. Emphasizing the importance of embracing the core principles of a democratic system, he acknowledged that recommending candidates through inclusive groups in the civil service is a positive step.

During the Platinum Jubilee ceremony of the Public Service Commission held in Kathmandu, President Paudel remarked that the appointment of candidates through various inclusive categories since the introduction of this system in Nepal is a meaningful development.

He said, “This approach ensures representation of all communities in the policymaking process, strengthening national unity. I trust the Commission will continue improving the selection process for inclusive categories in line with federalism, allowing more candidates from these groups to succeed.”

Upholding Public Trust and Democratic Integrity

President Paudel emphasized the need for the Commission to serve as a symbol of justice for the present generation and a beacon of hope for future generations.

Highlighting the core aspiration of the federal democratic republic as rapid economic development, he stressed that good governance is the foundation, and the civil service must remain alert to this responsibility.

He added, “The civil service must win public trust through efficient, straightforward, and responsive service delivery. Democracy cannot be strong without ensuring accessible services for citizens.”

He pointed out that as the permanent government body, the civil service must adopt modern methods, technology, and skilled manpower to function in line with the spirit and values of good governance.

Prime Minister Oli’s Address

In his congratulatory remarks, Prime Minister KP Sharma Oli acknowledged the growing public trust in the Public Service Commission amid a decline in trust towards various other institutions.

He highlighted the critical role of government and administration in effective governance, stating, “The success of government operations largely depends on the competence of civil servants. Therefore, selected candidates must not only be qualified and skilled but also committed to safeguarding and promoting Nepal’s national interests.”

Suggestions on Curriculum and Youth Employment

Prime Minister Oli advised that educational qualifications should be set by incorporating new, relevant subjects. He argued for curriculum design that equips candidates with knowledge, skills, and competencies aligned with modern needs and work environments.

He also praised the Commission for offering fair employment opportunities to thousands of youths, preventing the need for mass migration abroad.

He said, “According to the constitutional system, it is the Commission’s responsibility to select suitable candidates for government positions. The more impartial, transparent, and objective its selection process, the stronger and more effective the administrative mechanism becomes.”

The Prime Minister emphasized the need for all related institutions to support the Commission in terms of resources, tools, and technological readiness. He also urged them to implement the suggestions outlined in the Commission’s annual report.

Recognition from the Parliamentary Committee

Ram Hari Khatiwada, Chairperson of the State Affairs and Good Governance Committee of the House of Representatives, also offered his congratulations. He praised the Commission for setting standards of impartiality and transparency.

He said, “Political leadership must also take inspiration from the Commission’s performance to ensure transparency and fairness.”

Commission’s Commitment and Employee Recognition

On the occasion, Madhav Prasad Regmi, Chairperson of the Public Service Commission, shared the Commission’s progress and reform efforts.

He stated, “We are proud of our past achievements and are committed to learning from shortcomings. We will remain active in formulating future action plans that address present and future needs.”

Commission member Dinesh Silwal delivered the vote of thanks, while Secretary Kiran Raj Sharma delivered the welcome address.

As part of the celebration, the Commission honored four employees:

  • Chitra Kumar Suwal, Non-Gazetted, Kharidar, Butwal Office

  • Laxmi Prasad Parajuli, Section Officer, Central Office, Kamalpokhari

  • Rishikesh Chaulagain, Section Officer, Central Office, Kamalpokhari

  • Pralhad Silwal, Computer Operator

The Public Service Commission, established on Ashar 1, 2008 BS, has now completed 75 years of service. The Commission plans to organize various programs throughout the year to celebrate its Platinum Jubilee.
