Skilled IT Officers to Earn Up to NPR 200,000 Monthly in Nepal
The Government of Nepal has opened the way to provide attractive benefits to skilled professionals in the Information Technology (IT) sector. The Ministry of Communication and Information Technology recently issued the "Norms for Cost Estimation of Information Technology System Development and Consultancy Services, 2082," which allows IT officers to receive monthly salaries of up to NPR 200,000.
For a long time, government agencies struggled to retain skilled IT professionals due to low salaries and limited facilities. As a result, many IT officers could not sustain their careers in government service. To address this problem, the ministry introduced the norms under the authority provided by Rule 12 of the Public Procurement Regulation, 2064.
Clear Determination of Qualification, Experience, and Pay
The norms clearly define the educational qualifications, experience, and remuneration required for IT professionals, depending on the nature of software systems to be developed by public agencies. This will help bring uniformity and realistic cost estimation in consultancy services and software development.
According to the new norms, the highest remuneration is allocated for project managers or team leaders. Individuals with a postgraduate degree in IT and at least five years of experience can now receive up to NPR 200,000 monthly.
Salary Structure for IT Professionals
SOC Analyst (L-3), Digital Forensic Analyst, Risk Intelligence Specialist
Qualification: Bachelor’s degree in IT with five years of experience
Salary: Up to NPR 172,000 per month
System Architect and Analyst
Qualification: Bachelor’s degree in IT with five years of experience and relevant certification
Salary: Up to NPR 160,000 per month
Senior Database Designer, Senior Software-Web-Android Developer
Qualification: Bachelor’s degree in IT with five years of experience and relevant certification
Salary: Up to NPR 140,000 per month
Cloud Expert (5 years) and API Expert (3 years)
Salary: Up to NPR 125,000 per month
Cloud and Infrastructure Expert, API Developer, Risk Assessor, Ethical Hacker, Application Security Engineer, Threat Analyst
Qualification: Two years of relevant experience
Salary: Up to NPR 110,000 per month
Information Security Officer and SOC Analyst
Qualification: Bachelor’s degree in IT with three years of experience and relevant certification
Salary: Up to NPR 105,000 per month
Other positions such as Database Administrator, Quality Assurance Analyst, Software Tester, IT Auditor, System/Network Administrator, and Junior Developer are also provided with attractive salaries.
Government’s Expectation and Vision
The government believes that this provision will attract skilled and experienced IT professionals to government agencies and enhance the quality of public service. It also aims to make cost estimation for software development and consultancy services more transparent and realistic.
This move is expected to serve as a significant milestone in achieving the goals of the "Digital Nepal Framework." By encouraging the use of local skilled professionals instead of expensive foreign consultants, the government expects this policy to contribute to developing IT expertise within the country.
As per the norms, the cost estimation for annual maintenance of software systems should not exceed 20 percent of the actual development cost of the software.
