Nepal Sets Youth Age Limit from 18 to 35 Years

The Government of Nepal has set the youth age group from 18 to 35 years. This announcement was made following the approval of the “National Youth Policy 2082,” according to Surendra Basnet, Executive Vice-Chairperson of the National Youth Council.

Previously, under the “National Youth Policy 2072,” youth were defined as those aged 16 to 40 years. The new policy states: “In the context of Nepal, and in line with national and international environments, the population aged 18 to 35 years will be recognized as youth.”

Youth Demographics Based on Census

According to the 2078 census, people aged 16 to 40 years represented 42.56 percent of Nepal’s total population. Basnet said that under the new policy, the youth population must now be recalculated accordingly.

Since the Children’s Act defines childhood up to the age of 18, the group from 18 to 35 years has been included under youth.

International Definitions of Youth

The United Nations defines youth as people aged 15 to 24 years. Similarly, India recognizes the age group 15 to 24 years as youth.

Basnet clarified that until the “National Youth Council Act 2072” is amended, the legal definition of youth will remain 16 to 40 years. “The Act must be revised in accordance with the new Youth Policy,” he stated.

The new policy emphasizes the development, protection, and mobilization of youth who are “healthy, educated, positive thinkers, ethical, entrepreneurial, creative, committed to duty and responsibility, and aware of their rights.”

Policy Focus on Technology and Inclusion

The policy further states that “an inclusive participation of youth in research, exploration, and technology will be ensured, with easy access, maximum utilization, and cyber security, to build a technology-friendly nation.”

Although the youth policy should be revised every five years, this amendment has been made after ten years.
